ABSTRACT

In today's rapidly changing healthcare environment, provides and suppliers are experimenting with a host of new delivery and marketing programs. Increasingly, these new arrangements will test HCFA's ability to distinguish legitimate, innovative programs, from abuses of the system. A new bill in Congress would help HCFA identify which practices are good and which are bad.
