ABSTRACT

BACKGROUND: Understanding public perceptions of the health risks of climate change is critical to inform risk communication and support the adoption of adaptive behaviours. In Canada, very few studies have explored public understandings and perceptions of climate impacts on health. The objective of this study was to address this gap by exploring perceptions of the link between climate change and health. METHODS: We conducted a survey of Canadians (n = 3,014) to address this objective. The 116-question survey measured prior consideration of the link between climate change and health, affective assessment of climate health impacts, unprompted knowledge of climate health impacts, and concern about a range of impacts. ANOVA tests were used to assess differences among sociodemographic groups. RESULTS: Overall, Canadian's have a similar level of concern about health impacts of climate change compared with concern about other impacts (e.g. biophysical, economic, and national security). Among health-related impacts, respondents were more concerned about impacts on water, food and air quality, compared with impacts on mental health, infectious diseases and heat-related illnesses. There were differences among sociodemographic groups; women were significantly more concerned than men about all of the health-related impacts; respondents with a high school level of education were significantly less concerned about all health-related impacts compared with respondents with more education; and respondents on the political left were more concerned with those in the political centre, who were more concerned than those on the political right. CONCLUSION: There is emerging literature suggesting that framing communication around climate change in terms of the health risks it poses may increase perceptions of the proximity of the risks. These results suggest that it is important to be specific in the types of health risks that are communicated, and to consider the concerns of the target sociodemographic groups. The differential knowledge, awareness, and concern of climate health impacts across segments of the Canadian population can inform targeted communication and engagement to build broader support for adaptation and mitigation measures.

ABSTRACT

Given the climate crisis and its cumulative impacts on public health, effective communication strategies that engage the public in adaptation and mitigation are critical. Many have argued that a health frame increases engagement, as do visual methodologies including online and interactive platforms, yet to date there has been limited research on audience responses to health messaging using visual interventions. This study explores public attitudes regarding communication tools focused on climate change and climate-affected Lyme disease through six focus groups (n = 61) in rural and urban southern Manitoba, Canada. The results add to the growing evidence of the efficacy of visual and storytelling methods in climate communications and argues for a continuum of mediums: moving from video, text, to maps. Findings underscore the importance of tailoring both communication messages and mediums to increase uptake of adaptive health and environmental behaviours, for some audiences bridging health and climate change while for others strategically decoupling them.

ABSTRACT

In June 2017, the Turtle Lodge Indigenous knowledge centre convened the Onjisay Aki International Climate Summit, an unparalleled opportunity for cross-cultural dialogue on climate change with environmental leaders and Indigenous Knowledge Keepers from 14 Nations around the world. In collaboration with Turtle Lodge, the Prairie Climate Centre was invited to support the documentation and communication of knowledge shared at the Summit. This process of Indigenous-led community-based research took an inter-epistemological approach, using roundtable discussions within a ceremonial context and collaborative written and video methods. The Summit brought forward an understanding of climate change as a symptom of a much larger problem with how colonialism has altered the human condition. The Knowledge Keepers suggested that, in order to effectively address climate change, humanity needs a shift in values and behaviours that ground our collective existence in a balanced relationship with the natural world and its laws. They emphasized that their diverse knowledges and traditions can provide inspiration and guidance for this cultural shift. This underscores the need for a new approach to engaging with Indigenous knowledge in climate research, which acknowledges it not only as a source of environmental observations, but a wealth of values, philosophies, and worldviews which can inform and guide action and research more broadly. In this light, Onjisay Aki makes significant contributions to the literature on Indigenous knowledge on climate change in Canada and internationally, as well as the ways in which this knowledge is gathered, documented, and shared through the leadership of the Knowledge Keepers. ABSTRACT

BACKGROUND: Despite scientific evidence that climate change has profound and far reaching implications for public health, translating this knowledge in a manner that supports citizen engagement, applied decision-making, and behavioural change can be challenging. This is especially true for complex vector-borne zoonotic diseases such as Lyme disease, a tick-borne disease which is increasing in range and impact across Canada and internationally in large part due to climate change. This exploratory research aims to better understand public risk perceptions of climate change and Lyme disease in order to increase engagement and motivate behavioural change. METHODS: A focus group study involving 61 participants was conducted in three communities in the Canadian Prairie province of Manitoba in 2019. Focus groups were segmented by urban, rural, and urban-rural geographies, and between participants with high and low levels of self-reported concern regarding climate change. RESULTS: Findings indicate a broad range of knowledge and risk perceptions on both climate change and Lyme disease, which seem to reflect the controversy and complexity of both issues in the larger public discourse. Participants in high climate concern groups were found to have greater climate change knowledge, higher perception of risk, and less skepticism than those in low concern groups. Participants outside of the urban centre were found to have more familiarity with ticks, Lyme disease, and preventative behaviours, identifying differential sources of resilience and vulnerability. Risk perceptions of climate change and Lyme disease were found to vary independently rather than correlate, meaning that high climate change risk perception did not necessarily indicate high Lyme disease risk perception and vice versa. CONCLUSIONS: This research contributes to the growing literature framing climate change as a public health issue, and suggests that in certain cases climate and health messages might be framed in a way that strategically decouples the issue when addressing climate skeptical audiences. A model showing the potential relationship between Lyme disease and climate change perceptions is proposed, and implications for engagement on climate change health impacts are discussed.

