ABSTRACT

OBJECTIVE: We explored whether an educational forensic science informational (FSI) video either alone or with specialized jury instructions would assist mock jurors in evaluating forensic expert testimony. HYPOTHESES: We predicted that the FSI video would help participants distinguish between low-quality and high-quality testimony, evidenced by lower ratings of the testimony and the expert when the testimonial quality was low compared with when it was high. METHOD: Jury-eligible adults (N = 641; Mage = 38.18 years; 77.4% White; 8.1% Latino/a or Hispanic; 50.1% male) watched a mock trial and were randomly assigned to a no-forensic-evidence control condition or to a test condition (i.e., participants either watched the FSI video before the trial or did not and either received specialized posttrial instructions or did not). In the test conditions, a forensic expert provided low-quality or high-quality testimony about a latent impression, and participants rated the expert, their testimony, and the forensic evidence. All participants rendered verdicts. RESULTS: The presence of the FSI video interacted with testimonial quality on ratings of the expert and forensic testimony: In the video-present condition, participants rated the expert in the low-quality testimony condition lower than did participants in the high-quality testimony condition (between-condition differences for credibility: d = -0.52, 95% confidence interval [CI] [-0.78, -0.27]; trustworthiness: d = -0.67, 95% CI [-0.92, -0.42]; knowledgeability: d = -0.54, 95% CI [-0.80, -0.29]). The pattern was the same for the expert's testimony (between-condition differences for convincingness: d = -0.41, 95% CI [-0.66, -0.16]; validity: d = -0.60, 95% CI [-0.86, -0.35]; presentation quality: d = -0.51, 95% CI [-0.76, -0.25]). Participants' ratings in the video-absent condition did not differ on the basis of testimonial quality (ds = -0.07-0.11). The ratings of the print evidence and verdicts were unaffected. Specialized jury instructions had no effect. CONCLUSION: The FSI video may be a practical in-court intervention to increase jurors' sensitivity to low-quality forensic testimony without creating skepticism. ABSTRACT

An international survey was conducted on the benefits and limitations of accreditation to ISO17025 in forensic science, and how quality management could be improved to reflect the complexities of the end-to-end process. The survey was in response to growing concern within the forensic science community that the standard ISO17025 (and ISO17020), which is the backbone of forensic science accreditation, does not have sufficient depth and reach to properly address the quality of both the inputs (crime scene traces) and outputs (e.g., opinions in a report) of forensic science. The survey was developed around three themes: (1) fitness for purpose, (2) competences and (3) education & training. It targeted directors and senior managers, including quality managers, of forensic science laboratories/facilities. The survey was developed by the research team and disseminated with the cooperation of the International Forensic Strategic Alliance (IFSA) and six regional Networks: the American Society of Crime Laboratory Directors (ASCLD), the European Network of Forensic Science institutes (ENFSI), the Australian and New Zealand Forensic Executive Committee (ANZFEC) (formerly SMANZFL), Acadamia Iberoamericana de Criminalistica Estudios Forenses (AICEF), Asian Forensic Sciences Network (AFSN) and Southern Africa Regional Forensic Science Network (SARFS). What emerged for each of the three themes of the survey are areas of concern where the forensic science community should reconsider its approach to quality management if it is to have continuing value and relevance into the future. The results are evaluated and discussed. Briefly, the results include evidence of a lack of fitness for purpose of ISO17025 as a standard for the forensic science continuum, a lack of agreement on what forensic science is and poor levels of recognition of crime scene investigation, many competences, particularly cognitive competences, are not identified, monitored or assessed and the incentive to gain accreditation and maintain continuous improvement is intrinsic rather than customer driven.

ABSTRACT

Environmental pollution incidents generate an emergency response from regulatory agencies to ensure that the impact on the environment is minimised. Knowing what pollutants are present provides important intelligence to assist in determining how to respond to the incident. However, responders are limited in their in-field capabilities to identify the pollutants present. This research has developed an in-field, qualitative analytical approach to detect and identify organic pollutants that are commonly detected by regulatory environmental laboratories. A rapid, in-field extraction method was used for water and soil matrices. A coiled microextraction (CME) device was utilised for the introduction of the extracted samples into a portable gas chromatography-mass spectrometry (GC-MS) for analysis. The total combined extraction and analysis time was approximately 6.5 min per sample. Results demonstrated that the in-field extraction and analysis methods can screen for fifty-nine target organic contaminants, including polyaromatic hydrocarbons, monoaromatic hydrocarbons, phenols, phthalates, organophosphorus pesticides, and organochlorine pesticides. The method was also capable of tentatively identifying unknown compounds using library searches, significantly expanding the scope of the methods for the provision of intelligence at pollution incidents of an unknown nature, although a laboratory-based method was able to provide more information due to the higher sensitivity achievable. The methods were evaluated using authentic casework samples and were found to be fit-for-purpose for providing rapid in-field intelligence at pollution incidents. The fact that the in-field methods target the same compounds as the laboratory-based methods provides the added benefit that the in-field results can assist in sample triaging upon submission to the laboratory for quantitation and confirmatory analysis.
