ABSTRACT

ABSTRACT: The purpose of this research is to analyze and introduce a new emergency medical service (EMS) transportation scenario, Emergency Medical Regulation Center (EMRC), which is a temporary premise for treating moderate and minor casualties, in the 2015 Formosa Fun Color Dust Party explosion in Taiwan. In this mass casualty incident (MCI), although all emergency medical responses and care can be considered as a golden model in such an MCI, some EMS plans and strategies should be estimated impartially to understand the truth of the successful outcome.Factors like on-scene triage, apparent prehospital time (appPHT), inhospital time (IHT), and diversion rate were evaluated for the appropriateness of the EMS transportation plan in such cases. The patient diversion risk of inadequate EMS transportation to the first-arrival hospital is detected by the odds ratios (ORs). In this case, the effectiveness of the EMRC scenario is estimated by a decrease in appPHT.The average appPHTs (in minutes) of mild, moderate, and severe patients are 223.65, 198.37, and 274.55, while the IHT (in minutes) is 18384.25, 63021.14, and 83345.68, respectively. The ORs are: 0.4016 (95% Cl = 0.1032-1.5631), 0.1608 (95% Cl = 0.0743-0.3483), and 4.1343 (95% Cl = 2.3265-7.3468; P < .001), respectively. The appPHT has a 47.61% reduction by employing an EMRC model.Due to the relatively high appPHT, diversion rate, and OR value in severe patients, the EMS transportation plan is distinct from a prevalent response and develops adaptive weaknesses of MCIs in current disaster management. Application of the EMRC scenario reduces the appPHT and alleviates the surge pressure upon emergency departments in an MCI.

ABSTRACT

In-situ chemical oxidation (ISCO) can remove pollutants efficiently. However, the most important key to successfully conducting ISCO on site is to place the oxidant in close contact with the contaminant. Therefore, monitoring tools that provide for enhanced tracking of the injectate offer considerable benefit to guide subsequent ISCO injections. In this study, we applied the MagnetoMetric Resistivity (MMR) method to survey the distribution of an injected oxidant. A pilot test was conducted on a 10 m × 10 m site, and the sodium persulfate injection involved four pulse injections from one injection well. A magnetic field survey coupled with conventional monitoring was performed before the initial injection and after each pulse injection. The results of this study showed that groundwater samples from six observation wells and seven direct-push EC loggings did not provide sufficient data to quantify the distribution and flow behavior of the injected oxidant. However, the magnetic field survey visually showed the dynamic distribution of the injected oxidant, and the flow pathways and flow behavior were assessed accordingly. Although the flow behavior of injected solution was changeable in the aquifer, but the magnetic field survey combined with the monitoring of the well samples helped to explain the abnormal changes in the electrical conductivity of the observation wells and supports the use of the magnetic field survey technology as a method of monitoring ISCO injections.

ABSTRACT

Blackfoot disease (BFD) had occurred seriously in the Yichu, Hsuehchia, Putai, and Peimen townships of Chia-Nan District of Taiwan in the early days. These four townships are the districts of fishpond cultivation domestically in Taiwan. Groundwater becomes the main water supply because of short income in surface water. The problems of over pumping in groundwater may not only result in land subsidence and seawater intrusion but also be harmful to the health of human giving rise to the bioaccumulation via food chain in groundwater with arsenic (As). This research uses sequential indicator simulation (SIS) to characterize the spatial arsenic distribution in groundwater in the four townships. Risk assessment is applied to explore the dilution ratio (DR) of groundwater utilization, which is defined as the ratio showing the volume of groundwater utilization compared to pond water, for fish farming in the range of target cancer risk (TR) especially on the magnitude of 10(-4)~10(-6). Our study results reveal that the 50th percentile of groundwater DRs served as a regulation standard can be used to perform fish farm groundwater management for a TR of 10(-6). For a TR of 5 × 10(-6), we suggest using the 75th percentile of DR for groundwater management. For a TR of 10(-5), we suggest using the 95th percentile of the DR standard for performing groundwater management in fish farm areas. For the TR of exceeding 5 × 10(-5), we do not suggest establishing groundwater management standards under these risk standards. Based on the research results, we suggest that establishing a TR at 10(-5) and using the 95th percentile of DR are best for groundwater management in fish farm areas.

