ABSTRACT

In a comprehensive study to assess various aspects of the performance of qualified forensic firearms examiners, volunteer examiners compared both bullets and cartridge cases fired from three different types of firearms. They rendered opinions on each comparison according to the Association of Firearm & Tool Mark Examiners (AFTE) Range of Conclusions, as Identification, Inconclusive (A, B, or C), Elimination, or Unsuitable. In this part of the study, comparison sets used previously to characterize the overall accuracy of examiners were blindly resubmitted to examiners to assess the repeatability (105 examiners; 5700 comparisons of bullets and cartridge cases) and reproducibility (191 examiners of bullets, 193 of cartridge cases; 5790 comparisons) of firearms examinations. Data gathered using the prevailing AFTE Range were also recategorized into two hypothetical scoring systems. Consistently positive differences between observed agreement and expected agreement indicate that the repeatability and reproducibility of examiners exceed chance agreement. When averaged over bullets and cartridge cases, the repeatability of comparison decisions (involving all five levels of the AFTE Range) was 78.3% for known matches and 64.5% for known nonmatches. Similarly averaged reproducibility was 67.3%% for known matches and 36.5% for known nonmatches. For both repeatability and reproducibility, many of the observed disagreements were between a definitive and inconclusive category. Examiner decisions are reliable and trustworthy in the sense that identifications are unlikely when examiners are comparing non-matching items, and eliminations are unlikely when they are comparing matching items.

ABSTRACT

This study examined the recognizability of demographically altered facial approximations for potential utility in unidentified persons tracking systems. Five computer-generated approximations were generated for each of 26 African male participants using the following demographic parameters: (i) African male (true demographics), (ii) African female, (iii) Caucasian male, (iv) Asian male, and (v) Hispanic male. Overall, 62% of the true demographic facial approximations for the 26 African male participants examined were matched to a corresponding life photo within the top 50 images of a candidate list generated from an automated blind search of an optimally standardized gallery of 6159 photographs. When the African male participants were processed as African females, the identification rate was 50%. In contrast, less congruent identification rates were observed when the African male participants were processed as Caucasian (42%), Asian (35%), and Hispanic (27%) males. The observed results suggest that approximations generated using the opposite sex may be operationally informative if sex is unknown. The performance of approximations generated using alternative ancestry assignments, however, was less congruent with the performance of the true demographic approximation (African male) and may not yield as operationally constructive data as sex-altered approximations.

ABSTRACT

This black box study assessed the performance of forensic firearms examiners in the United States. It involved three different types of firearms and 173 volunteers who performed a total of 8640 comparisons of both bullets and cartridge cases. The overall false-positive error rate was estimated as 0.656% and 0.933% for bullets and cartridge cases, respectively, while the rate of false negatives was estimated as 2.87% and 1.87% for bullets and cartridge cases, respectively. The majority of errors were made by a limited number of examiners. Because chi-square tests of independence strongly suggest that error probabilities are not the same for each examiner, these are maximum-likelihood estimates based on the beta-binomial probability model and do not depend on an assumption of equal examiner-specific error rates. Corresponding 95% confidence intervals are (0.305%, 1.42%) and (0.548%, 1.57%) for false positives for bullets and cartridge cases, respectively, and (1.89%, 4.26%) and (1.16%, 2.99%) for false negatives for bullets and cartridge cases, respectively. The results of this study are consistent with prior studies, despite its comprehensive design and challenging specimens.

ABSTRACT

Computed tomography (CT) scans of 388 living adults of both sexes were collected from four self-identified ancestry groups from the United States (African, Asian, European, and Hispanic). Scans were acquired from multiple institutions and under a variety of scanning protocols. Scans were used to produce 3D bone and soft tissue models, from which were derived cranial and facial inter-landmark distances (ILDs) and soft tissue depth measurements. Similar measurements were made on 3D facial approximations produced by ReFace software. 3D models and all measurements were obtained using MimicsR software. These measurements are useful for facial approximations of unidentified decedents and for investigations into human variation between and among ancestry groups and sexes.

