ABSTRACT

A proportion of the Australian public remains sceptical about the reality of climate change, its causes, impacts and the need for mitigatory action. To date, scepticism research largely focuses on factors highly resistant to change, particularly socio-demographic and value factors. This mixed-methods study investigated whether more malleable psychological factors: locus of control; information processing style; and anti-reflexivity, predicted climate change scepticism above and beyond socio-demographic and value factors. A sample of 390 participants (Mean age = 41.31, standard deviation = 18.72; 230 male) completed an electronic survey. Using hierarchical regression, trust in forces of anti-reflexivity and external locus of control predicted impact scepticism. Decreased trust in forces of reflexivity also predicted attribution and impact scepticism. Finally, external locus of control predicted response scepticism. Key qualitative themes identified were, trust in alternative science; mistrust of climate science; belief in natural cycles; predictions not becoming reality; and ulterior motives of interested parties.

ABSTRACT

Water scarcity is a global challenge, yet existing responses are failing to cope with current shocks and stressors, including those attributable to climate change. In sub-Saharan Africa, the impacts of water scarcity threaten livelihoods and wellbeing across the continent and are driving a broad range of adaptive responses. This paper describes trends of water scarcity for Africa and outlines climate impacts on key water-related sectors on food systems, cities, livelihoods and wellbeing, conflict and security, economies, and ecosystems. It then uses systematic review methods, including the Global Adaptation Mapping Initiative, to analyse 240 articles and identify adaptation characteristics of planned and autonomous responses to water scarcity across Africa. The most common impact drivers responded to are drought and participation variability. The most frequently identified actors responding to water scarcity include individuals or households (32%), local government (15%) and national government (15%), while the most common types of response are behavioural and cultural (30%), technological and infrastructural (27%), ecosystem-based (25%) and institutional (18%). Most planned responses target low-income communities (31%), women (20%), and indigenous communities (13%), but very few studies target migrants, ethnic minorities or those living with disabilities. There is a lack of coordination of planned adaptation at scale across all relevant sectors and regions, and lack of legal and institutional frameworks for their operation. Most responses to water scarcity are coping and autonomous responses that showed only minor adjustments to business-as-usual water practices, suggesting limited adaptation depth. Maladaptation is associated with one or more dimension of responses in almost 20% of articles. Coordinating institutional responses, carefully planned technologies, planning for projected climate risks including extension of climate services and increased climate change literacy, and integrating indigenous knowledge will help to address identified challenges of water scarcity towards more adaptive responses across Africa.

ABSTRACT

BACKGROUND: Pacific Small Island Developing States (SIDS) have health care systems with a limited capacity to deal with pandemics, making them especially vulnerable to the economic and social impacts of the coronavirus (COVID-19). This paper examines the introduction, transmission, and incidence of COVID-19 into Pacific SIDS. METHODS: Calculate the rate of transmission (the average number of new cases per day between the first recorded case and the most recent day) and connectivity (daily direct flights to the leading airport in each selected island group) using flight history and COVID-19 transmission data. RESULTS: Correlational analyses show that connectivity is positively related with (a) first-case dates and (b) spread rate in Pacific SIDS. CONCLUSION: Connectivity plays a central role in the spread of COVID-19 in Pacific SIDS. The continued entry of people was a significant factor for spread within countries. Efforts to prevent transmission by closing borders reduced transmission but also created significant economic hardship because many Pacific SIDS rely heavily on tourism and international exchange. The findings highlight the importance of exploring the possibility that the COVID-19 spread rate may be higher than official figures indicate, and present pathways to mitigate socio-economic impacts. The practical implications of the findings reveal the vulnerability of Pacific SIDS to pandemics and the key role of connectivity in the spread of COVID-19 in the Pacific region.

ABSTRACT

The resettlement of communities has occurred throughout time from a variety of drivers. More recently, relocation from climate change impacts has emerged in policy frameworks and on-the-ground initiatives. While there are few case studies of climate-induced relocation globally, this is expected to increase in the future. Exploring the livelihood implications of past resettlements is one way of better preparing for this. This paper reviews 203 resettlement case studies to evaluate the implications on livelihoods and extract key lessons applicable for future climate-induced relocations. Findings revealed physical outcomes as the only in which any improvement was seen while natural, social, financial, human and cultural outcomes fared worse. Key consideration for future relocations emerged surrounding: (a) land and compensation, (b) accounting for the issue of access to livelihood assets, (c) accounting for the intersections of vulnerability within a 'community', (d) explicit recognition and attention to the cultural dimensions of relocation, and (e) meaningful participatory planning.