ABSTRACT

Ozone sensitivity was investigated using CAMx simulations and photochemical indicator ratios at three sites (Pingtung City, Chao-Chou Town, and Kenting Town) in Pingtung County in southern Taiwan during 2003 and 2004. The CAMx simulations compared fairly well with the hourly concentrations of ozone. Simulation results also showed that Pingtung City was mainly a volatile organic compounds (VOC)-sensitive regime, while Chao-Chou Town was either a VOC-sensitive or a NOx-sensitive regime, depending on the seasons. Measurements of three photochemical indicators (H2O2, HNO3, and NOy) were conducted, and simulated three transition ranges of H2O2/HNO3 (0.5-0.8), O3/HNO3 (10.3-16.2) and O3/NOy (5.7-10.8) were adopted to assess the ozone sensitive regime at the three sites. The results indicated that the three transition ranges yield consistent results with CAMx simulations at most times at Pingtung City. However, both VOC-sensitive and NOx-sensitive regimes were important at the rural site Chao-Chou Town. Kenting Town, a touring site at the southern end of Taiwan, was predominated by a NOx-sensitive regime in four seasons.

ABSTRACT

In this study, the use of crumb tyres as additives to concrete was investigated. For some time, researchers have been studying the physical properties of concrete to determine why the inclusion of rubber particles causes the concrete to degrade. Several methods have been developed to improve the bonding between rubber particles and cement hydration products (C-S-H) with the hope of creating a product with an improvement in mechanical strength. In this study, the crumb tyres were treated with waste organic sulfur compounds from a petroleum refining factory in order to modify their surface properties. Organic sulfur compounds with amphiphilic properties can enhance the hydrophilic properties of the rubber and increase the intermolecular interaction forces between rubber and C-S-H. In the present study, a colloid probe of C-S-H was prepared to measure these intermolecular interaction forces by utilizing an atomic force microscope. Experimental results showed that rubber particles treated with waste organic sulfur compounds became more hydrophilic. In addition, the intermolecular interaction forces increased with the adsorption of waste organic sulfur compounds on the surface of the rubber particles. The compressive, tensile and flexural strengths of concrete samples that included rubber particles treated with organic sulfur compound also increased significantly.

ABSTRACT

Fracture zones and their connectivity in geologic media are of great importance to ground water resources management as well as ground water contamination prevention and remediation. In this paper, we applied a recently developed hydraulic tomography (HT) technique and an analysis algorithm (sequential successive linear estimator) to synthetic fractured media. The application aims to explore the potential utility of the technique and the algorithm for characterizing fracture zone distribution and their connectivity. Results of this investigation showed that using HT with a limited number of wells, the fracture zone distribution and its connectivity (general pattern) can be mapped satisfactorily although estimated hydraulic property fields are smooth. As the number of wells and monitoring ports increases, the fracture zone distribution and connectivity become vivid and the estimated hydraulic properties approach true values. We hope that the success of this application may promote the development and application of the new generations of technology (i.e., hydraulic, tracer, pneumatic tomographic surveys) for mapping fractures and other features in geologic media.

ABSTRACT

A physically motivated model is indispensable for a successful analysis of the impact of leaching from nuclear waste storage sites on the environment and public health. While most analyses use the single-phase flow model for modelling unsaturated flow and solute transport, the two-phase flow model considering the resistance of gas to water flow is a more realistic one. The effect of the two-phase flow model on the water content is theoretically investigated first in this study. Then, by combining a geostatistical generator using the turning bands method and a multi-phase transport code TOUGH2, an automatic process is used for Monte Carlo simulation of the solute transport. This stochastic approach is applied to a potentially polluted site by low-level nuclear waste in Taiwan. In the simulation, the saturated hydraulic conductivity is treated as the random variable. The stochastic approach provides a probabilistic assessment of contamination. The results show that even though water content from the two-phase flow model is only 1.5% less than the one from the single-phase flow model, the two-phase flow causes a slower movement but a wider lateral spreading of the plume in the unsaturated zone. The stochastic approach provides useful probability information which is not available from the deterministic approach. The probability assessment of groundwater contamination provides the basis for more informed waste management, better environmental assessment and improved evaluation of impact on public health.