ABSTRACT

A timeline of pediatric bone healing using fracture healing characteristics that can be assessed solely using radiographs would be practical for forensic casework, where the fracture event may precede death by days, months, or years. However, the dating of fractures from radiographs is difficult, imprecise, and lacks consensus, as only a few aspects of the healing process are visible on radiographs. Multiple studies in both the clinical and forensic literature have attempted to develop a usable scale to assess pediatric bone healing on radiographs using various healing characteristics. In contrast to the orthopedic definition, a fracture in forensic casework is only considered to be healed when the area around the fracture has been remodeled to the point that the fracture is difficult to detect on a radiograph or on the surface of the bone itself, a process that can take several years. We subjectively assessed visible characteristics of healing in radiograms of fractures occurring in 942 living children and adolescents. By dividing these assessments into learning and test (validation) sets, the accuracy of a newly proposed fracture healing scale was compared to a previous study. Two machine learning models were used to test predictions of the new scale. All three models produced similar estimates with substantial imprecision. Results corroborate the Malone model with an independent dataset and support the efficacy of using less complex models to estimate fracture age in children.

ABSTRACT

This paper describes design and logistical aspects of a decision analysis study to assess the performance of qualified firearms examiners working in accredited laboratories in the United States in terms of accuracy (error rate), repeatability, and reproducibility of decisions involving comparisons of fired bullets and cartridge cases. The purpose of the study was to validate current practice of the forensic discipline of firearms/toolmarks (F/T) examination. It elicited error rate data by counting the number of false positive and false negative conclusions. Preceded by the experimental design, decisions, and logistics described herein, testing was ultimately administered 173 qualified, practicing F/T examiners in public and private crime laboratories. The first round of testing evaluated accuracy, while two subsequent rounds evaluated repeatability and reproducibility of examiner conclusions. This project expands on previous studies by involving many F/T examiners in challenging comparisons and by executing the study in the recommended double-blind format.

ABSTRACT

In addition to having blast mitigation properties, aqueous foam concentrate AFC-380 blast suppression foam is designed to capture aerosolized chemical, biological, and radioactive particles during render-safe procedures of explosive devices. Exposure to aqueous environments and surfactants may negatively affect forensic evidence found at the scene, but the effects of AFC-380 foam and aqueous gel on the preservation and subsequent analysis of forensic evidence have not previously been investigated. Sebaceous finger and palm prints and DNA samples on paper, cardboard, tape, and various metal and plastic items, along with hairs, carpet and yarn fibers, and inks and documents, were exposed to AFC-380 foam. Similar mock evidence was also exposed to a superabsorbent gel of the type found in aqueous gel blocks used for shrapnel containment. Exposure to foam or aqueous gel was associated with a dilution effect for recovered DNA samples, but quality of the samples was not substantially affected. In contrast, exposure to AFC-380 foam or gel was detrimental to development of latent finger and palm prints on any substrate. Neither the hair nor the fiber samples were affected by exposure to either the foam or gel. Indented writing on the document samples was detrimentally affected by foam or gel exposure, but not inks and toners. The results from this study indicate that most types of forensic evidence recovered after being exposed to aqueous gel or blast suppression foam can be reliably analyzed, but latent finger and palm prints may be adversely affected.

ABSTRACT

Many characteristics of facial aging are common to all. The age of their onset and which characteristics tend to predominate varies among individuals depending on many factors including their genetic makeup, life experiences, environment in which they live, and the regional, ethnic, or socially perceived group to which they belong. Forensic artists are often asked to provide sketches, 2D or 3D digital renderings, or sculptures representative of how an individual may appear at an older age based on a provided photograph, victim or witness description, and/or cranial remains. The challenge escalates when the subject is a member of a regional, ethnic, or other socially perceived group to which the artist has had little or no exposure. We describe aspects of adult facial aging that are of particular relevance to the forensic artist, applicable software tools, and pertinent facial databases, especially those emphasizing non-white populations. We demonstrate that facial averaging offers two key advantages to the artistic portrayal of facial aging: first, the technique requires relatively small reference databases from groups that may present logistical challenges to collect and second, that a facial average provides a useful representation of the gestalt of the age and ethnicity cohort to which a subject belongs. The artist may use an average along with other available information such as photo reference books, eyewitness descriptions, photos of immediate family members, and cranial structure to guide production of a facial composite drawing, digital age progression, or sculpture of the subject in question.

