ABSTRACT
O presente artigo analisa o padrão de governança que orienta um grande projeto urbano em Teresina-PI, o Projeto Lagoas do Norte (PLN). Apoia-se em dados documentais (da Prefeitura Municipal de Teresina e da agência financiadora do projeto, o BIRD) e numa discussão teórica sobre governança urbana. O estudo constatou que os processos decisórios que consolidaram a estruturação da intervenção foram relativamente fechados, restritos ao governo municipal e ao BIRD. Constatou, ainda, que o caráter das instâncias e mecanismos de coordenação do programa se aproxima de um padrão gerencial com participação social, de perfil colaborativo, direcionada para a eficácia, sustentação e legitimação da intervenção.
This article analyzes the governance pattern that guides a great urban project in Teresina-PI, Projeto Lagoas do Norte (PLN). It is supported by documentary data (from the Prefecture of Teresina and the project funding agency, BIRD) and a discussion about urban governance. The study verified that the decision-making processes that consolidated a structuring of the intervention were relatively closed, restricted to the municipal government and BIRD. It also verified that the character of the instances and mechanisms of the program coordination approximates a managerial standard with social participation, with a collaborative profile, targeted to effectiveness, support and legitimization of the intervention.
