ABSTRACT

Fishers' Indigenous and local knowledge (ILK) has multidimensional contributions to improve fisheries and aquatic ecosystems science, ranging from algae to whales and including management, conservation, ecology, and impact assessment. The challenges are to sustain this knowledge, recognize its value, and to include ILK holders in resource management and decision-making.

ABSTRACT

BACKGROUND: In partnership with a Nehiyawak (Plains Cree) community of Maskwacîs,central Alberta (Canada), we implemented an Indigenous-led intervention to provide experiential learning opportunities for perinatal health care providers (HCPs) and staff. Our objective was to capture the impact of participating in cultural safety learning opportunities on perceived self-awareness for HCPs and staff to provide enhanced culturally informed care. METHODS: Perinatal HCPs and staff who work regularly with Indigenous women from our partnering community took part in a series of experiential learning activities designed by a Community Advisory Committee. We used an explanatory sequential mixed methods approach informed by community-based participatory research. We compared Cultural Intelligence Scale (CQS) and Maskwacîs-Specific Cultural Scale (MSCS) scores pre- and post-intervention using non-parametrical statistical analysis (Wilcoxon signed rank test). Post-intervention, we conducted a qualitative description study using semi-structured interviews. Qualitative data was analyzed using thematic analysis. RESULTS: A total of 17 participants completed pre- and post-intervention questionnaires. Responses indicated a shift in perceived cultural and community knowledge and comfort levels, with positive gains in overall mean scores for both the CQS (p = 0.01) and MSCS (p = 0.01). Nine participants completed qualitative interviews. Overall, participants felt better equipped to provide more culturally informed care to their patients post-intervention. CONCLUSION: An Indigenous-led experiential learning intervention was effective in enhancing overall perceived cultural awareness and preparedness to provide culturally informed care for perinatal HCPs and staff. This study provides evidence for fostering relationships between Indigenous communities and health systems toward enhanced perinatal care.

ABSTRACT

There has been much written about the negative social and environmental impacts of large hydropower dams, particularly the impacts on people and the environment caused by flooding linked to the creation of large reservoirs. There has also long been recognition of the importance of Indigenous and local knowledge for understanding ecological processes and environmental impacts. In this paper, however, we focus on a topic that has received insufficient consideration: the downstream impacts of dams, and the role of Indigenous and local knowledge in assessing and addressing these impacts. Using examples from three river basins in different parts of the world: the Peace-Athabasca in Canada, the Mekong in mainland Southeast Asia, and the Amazon in Brazil, we demonstrate that the downstream impacts of hydropower dams are often neglected due to the frequently long distances between dams and impacted areas, jurisdictional boundaries, and the less obvious nature of downstream impacts. We contend that Indigenous or local knowledge, if applied consistently and appropriately, has important roles to play in understanding and addressing these impacts, with the goal of avoiding, reducing, and appropriately compensating for the types of environmental injustices that are frequently associated with the downstream impacts of dams.

ABSTRACT

Sustaining arctic/subarctic ecosystems and the livelihoods of northern Indigenous peoples is an immense challenge amid increasing resource development. The paper describes a "tragedy of open access" occurring in Canada's north as governments open up new areas of sensitive barren-ground caribou habitat to mineral resource development. Once numbering in the millions, barren-ground caribou populations (Rangifer tarandus groenlandicus/Rangifer tarandus granti) have declined over 70% in northern Canada over the last two decades in a cycle well understood by northern Indigenous peoples and scientists. However, as some herds reach critically low population levels, the impacts of human disturbance have become a major focus of debate in the north and elsewhere. A growing body of science and traditional knowledge research points to the adverse impacts of resource development; however, management efforts have been almost exclusively focused on controlling the subsistence harvest of northern Indigenous peoples. These efforts to control Indigenous harvesting parallel management practices during previous periods of caribou population decline (for example, 1950s) during which time governments also lacked evidence and appeared motivated by other values and interests in northern lands and resources. As mineral resource development advances in northern Canada and elsewhere, addressing this "science-policy gap" problem is critical to the sustainability of both caribou and people.

ABSTRACT

Chronic wasting disease (CWD) is a transmissible spongiform encephalopathy (TSE) found in both farmed and wild deer, elk, and moose in the United States and Canada. Surveillance efforts in North America identified the geographical distribution of the disease and mechanisms underlying distribution, although the possibility of transmission to other cervids, including caribou, and noncervids, including humans, is not well understood. Because of the documented importance of caribou (Rangifer tarandus) to human populations in the northern regions of Canada, a risk-management strategy for CWD requires an understanding of the extent of potential dietary exposure to CWD. Secondary 24-h dietary recalls conducted among Inuvialuit and Inuit in 4 communities in the Northwest Territories and Nunavut were employed in this study. Econometric demand systems were estimated to model the impacts of individual- and community-level socioeconomic characteristics on expenditures on caribou and other foods, in order to examine the households' ability to consume other foods in response to changing levels of caribou consumption. Thirty-five percent of respondents reported consuming caribou in the survey period, and caribou comprised, on average, 26% of daily dietary intake by weight, or approximately 65 g/d, across individuals in the 4 communities. Consuming caribou was also shown to exert positive impacts on dietary quality, as measured by calorie intake and dietary diversity. Communities with less access to employment, income and food stores are predicted to be constrained in their ability to obtain an adequate diet in the event of scarcity of caribou meat.

ABSTRACT

Little is known about risk factors for problem gambling (PG) within the rapidly growing urban Aboriginal population in North America. Racial discrimination may be an important risk factor for PG given documented associations between racism and other forms of addictive behaviour. This study examined associations between racial discrimination and problem gambling among urban Aboriginal adults, and the extent to which this link was mediated by post traumatic stress. Data were collected via in-person surveys with a community-based sample of Aboriginal adults living in a mid-sized city in western Canada (N = 381) in 2010. Results indicate more than 80 % of respondents experienced discrimination due to Aboriginal race in the past year, with the majority reporting high levels of racism in that time period. Past year racial discrimination was a risk factor for 12-month problem gambling, gambling to escape, and post traumatic stress disorder (PTSD) symptoms in bootstrapped regression models adjusted for confounders and other forms of social trauma. Elevated PTSD symptoms among those experiencing high levels of racism partially explained the association between racism and the use of gambling to escape in statistical models. These findings are the first to suggest racial discrimination may be an important social determinant of problem gambling for Aboriginal peoples. Gambling may be a coping response that some Aboriginal adults use to escape the negative emotions associated with racist experiences. Results support the development of policies to reduce racism directed at Aboriginal peoples in urban areas, and enhanced services to help Aboriginal peoples cope with racist events.

ABSTRACT

OBJECTIVE: To examine associations between aboriginal enculturation, Canadian acculturation, and alcohol problems among aboriginal university students living in an urban area in Canada. METHODS: Data for this mixed methods study were collected through in-person surveys with a convenience sample of aboriginal university students (n = 60) in 2008/2009. RESULTS: Students evidenced high levels of aboriginal enculturation and Canadian acculturation. aboriginal enculturation was significantly associated with reduced alcohol problems for aboriginal university students. There was no association between Canadian acculturation and alcohol problems. Qualitative findings suggest aboriginal cultural practices helped students cope with problems in their daily lives and provided them with both personal and social rewards. CONCLUSIONS: This study found aboriginal enculturation was significantly associated with reduced alcohol problems among aboriginal university students. Results support the growth of programs and services that encourage aboriginal students to maintain their cultural identity within the university setting.