ABSTRACT

This study addresses the permanence and persistence of friction ridges and the persistence of impressions made from these friction ridges over months and years. Permanence is the unchanging presence and appearance of friction ridge arrangements and their attributes between recurring observations of the skin. Permanence was evaluated from direct photographs of fingers collected over a period of 30-45 days (covering one or more skin regeneration cycles) as well as after 8 or more years had elapsed. Persistence embodies the operational concept of whether or not a pair of images displays sufficient similarity upon which to base an informed decision that they were made by the same finger, while acknowledging certain dissimilarities or distortions due to friction ridge physiology, image capture, matrix, substrate, and applied pressure. Persistence applies to both friction ridge skin and impressions made from these friction ridges. Permanence and persistence of skin were assessed from direct photographs of fingers taken two months apart and from finger photographs separated by an interval of at least 8 years. Permanence and persistence were also assessed from impressions taken over 4 months, as well as those separated by 8-53 years. Variability due to capture method was assessed by using four image capture methods over a four month period: direct photography of fingers, impressions captured by ink, holographic imaging, and live scan. Qualified latent fingerprint examiners assessed all changes observed over time, as well as any limitations imposed by capture method. The practice of comparison and identification of fingerprint impressions was upheld, as was the prevailing use of the word persistence to describe stability of friction ridges. All photographs and impressions of the same finger were identifiable as originating from the same source. Within all the periods of observation, level 1 detail was permanent and persistent. Persistence, but not permanence, was supported for level 2 detail. Notably, the small changes observed were only in appearance; there were no changes in the presence of new, or absence of existing, minutiae. Level 3 details of ridge edge shape and pore presence were neither permanent nor persistent. Ridge width was permanent and persistent. Incipient ridges were neither permanent nor persistent.

ABSTRACT

A study was undertaken using nonhuman mammal specimens to better understand environmental influences on postmortem hair root band (PMRB) formation and to see whether PMRBs would occur in nonhuman mammal hairs in a similar fashion to human hairs. Carcasses from surrounding roadways were the primary source of specimens for this study, augmented by donated deceased domestic pets. Sections of pelt from each specimen were placed in controlled environmental conditions while the remainder of the carcass was left in a secure outdoor setting. Hair samples were collected daily from outdoor and control specimens and examined for evidence of PMRBs. Several environmental factors were also recorded on a daily basis. Results demonstrate PMRBs can occur in nonhuman mammal hairs, and they have microscopic characteristics similar to human PMRBs. Factors found to correlate with PMRB formation include postmortem interval, temperature, pH, and the formation and subsequent volatilization of ammonia from the surrounding tissue.

ABSTRACT

Currently in the United States, the remains of thousands of unidentified human decedents are housed in medical, law enforcement, and forensic facilities throughout the country. A number of digital data repositories have been established to curate and disseminate the details of these unidentified decedent cases; some repositories also maintain records of missing persons. Although a cross-reference for textual data similarity occurs between the missing persons and unidentified decedent records in some repositories, no repository is currently known to employ an image analysis technology for cross-referencing image data. Results suggest that the computer-generated facial approximations used in this research were consistently included in prioritized candidate lists when used in an automated facial recognition context. Two concurrent studies exploring the specific use-case discussed here were executed. The first employed an optimally-conditioned facial image gallery (g=6159) (i.e., a gallery comprised of highly consistent facial images), a research design intended to establish the ceiling performance of the combined use of the two software programs employed. The second employed a gallery (g=1816) compiled from a real-world dataset of missing persons' facial images, a research design intended to inform potential operational performance when using the highly varied facial images typically comprising public databases. Multiple types of facial approximations (reconstructions) with varying degrees of weight adjustments, age adjustments, or the presence (or absence) of visible eyes, and combinations of these variables, were evaluated. Overall, in the larger, optimally modeled study, 53% of the facial approximations for the t=159 test subjects examined were matched to his or her corresponding life photo within the top 50 images of a candidate list generated from a blind (unrestricted) search of the highly consistent gallery (g=6159). In the operationally modeled study, 31% of the test subjects' (t=16) facial approximations were matched to their corresponding life photos within the top 50 images of a candidate list generated from a blind search of the gallery populated with images from an operational dataset (g=1816). As anticipated, candidate list inclusion rates improved with the use of demographic filters. No significantly different inclusion rates were observed between the sex or age cohorts examined. Significant differences were, however, observed across population cohorts. Entities curating missing and unidentified decedent records may benefit from a paired implementation of facial recognition technology and computer-generated approximations as part of a comprehensive investigative strategy for the specific envisioned use-case discussed in this research.