ABSTRACT

Circumpolar regions, and the nations within which they reside, have recently gained international attention because of shared and pressing public policy issues such as climate change, resource development, endangered wildlife and sovereignty disputes. In a call for national and circumpolar action on shared areas of concern, the Arctic states health ministers recently met and signed a declaration that identified shared priorities for international cooperation. Among the areas for collaboration raised, the declaration highlighted the importance of enhancing intercultural understanding, promoting culturally appropriate health care delivery and strengthening circumpolar collaboration in culturally appropriate health care delivery. This paper responds to the opportunity for further study to fully understand indigenous values and contexts, and presents these as they may apply to a framework that will support international comparisons and systems improvements within circumpolar regions. We explored the value base of indigenous peoples and provide considerations on how these values might interface with national values, health systems values and value bases between indigenous nations particularly in the context of health system policy-making that is inevitably shared between indigenous communities and jurisdictional or federal governments. Through a mixed methods nominal consensus process, nine values were identified and described: humanity, cultural responsiveness, teaching, nourishment, community voice, kinship, respect, holism and empowerment.

ABSTRACT

Community-based adaptation (CBA) has emerged over the last decade as an approach to empowering communities to plan for and cope with the impacts of climate change. While such approaches have been widely advocated, few have critically examined the tensions and challenges that CBA brings. Responding to this gap, this article critically examines the use of CBA approaches with Inuit communities in Canada. We suggest that CBA holds significant promise to make adaptation research more democratic and responsive to local needs, providing a basis for developing locally appropriate adaptations based on local/indigenous and Western knowledge. Yet, we argue that CBA is not a panacea, and its common portrayal as such obscures its limitations, nuances, and challenges. Indeed, if uncritically adopted, CBA can potentially lead to maladaptation, may be inappropriate in some instances, can legitimize outside intervention and control, and may further marginalize communities. We identify responsibilities for researchers engaging in CBA work to manage these challenges, emphasizing the centrality of how knowledge is generated, the need for project flexibility and openness to change, and the importance of ensuring partnerships between researchers and communities are transparent. Researchers also need to be realistic about what CBA can achieve, and should not assume that research has a positive role to play in community adaptation just because it utilizes participatory approaches. ABSTRACT

With the recognized need for health systems' improvements in the circumpolar and indigenous context, there has been a call to expand the research agenda across all sectors influencing wellness and to recognize academic and indigenous knowledge through the research process. Despite being recognized as a distinct body of knowledge in international forums and across indigenous groups, examples of methods and theories based on indigenous knowledge are not well documented in academic texts or peer-reviewed literature on health systems. This paper describes the use of a consensus-based, mixed method with indigenous knowledge by an experienced group of researchers and indigenous knowledge holders who collaborated on a study that explored indigenous values underlying health systems stewardship. The method is built on the principles of Etuaptmumk or two-eyed seeing, which aim to respond to and resolve the inherent conflicts between indigenous ways of knowing and the scientific inquiry that informs the evidence base in health care. Mixed methods' frameworks appear to provide a framing suitable for research questions that require data from indigenous knowledge sources and western knowledge. The nominal consensus method, as a western paradigm, was found to be responsive to embedding of indigenous knowledge and allowed space to express multiple perspectives and reach consensus on the question at hand. Further utilization and critical evaluation of this mixed methodology with indigenous knowledge are required.

ABSTRACT

Climate change will have far-reaching implications for Inuit health. Focusing on adaptation offers a proactive approach for managing climate-related health risks-one that views Inuit populations as active agents in planning and responding at household, community, and regional levels. Adaptation can direct attention to the root causes of climate vulnerability and emphasize the importance of traditional knowledge regarding environmental change and adaptive strategies. An evidence base on adaptation options and processes for Inuit regions is currently lacking, however, thus constraining climate policy development. In this article, we tackled this deficit, drawing upon our understanding of the determinants of health vulnerability to climate change in Canada to propose key considerations for adaptation decision-making in an Inuit context.