ABSTRACT

The Green Climate Fund, donors, governments and non-governmental organisations, among others, are pouring vast amounts of financial and human capital into community-based adaptation across the developing world. The underlying premise is that the world's majority-who have the minority of financial capital-are living on the margins and are the most vulnerable and at risk from climate change. Such a reality, coupled with a deficit understanding of the majority world, is resulting in significant implications for how the 'adaptation industry' (those that fund, design and implement projects) go about their work. Drawing on research evaluating 15 community-based adaptation projects in Vanuatu we found that despite genuine attempts, projects invariably fell short of success, longevity and sustainability. We argue that the indifferent, albeit variable, success of most projects is attributable to the construction of the geographical scale of 'community-based' and the deficit view flowing down to the 'community' through hubris policy, funding guidelines and individual implementers. Our findings show that 'experts' are working in Pacific communities, conducting assessments that involve asking what 'community' needs are, going away to design projects, coming back and implementing projects, which communities are inevitably challenged to sustain once funding has ceased. We postulate that these limitations stem from such a formation of adaptation work that pejoratively fails to see Pacific Islanders in situ as the best litmus test of their own agendas, needs, aspirations and futures and in the best position to make decisions for themselves about what and how they might become more resilient. We claim from a growing body of evidence and new frontiers in research that, rather than adaptation being 'community-based', it needs to be 'locally led', not limited to 'communities', and should take place across different entry points and incorporate, as appropriate, elements of autonomous/Indigenous peoples ownership.

ABSTRACT

OBJECTIVES: Bourewa, on the southwest coast of Viti Levu in Fiji, is a multi-period site that contained burials dated to the later Vuda Phase (750-150 BP), a period of climatic fluctuations that potentially impacted the availability of food resources. We aim to investigate diet and movement at this site during a time of possible ecological pressure and political change. MATERIALS AND METHODS: We analyzed δ(13) C, δ(15) N, and (87) Sr/(86) Sr of these Vuda Phase individuals (n = 25) interred at the site. By analyzing dentin and bone, both childhood diet and the diet within the past few years of adults' lives were examined. RESULTS: The paleodietary results suggested that adult diets consisted largely of low trophic level marine organisms. Dentin and bone isotopic values differed significantly: childhood diet involved consumption of more higher trophic level terrestrial foods. Most individuals displayed (87) Sr/(86) Sr ratios expected of people living along a marine coastline. However, a few individuals displayed (87) Sr/(86) Sr ratios and paleodietary values (δ(13) Cdentin , δ(15) Ndentin ) suggestive of living further inland or consuming a more terrestrial-based childhood diet. DISCUSSION: The results are compared with past studies of sites from Fiji and nearby archipelagoes, placing our interpretations into a wider regional context. The Bourewa community appears to have consumed more low trophic level marine foods than any nearby site, possibly because terrestrial foods were more difficult to acquire. Interpreting the childhood diet is challenging due to the paucity of ethnohistoric literature on Fijian childhood; small meals outside of communal mealtimes or feeding children terrestrial animal protein as a means of cultural buffering are potential explanations.

ABSTRACT

We have carried out a thorough mineralogical analysis of 16 pottery samples from the Lapita site of Bourwera in Fiji, using micromorphological techniques with optical and polarising microscopes. While the overall mineralogy of all of the samples is similar the samples clearly divide into two groups, namely those with or without the mineral calcite. Our findings are backed up by chemical analysis using SEM-EDX and FTIR. SEM-EDX shows the clear presence of inclusions of calcite in some of the samples; FTIR shows bands arising from calcite in these samples. The study suggests that it is likely that more than one clay source was used for production of this pottery, but that most of the pottery comes from a single source. This finding is in line with previous studies which suggest some trading of pottery between the Fijian islands but a single source of clay for most of the pottery found at Bouwera. We found no evidence for the destruction of CaCO(3) by heating upon production of the pottery in line with the known technology of the Lapita people who produced earthenware pottery but not high temperature ceramics.
