ABSTRACT

Green infrastructure (GI) is increasingly popular in solving urban environmental challenges and enhancing ecosystem services. Yet the research status and challenges of GI planning have not been comprehensively benchmarked to date. We explored the GI types, actions, goals, and spatiotemporal characteristics of GI planning cases worldwide based on the available literature. The challenges of GI planning were also investigated by the cases included in this manuscript. Additionally, the urban governance solutions to address these challenges were proposed. We found that multi-type GI planning is the most popular. Data sharing, stakeholder participation, economic benefits and research funding for GI planning research were generally inadequate, although they have improved trend over time. Multiple-goal GI planning frequently has higher levels of data sharing, stakeholder participation and economic benefits than GI planning that just takes into account one purpose. We conclude that the future transformation of GI planning requires efficient data sharing mechanisms, effective co-design among stakeholders, systematic business models, and available research funding.

ABSTRACT

Knowledge is an intrinsic element of environmental management. Understanding what kinds of knowledge are needed and how to communicate them effectively is crucial for building environmental management capacity. Despite extensive research, knowledge and its exchange are commonly considered from the viewpoint of its creators and disseminators, rather than that of its recipients. This can lead to mismatches between supply of and demand for knowledge, and futile knowledge exchange that undermines the effectiveness of interventions. Research is needed that looks carefully at the contexts and consequences of such scenarios. Addressing this gap, we examine the implementation of National Environmental Programs (NEPs) in north-western China, drawing from interviews and questionnaires with scientists, grassroots implementers, and farmers and herders, to identify what and how knowledge has been exchanged and what their perspectives are about knowledge exchange with other actors. We ascertain the positive impacts of knowledge exchange during NEP implementation, as well as the consequences when it is lacking, by analysing the interfaces and interactions between actors, seeking explanation for successes and failures. We conclude that with changing socio-ecological systems, knowledge and its exchange also need to change accordingly, extending beyond the environmental domain to integrate local socioeconomic concerns. Such efforts are necessary to improve environmental management outcomes and advance sustainable development.

ABSTRACT

Transdisciplinary solutions are needed to achieve the sustainability of ecosystem services for future generations. We propose a framework to identify the causes of ecosystem function loss and to forecast the future of ecosystem services under different climate and pollution scenarios. The framework (i) applies an artificial intelligence (AI) time-series analysis to identify relationships among environmental change, biodiversity dynamics and ecosystem functions; (ii) validates relationships between loss of biodiversity and environmental change in fabricated ecosystems; and (iii) forecasts the likely future of ecosystem services and their socioeconomic impact under different pollution and climate scenarios. We illustrate the framework by applying it to watersheds, and provide system-level approaches that enable natural capital restoration by associating multidecadal biodiversity changes to chemical pollution.

ABSTRACT

Ambitious climate action requires sustained long-term attention from political leaders. To understand how climate change entered the political agenda in a developing country, we examine from an agenda-setting perspective the attention paid by Mexican presidents to this issue from 1994 to 2018. We perform a longitudinal analysis of 968 documents referring to climate change published by four presidencies to describe changes in attention levels over time and to determine how changes in international agreements and public policies (i.e. systemic agenda) and National Development Plans (NDPs)(i.e. governmental agenda) influence them. Our results indicate international agreements and national legislation establish a baseline for inclusion of climate change into governmental actions. Agenda changes driven by international agreements result in reactive changes in attention, while ambitious approaches are aligned with proactive NDPs. Our results also indicate public awareness and electoral periods can open windows of opportunity for reframing agendas and promoting ambitious climate action.

ABSTRACT

This article examines how social and health inequalities shape the health impacts of climate change in the UK, and what the implications are for climate change adaptation and health care provision. The evidence generated by the other articles of the special issue were interpreted using social justice reasoning in light of additional literature, to draw out the key implications of health and social inequalities for health outcomes of climate change. Exposure to heat and cold, air pollution, pollen, food safety risks, disruptions to access to and functioning of health services and facilities, emerging infections and flooding are examined as the key impacts of climate change influencing health outcomes. Age, pre-existing medical conditions and social deprivation are found to be the key (but not only) factors that make people vulnerable and to experience more adverse health outcomes related to climate change impacts. In the future, climate change, aging population and decreasing public spending on health and social care may aggravate inequality of health outcomes related to climate change. Health education and public preparedness measures that take into account differential exposure, sensitivity and adaptive capacity of different groups help address health and social inequalities to do with climate change. Adaptation strategies based on individual preparedness, action and behaviour change may aggravate health and social inequalities due to their selective uptake, unless they are coupled with broad public information campaigns and financial support for undertaking adaptive measures.