BACKGROUND, AIM, AND SCOPE: The controversy over the world's first genetically modified (GM) wheat, Roundup Ready wheat (RRW), challenged the efficacy of 'science-based' risk assessment, largely because it excluded the public, particularly farmers, from meaningful input. Risk analysis, in contrast, is broader in orientation as it incorporates scientific data as well as socioeconomic, ethical, and legal concerns, and considers expert and lay input in decision-making. Local knowledge (LK) of farmers is experience-based and represents a rich and reliable source of information regarding the impacts associated with agricultural technology, thereby complementing the scientific data normally used in risk assessment. The overall goal of this study was to explore the role of farmer LK in the a priori risk analysis of RRW. MATERIALS AND METHODS: In 2004, data were collected from farmers using mail surveys sent across the three prairie provinces (i.e., Manitoba, Saskatchewan, and Alberta) in western Canada. A stratified random sampling approach was used whereby four separate sampling districts were identified in regions where wheat was grown for each province. Rural post offices were randomly selected in each sampling district using Canada Post databases such that no one post office exceeded 80 farms and that each sampling district comprised 225-235 test farms (n = 11,040). In total, 1,814 people responded, representing an adjusted response rate for farmers of 33%. A subsequent telephone survey showed there was no non-response bias. RESULTS: The primary benefits associated with RRW were associated with weed control, whereas risks emphasized the importance of market harm, corporate control, agronomic problems, and the likelihood of contamination. Overall, risks were ranked much higher than benefits, and the great majority of farmers were highly critical of RRW commercialization. In total, 83.2% of respondents disagreed that RRW should have unconfined release into the environment. Risk was associated with distrust in government and corporations, previous experience with GM canola, and a strong belief in the importance of community and environment. Farmers were critical of expert-based risk assessment, particularly RRW field trials, and believed that their LK was valuable for assessing agbiotechnology as a whole. DISCUSSION: Over 90% of canola production across the Canadian prairies makes use of herbicide-tolerant (HT) varieties. Yet, respondents were generally uniform in their criticism of RRW, regardless whether they were HT users, non-HT-users, conservation tillage or organic in approach. They had a sophisticated understanding of how GM trait confinement was intrinsically tied to grain system segregation and, ultimately, market accessibility, and were concerned that gene flow in RRW would not be contained. Organic farmers were particularly critical of RRW, in large part because certification standards prohibit the presence of GM traits. Farmers practicing conservation tillage were also at relatively great risk, in part because their dependence on glyphosate to control weeds increases the likelihood that RRW volunteer would become more difficult and costly to control. CONCLUSIONS: This research is the first of its kind to include farmer knowledge in the a priori risk analysis of GM crops and, arguably, given its prairie-wide scope, is the largest scale, independent-farmer-focused study on GM crops ever conducted. The surprising uniformity in attitudes between users and non-users of GM technology and among organic, conventional, conservation tillage and GM using farmers speaks to the ability of farmers to discriminate among HT varieties. Our results clearly show that prairie farmers recognize that the risks associated with RRW commercialization outweigh any benefits. RECOMMENDATIONS AND PERSPECTIVES: Farmer knowledge systems are holistic in nature, incorporating socioeconomic, cultural, political, and agroecological factors that all can contribute meaningfully to the pre-release evaluation of GM crops. The inclusion of farmers and other stakeholders in risk assessment will also help enhance and even restore public confidence in science-focused approaches to risk assessment. Although farmers are highly knowledgeable regarding RRW and arguably any agricultural technology, their expertise continues to be overlooked by decision-makers and regulators across North America.

The global controversy regarding the use of genetically modified (GM) crops has proved to be a challenge for "science-based" risk assessments. Although risk analysis incorporates societal perspectives in decision making over these crops, it is largely predicated on contrasts between "expert" and "lay" perspectives. The overall objective of this study is to explore the role for farmers' knowledge, and their decade-long experience with herbicide-tolerant (HT) canola, in the risk analysis of GM crops. From 2002 to 2003, data were collected using interviews (n= 15) and mail surveys (n= 370) with farmers from Manitoba and across Canada. The main benefits associated with HT canola were management oriented and included easier weed control, herbicide rotation, and better weed control, whereas the main risks were more diverse and included market harm, technology use agreements (TUAs), and increased seed costs. Benefits and risks were inversely related, and the salient factor influencing risk was farmer experiences with HT canola volunteers, followed by small farm size and duration using HT canola. These HT volunteers were reported by 38% of farmers, from both internal (e.g., seedbank, farm machinery, etc.) and external (e.g., wind, seed contamination, etc.) sources, and were found to persist over time. Farmer knowledge is a reliable and rich source of information regarding the efficacy of HT crops, demonstrating that individual experiences are important to risk perception. The socioeconomic nature of most risks combined with the continuing "farm income crisis" in North America demonstrates the need for a more holistic and inclusive approach to risk assessment associated with HT crops and, indeed, with all new agricultural technology.