ABSTRACT

This study employed an automated facial recognition system as a means of objectively evaluating biometric correspondence between a ReFace facial approximation and the computed tomography (CT) derived ground truth skin surface of the same individual. High rates of biometric correspondence were observed, irrespective of rank class (Rk) or demographic cohort examined. Overall, 48% of the test subjects' ReFace approximation probes (n=96) were matched to his or her corresponding ground truth skin surface image at R1, a rank indicating a high degree of biometric correspondence and a potential positive identification. Identification rates improved with each successively broader rank class (R10=85%, R25=96%, and R50=99%), with 100% identification by R57. A sharp increase (39% mean increase) in identification rates was observed between R1 and R10 across most rank classes and demographic cohorts. In contrast, significantly lower (p<0.01) increases in identification rates were observed between R10 and R25 (8% mean increase) and R25 and R50 (3% mean increase). No significant (p>0.05) performance differences were observed across demographic cohorts or CT scan protocols. Performance measures observed in this research suggest that ReFace approximations are biometrically similar to the actual faces of the approximated individuals and, therefore, may have potential operational utility in contexts in which computerized approximations are utilized as probes in automated facial recognition systems.

ABSTRACT

An extensive literature review and new post-irradiation experimental results are presented of genotyping blood stains and hair, and physical examinations of latent fingerprints, hairs, and fibers. Results indicate that successful development of nuclear short tandem repeat (STR) and mitochondrial DNA sequence profiles from human blood and hair evidence is possible-up to a point-following exposure to gamma, neutron, beta, and alpha radiation at several levels that would most likely be present at this type of crime scene (i.e., a "dirty bomb," etc.). Commencing at gamma radiation levels between 90 and 900kGy, DNA analysis using conventional DNA techniques was unsuccessful. In general, irradiation negatively affected the quality of latent fingerprints. All four radiation types degraded most fingerprint samples at all doses; nevertheless, many fingerprints remained of value for potential use in comparison. Although variable from one hair to another, microscopic changes observed for all types and levels of irradiation could potentially result in false exclusions. Negligible microscopic changes were observed in papers and fibers (used as substrates for fingerprints and bloodstains) up to 90kGy gamma, but fluorescence of fibers began to change above that dose. Paper and fibers, as well as plastic evidence enclosures, became extremely brittle leading to breakage after a gamma dose of 900kGy.

ABSTRACT

This research examined how accurately 2D images (i.e., photographs) of 3D clay facial approximations were matched to corresponding photographs of the approximated individuals using an objective automated facial recognition system. Irrespective of search filter (i.e., blind, sex, or ancestry) or rank class (R1, R10, R25, and R50) employed, few operationally informative results were observed. In only a single instance of 48 potential match opportunities was a clay approximation matched to a corresponding life photograph within the top 50 images (R50) of a candidate list, even with relatively small gallery sizes created from the application of search filters (e.g., sex or ancestry search restrictions). Increasing the candidate lists to include the top 100 images (R100) resulted in only two additional instances of correct match. Although other untested variables (e.g., approximation method, 2D photographic process, and practitioner skill level) may have impacted the observed results, this study suggests that 2D images of manually generated clay approximations are not readily matched to life photos by automated facial recognition systems. Further investigation is necessary in order to identify the underlying cause(s), if any, of the poor recognition results observed in this study (e.g., potential inferior facial feature detection and extraction). Additional inquiry exploring prospective remedial measures (e.g., stronger feature differentiation) is also warranted, particularly given the prominent use of clay approximations in unidentified persons casework.

