Rede de Atenção Psicossocial em Minas Gerais: um estudo sobre a cobertura dos CAPS / Psychosocial Care Network in Minas Gerais: a study on CAPS coverage

Este trabalho teve como foco a Rede de Atenção Psicossocial (RAPS), que é aquela voltada para o cuidado de pessoas com sofrimento ou transtornos mentais e problemas decorrentes do uso de álcool e outras drogas. Por se tratar de uma rede com vários componentes, optou-se por avaliar os Centros de Atenção Psicossocial (CAPS), em suas diversas modalidades, entendendo que esse é um serviço de saúde da RAPS criado para ser substitutivo aos hospitais, de caráter aberto, comunitário e que é estratégico no atendimento à crise. O objetivo principal desta pesquisa, foi analisar a cobertura dos CAPS de Minas Gerais, apontando possíveis vazios assistenciais. Para isso, foi realizada uma avaliação da taxa de cobertura dos CAPS (todas as modalidades), por microrregião e macrorregião de saúde, comparando o ano de 2011, antes da pactuação da RAPS, com 2018. Além disso, buscou-se verificar se a taxa de internação modifica com a mudança na cobertura de CAPS em Minas Gerais. Para tanto, foram analisadas as internações para tratamentos de transtornos mentais e comportamentais e a taxa de cobertura dos CAPS, no período de 2008 a 2018. Como fonte de dados foi utilizado o DATASUS (Departamento de Informática do SUS), do Ministério da Saúde. Os resultados da pesquisa apontam que, em 2018, a taxa de cobertura geral de CAPS no estado de Minas Gerais é muito boa, sendo que apenas uma microrregião apresentou vazio assistencial. Quando realizada a análise por modalidade de CAPS (I, II, III, ad, ad III e i) a situação é diferente, encontrando outras microrregiões com vazios, dependendo da modalidade. Os resultados encontrados, comparando a taxa de internação e a taxa de cobertura de CAPS, mostraram que de 2008 a 2018 há um aumento da taxa de cobertura de CAPS e diminuição das internações por transtornos mentais e comportamentais em hospitais gerais e especializados no estado. A partir da pesquisa foram gerados três produtos técnicos: Relatório Técnico com análise da taxa de cobertura e da distribuição local da produção de CAPS em Minas Gerais; Oficina sobre a cobertura de CAPS; e Vídeos macrorregionais com informações sobre a cobertura de CAPS em Minas Gerais. Espera-se que os elementos identificados neste estudo sejam úteis para os gestores do estado, subsidiando as próximas discussões sobre a Rede de Atenção Psicossocial e o aumento dos CAPS em Minas Gerais.

This work focused on the Psychosocial Care Network (RAPS), which is related to the care of people with suffering or mental disorders and problems arising from the use of alcohol and other drugs. Since it is a network with several components, it was decided to evaluate the Psychosocial Care Centers (CAPS), in its various modalities, because it was evaluated that they were units of the RAPS health care designed to be a substitute for hospitals, with open orientation, from community and which are strategic in deal with critical cases. The main purpose of this research was to analyze the coverage of CAPS in Minas Gerais, pointing out possible care gaps. To this end was performed an assessment on the rates of coverage of the CAPS (all modalities) by micro region and macro region of health comparing 2011, before the RAPS agreement, with 2018. In addition, we sought to verify if the hospitalization rate modify with the change in CAPS coverage in Minas Gerais, therefore are analyzed hospitalizations for the treatment of mental disorders and behavioral and the coverage rate of the CAPS, from 2008 to 2018. Therefore, as a data source, we used DATASUS (Department of Informatics of SUS), from the Ministry of Health. The survey results show that, in 2018, the CAPS overall coverage rate in the state of Minas Gerais is very good, and only one micro region presented a care void. When performed the analysis by CAPS modality (I, II, III, ad, ad III and i) the situation is different, finding other micro regions with voids, depending on the modality. Another major aspect observed is that the analysis of the production rate indicates that CAPS are basically serving the population of the municipality hosting the service. The results found comparing the hospitalization rate and the coverage rate of CAPS, show that from 2008 to 2018 there is an increase in the coverage rate of CAPS and decreased hospitalizations for mental and behavioral disorders in general and specialized hospitals in the state. From this research, three technical products were generated: Technical Report with analysis of coverage rate and local distribution of CAPS production in Minas Gerais; Workshop on CAPS coverage and macroregional; and videos with information on CAPS coverage in Minas Gerais. We hope that the elements identified in this study are useful for managers in the state, supporting future discussions on the Psychosocial Care Network and the increase of CAPS in Minas Gerais