Planning for adaptation to climate change is often regarded to be a local imperative and considered to be more effective if grounded on a solid evidence base and recognisant of relevant climate projections. Research has already documented some of the challenges of making climate information usable in decision-making but has not yet sufficiently reflected on the role of the wider institutional and regulatory context. This article examines the impact of the external institutional context on the use and usability of climate projections in local government through an analysis of 44 planning and climate change (adaptation) documents and 54 semi-structured interviews with planners in England and Germany conducted between July 2013 and May 2014. We show that there is little demand for climate projections in local adaptation planning in either country due to existing policy, legal and regulatory frameworks. Local government in England has not only experienced a decline in use of climate projections, but also the waning of the climate change adaptation agenda more widely, amidst changes in the planning and regulatory framework and severe budget cuts. In Germany, spatial planning makes substantial use of past and present climate data, but the strictly regulated nature of planning prevents the use of climate projections, due to their inherent uncertainties. Findings from the two countries highlight that if we are to better understand the usability of climate projections, we need to be more aware of the institutional context within which planning decisions are made. Otherwise we run the risk of continuing to provide tools and information that are of limited use within their intended context.

ABSTRACT

Visualizations are widely used in the communication of climate projections. However, their effectiveness has rarely been assessed among their target audience. Given recent calls to increase the usability of climate information through the tailoring of climate projections, it is imperative to assess the effectiveness of different visualizations. This paper explores the complexities of tailoring through an online survey conducted with 162 local adaptation practitioners in Germany and the UK. The survey examined respondents' assessed and perceived comprehension (PC) of visual representations of climate projections as well as preferences for using different visualizations in communicating and planning for a changing climate. Comprehension and use are tested using four different graph formats, which are split into two pairs. Within each pair the information content is the same but is visualized differently. We show that even within a fairly homogeneous user group, such as local adaptation practitioners, there are clear differences in respondents' comprehension of and preference for visualizations. We do not find a consistent association between assessed comprehension and PC or use within the two pairs of visualizations that we analysed. There is, however, a clear link between PC and use of graph format. This suggests that respondents use what they think they understand the best, rather than what they actually understand the best. These findings highlight that audience-specific targeted communication may be more complex and challenging than previously recognized.

ABSTRACT

Many international policies encourage a switch from fossil fuels to bioenergy based on the premise that its use would not result in carbon accumulation in the atmosphere. Frequently cited bioenergy goals would at least double the present global human use of plant material, the production of which already requires the dedication of roughly 75% of vegetated lands and more than 70% of water withdrawals. However, burning biomass for energy provision increases the amount of carbon in the air just like burning coal, oil or gas if harvesting the biomass decreases the amount of carbon stored in plants and soils, or reduces carbon sequestration. Neglecting this fact results in an accounting error that could be corrected by considering that only the use of 'additional biomass' - biomass from additional plant growth or biomass that would decompose rapidly if not used for bioenergy - can reduce carbon emissions. Failure to correct this accounting flaw will likely have substantial adverse consequences. The article presents recommendations for correcting greenhouse gas accounts related to bioenergy.

ABSTRACT

It has become essential in policy and decision-making circles to think about the economic benefits (in addition to moral and scientific motivations) humans derive from well-functioning ecosystems. The concept of ecosystem services has been developed to address this link between ecosystems and human welfare. Since policy decisions are often evaluated through cost-benefit assessments, an economic analysis can help make ecosystem service research operational. In this paper we provide some simple economic analyses to discuss key concepts involved in formalizing ecosystem service research. These include the distinction between services and benefits, understanding the importance of marginal ecosystem changes, formalizing the idea of a safe minimum standard for ecosystem service provision, and discussing how to capture the public benefits of ecosystem services. We discuss how the integration of economic concepts and ecosystem services can provide policy and decision makers with a fuller spectrum of information for making conservation-conversion trade-offs. We include the results from a survey of the literature and a questionnaire of researchers regarding how ecosystem service research can be integrated into the policy process. We feel this discussion of economic concepts will be a practical aid for ecosystem service research to become more immediately policy relevant.

ABSTRACT

On the eve of the World Summit on Sustainable Development, it is timely to assess progress over the 10 years since its predecessor in Rio de Janeiro. Loss and degradation of remaining natural habitats has continued largely unabated. However, evidence has been accumulating that such systems generate marked economic benefits, which the available data suggest exceed those obtained from continued habitat conversion. We estimate that the overall benefit:cost ratio of an effective global program for the conservation of remaining wild nature is at least 100:1.