ABSTRACT

Studies testing the effectiveness of facial approximations typically involve groups of participants who are unfamiliar with the approximated individual(s). This limitation requires the use of photograph arrays including a picture of the subject for comparison to the facial approximation. While this practice is often necessary due to the difficulty in obtaining a group of assessors who are familiar with the approximated subject, it may not accurately simulate the thought process of the target audience (friends and family members) in comparing a mental image of the approximated subject to the facial approximation. As part of a larger process to evaluate the effectiveness and best implementation of the ReFace facial approximation software program, the rare opportunity arose to conduct a recognition study using assessors who were personally acquainted with the subjects of the approximations. ReFace facial approximations were generated based on preexisting medical scans, and co-workers of the scan donors were tested on whether they could accurately pick out the approximation of their colleague from arrays of facial approximations. Results from the study demonstrated an overall poor recognition performance (i.e., where a single choice within a pool is not enforced) for individuals who were familiar with the approximated subjects. Out of 220 recognition tests only 10.5% resulted in the assessor selecting the correct approximation (or correctly choosing not to make a selection when the array consisted only of foils), an outcome that was not significantly different from the 9% random chance rate. When allowed to select multiple approximations the assessors felt resembled the target individual, the overall sensitivity for ReFace approximations was 16.0% and the overall specificity was 81.8%. These results differ markedly from the results of a previous study using assessors who were unfamiliar with the approximated subjects. Some possible explanations for this disparity in performance were examined, and it was ultimately concluded that ReFace facial approximations may have limited effectiveness if used in the traditional way. However, some promising alternative uses are explored that may expand the utility of facial approximations for aiding in the identification of unknown human remains.

Stature estimation is an important component of the biological profile. Human crania are sometimes recovered in the absence of other skeletal material in forensic casework, and stature estimation equations using cranial measurements have not been developed for populations in the United States. Both simple and multiple regression equations for estimating stature were developed from standard cranial measurements taken from both a cranial CT dataset and the Forensic Data Bank, and the resulting equations were tested using a separate dataset. A weak to moderate correlation with stature was found for some of the measurements tested. Tests of the sex- and ancestry-specific equations and pooled sex equations produced accurate estimated stature ranges for most of the individuals in the test dataset, but large 95% confidence intervals (±14-16cm) for these equations can produce only an imprecise estimated stature range for an unidentified individual. Pooled ancestry equations also produced accurate estimated stature ranges for many of the individuals in the test dataset, but with even larger 95% confidence intervals (±18-20cm). The results of this study indicate that stature can be estimated using cranial measurements, but the resulting 95% confidence intervals produce stature ranges that are too broad to use in most forensic casework.

ABSTRACT

Facial approximations based on facial soft tissue depth measurement tables often utilize the arithmetic mean as a central tendency estimator. Stephan et al. (J Forensic Sci 2013;58:1439) suggest that the shorth and 75-shormax statistics are better suited to describe the central tendency of non-normal soft tissue depth data, while also accommodating normal distributions. The shorth, 75-shormax, arithmetic mean, and other central tendency estimators were evaluated using a CT-derived facial soft tissue depth dataset. Differences between arithmetic mean and shorth mean for the tissue depths examined ranged from 0 mm to +2.3 mm (average 0.6 mm). Differences between the arithmetic mean plus one standard deviation (to approximate the same data points covered by the 75-shormax) and 75-shormax values ranged from -0.8 mm to +0.7 mm (average 0.2 mm). The results of this research suggest that few practical differences exist across the central tendency point estimators for the evaluated soft tissue depth dataset.
