ABSTRACT

The dataset presented in this article contains information about marine Area-Based Management Tools (ABMTs) used to assess their contribution to the United Nations 2030 Sustainable Development Goals. Following the scope of the analysis, ABMTs were identified by scrutinizing international and regional legal sources related to ocean management in the fields of marine conservation, fisheries, deep sea bed mining, underwater natural and cultural heritage, environmental conservation, and marine spatial planning. Legal sources were screened to depict the following characteristics of individual ABMTs: i) management objectives; ii) authorities responsible for delivering such objectives; iii) the system of management and planning entailed in the ABMT including the zoning type; and iv) the specific spatial scope and domain each ABMT refer to in vertical depth and horizontal domain. Data were generated through an internal expert elicitation. Experts, initially trained in the data analysis and related protocol, contributed to the data production because of their specific knowledge and experience in ocean management. This dataset represents a unique source of information for advancing research about monitoring and assessment of the achievement of sustainable development goals that encompasses different types of ABMTs.

ABSTRACT

European seas are experiencing rapid development. The anthropogenic demand for marine resources and space exerts the need for novel concepts for sustainable resource exploitation and smart space allocation. Multi-Use (MU) is an emerging concept to overcome spatial claims and support Blue Growth, however its actual potentials and current status of implementation in different sea basins is to a large extent unexplored. An analytical framework using a mixed method approach is proposed for the identification and analysis of MU potentialities in eight EU countries of the Euro-Mediterranean sea basin. The paper addresses opportunities and challenges of ten existing and potential MU combinations driven by three maritime sectors: tourism, renewable energy and Oil & Gas industry. Opportunities and challenges for MU development were presented in terms of drivers, added values, barriers and impacts. Results show that highest potential for MU development are related to tourism-driven MU combinations (e.g. pescatourism), but also emerging MU potentials exist related to Floating Offshore Wind energy and aquaculture (Gulf of Lion) and the re-use of Oil & Gas decommissioned platforms (Northern-Central Adriatic Sea). Findings were discussed for their geospatial distribution and their policy, socio-economic, technical and environmental boundary conditions. Recommendations on actions to foster MU development in the Euro-Mediterranean sea space are provided.

Marine spatial allocation has become, in recent decades, a political flashpoint, fuelled by political power struggles, as well as the continuously increasing demand for marine space by both traditional and emerging marine uses. To effectively address this issue, we develop a decision-making procedure, that facilitates the distribution of disputed areas of specific size among heterogeneous players in a transparent and ethical way, while considering coalitional formations through coexistence. To do this, we model players' alternative strategies and payoffs within a cooperative game-theoretic framework. Depending on whether transferable utility (TU) or non-transferable utility (NTU) is the more appropriate assumption, we illustrate the use of the TU Shapley value and the Lejano's fixed point NTU Shapley value to solve for the ideal allocations. The applicability and effectiveness of the process has been tested in a case study area, the Dogger Bank Special Area of Conservation in the North Sea, which involves three totally or partially conflicting activities, i.e. fishing, nature conservation and wind farm development. The findings demonstrate that the process is capable of providing a unique, fair and equitable division of space Finally, among the two solution concepts proposed the fixed point NTU Shapley value manages to better address the heterogeneity of the players and thus to provide a more socially acceptable allocation that favours the weaker player, while demonstrating the importance of the monetary valuation attributed by each use to the area.
