ABSTRACT

In the Amazonian agricultural frontier, pasture for cattle ranching is an important and potentially hazardous form of land use because of sediment erosion as pastures degrade. This relationship between ranching, sediment load, and water quality is likely to further exacerbate environmental impacts, particularly in the context of climate change. We examine the role that river basin councils (RBCs) - a water governance option of Brazil's 1997 National Water Act - might play in managing this nonpoint-source pollution in the Amazônian state of Rondônia. We implement a simple coupled rancher-water system model to compare two potential governance options: a bulk water cleanup charge (BWC) implemented by RBCs and a land-use fine (LUF) for failing to maintain riparian buffers. We find no significant advantage of BWC over LUF in reducing sediment loading while keeping ranching profitable, under a changing climate. We also fail to find in Rondônia the important stake in water issues that has driven water reform elsewhere in Brazil. Moreover, the comparative success of reforestation programs suggests these programs may, in fact, have the potential to manage nonpoint-source agricultural pollution in the region.

ABSTRACT

OBJECTIVE: Even when initially successful, many interventions aimed at reducing the toll of water-related infectious disease have not been sustainable over longer periods of time. Here we review historical practices in water-related infectious disease research and propose an interdisciplinary public health oriented systems approach to research and intervention design. DATA SOURCES: On the basis of the literature and the authors' experiences, we summarize contributions from key disciplines and identify common problems and trends. Practices in developing countries, where the disease burden is the most severe, are emphasized. DATA EXTRACTION: We define waterborne and water-associated vectorborne diseases and identify disciplinary themes and conceptual needs by drawing from ecologic, anthropologic, engineering, political/economic, and public health fields. A case study examines one of the classes of water-related infectious disease. DATA SYNTHESIS: The limited success in designing sustainable interventions is attributable to factors that include the complexity and interactions among the social, ecologic, engineering, political/economic, and public health domains; incomplete data; a lack of relevant indicators; and most important, an inadequate understanding of the proximal and distal factors that cause water-related infectious disease. Fundamental change is needed for research on water-related infectious diseases, and we advocate a systems approach framework using an ongoing evidence-based health outcomes focus with an extended time horizon. The examples and case study in the review show many opportunities for interdisciplinary collaborations, data fusion techniques, and other advances. CONCLUSIONS: The proposed framework will facilitate research by addressing the complexity and divergent scales of problems and by engaging scientists in the disciplines needed to tackle these difficult problems. Such research can enhance the prevention and control of water-related infectious diseases in a manner that is sustainable and focused on public health outcomes.

ABSTRACT

This article examines four periods of environmental policy-making in the Amazon region of Brazil. It specifically analyses the role of pro-environment and pro-development policy networks in affecting policy design and implementation. It argues that the efforts of environmentalist networks trying to advocate or block relative developmentalist policies in the Amazon depend on three critical factors-whether they are able to attract the support of elites (or at least block their developmentalist policy initiatives); the type and level of international support they have; and the organizational and financial resources that they are able to mobilize. In analysing the four periods, this article finds that while international influences and resources have been substantial in enabling environmentalist networks to flourish and influence the policy, their effectiveness has been nearly always outweighed by Brazilian developmentalist interests. The outcome in each phase has been a different form of stalemate on environmental protection, and the deforestation continued each time, albeit at slower rates. These findings suggest that the key for significantly lower rates of deforestation on the Amazon may be in the ability of pro-environment networks to neutralize opposition by creating an incentive structure that 'compensates' potential losers of policies that promote conservation.
