ABSTRACT

The goals of ending extreme poverty by 2030 and working towards a more equal distribution of incomes are part of the United Nations' Sustainable Development Goals. Using data from 166 countries comprising 97.5% of the world's population, we simulate scenarios for global poverty from 2019 to 2030 under various assumptions about growth and inequality. We use different assumptions about growth incidence curves to model changes in inequality, and rely on a machine-learning algorithm called model-based recursive partitioning to model how growth in GDP is passed through to growth as observed in household surveys. When holding within-country inequality unchanged and letting GDP per capita grow according to World Bank forecasts and historically observed growth rates, our simulations suggest that the number of extreme poor (living on less than $1.90/day) will remain above 600 million in 2030, resulting in a global extreme poverty rate of 7.4%. If the Gini index in each country decreases by 1% per year, the global poverty rate could reduce to around 6.3% in 2030, equivalent to 89 million fewer people living in extreme poverty. Reducing each country's Gini index by 1% per year has a larger impact on global poverty than increasing each country's annual growth 1 percentage point above forecasts. We also study the impact of COVID-19 on poverty and find that the pandemic may have driven around 60 million people into extreme poverty in 2020. If the pandemic increased the Gini index by 2% in all countries, then more than 90 million may have been driven into extreme poverty in 2020.

ABSTRACT

In a transdisciplinary project with the Municipality of Trelew (Argentina), we assessed barriers to households disposing of separated waste, developed supportive behavioral interventions, tested the interventions in a randomized controlled trial, and supported the Municipality in upscaling the most successful and cost-effective intervention to a total of 20,000 households. The interventions were designed to address the three main barriers to waste separation detected through a baseline study: a lack of knowledge on how separation works; the additional hassle it represents; and the self-regulation challenge it poses. The interventions consisted of envelopes containing simplifying information, empathetic messages, a magnetic calendar acting as a reminder, or a combination thereof. The interventions roughly halved the prevalence of bags containing unusable mixed waste two weeks after the intervention. This impact was still present after six months. We did not find evidence for an additional effect of empathetic messages or the reminder. Based on these results, the simplified information intervention was rolled out. The results provide evidence of the high potential of using the full range of behavioral methods to increase sustainable behaviors, particularly in the context of limited options to adapt the waste management system as such.

ABSTRACT

Rising obesity rates are one of the most challenging public health issues in many emerging economies. To what extent food away from home (FAFH) and its nutritional components are behind this rise is not yet well understood. To address the issue, this paper combines a representative restaurant survey that includes detailed information on the diet quality of the most widely consumed meals and their nutritional components from 1605 restaurants and a representative household survey with anthropometric measures of adult women living in 40 neighborhoods in the Lima Metropolitan Area. One important advantage of the dataset is the fact that nutrition professionals observed the preparation of the meals and that they were subject to a detailed laboratory analysis. Exploiting this data, we examine the differences in nutritional quality of FAFH among 40 neighborhoods of various socioeconomic groups and explore whether these differences can explain part of the observed socioeconomic gradient in excess body weight. The findings indicate that less healthy food in restaurants located in the food environment of the households is significantly associated with higher rates of obesity and overweight. In particular, the high supply and intake of sodium potentially drives higher excess body weight. The study also finds that up to 15 percent of the socioeconomic gradient in obesity is attributable to the restaurant food quality in the food environment of the households.

ABSTRACT

Lack of access to modern forms of energy hampers efforts to reduce poverty. The provision of electricity to off-grid communities is therefore a long-standing developmental goal. Yet, many off-grid electrification projects neglect mid- and long-term operation and maintenance costs. When this is the case, electricity services are unlikely to be affordable to the communities that are the project's primary target. Here we show that, compared with diesel-powered electricity generation systems, solar photovoltaic systems are more affordable to no less than 36% of the unelectrified populations in East Asia, South Asia, and sub-Saharan Africa. We do so by developing geo-referenced estimates of affordability at a high level of resolution (1 km2). The analysis illustrates the differences in affordability that may be found at the subnational level, which underscores that electrification investments should be informed by subnational data.

ABSTRACT

The adoption of the shared prosperity goal by the World Bank in 2013 and Sustainable Development Goal 10, on inequality, by the United Nations in 2015 should strengthen the focus of development interventions and cooperation on the income growth of the bottom 40 percent of the income distribution. This paper contributes to the incipient literature on within-country allocations of development institutions and assesses the geographic targeting of World Bank projects to the bottom 40 percent. Bivariate correlations between the allocation of project funding approved over 2005-14 and the geographical distribution of the bottom 40 as measured by survey income or consumption data are complemented by regressions with population and other potential factors affecting the within-country allocations as controls. The correlation analysis shows that, of the 58 countries in the sample, 41 exhibit a positive correlation between the shares of the bottom 40 and World Bank funding, and, in almost half of these, the correlation is above 0.5. Slightly more than a quarter of the countries, mostly in Sub-Saharan Africa, exhibit a negative correlation. The regression analysis shows that, once one controls for population, the correlation between the bottom 40 and World Bank funding switches sign and becomes significant and negative on average. This is entirely driven by Sub-Saharan Africa and not observed in the other regions. Hence, the significant and positive correlation in the estimations without controlling for population suggests that World Bank project funding is concentrated in administrative areas in which more people live (including the bottom 40) rather than in poorer administrative areas. Furthermore, capital cities receive disproportionally high shares of World Bank funding on average.
