ABSTRACT

In the Russian Federation, comprehensive rehabilitation and abilitation of the disabled is actively developing effected by the UN Convention on the Rights of the Disabled. In 2018-2019, the quantitative indicators of comprehensive rehabilitation and abilitation were studied in 85 regions of Russia. In 36 regions (42/4%) formation of system of comprehensive rehabilitation and abilitation was necessary. The remaining 49 regions required improving their systems of comprehensive rehabilitation and abilitation (57.6%, respectively). The study results demonstrated that significant increase in rehabilitation organizations (from 12.0% in 2018 to 100.0% in 2021) to be included in regional system of comprehensive rehabilitation and abilitation is expected. In the Republic of Dagestan, the final rating of comprehensive rehabilitation and abilitation system was from 6.5 to 7.6 points that indicates the need to organize and to improve comprehensive rehabilitation and abilitation system in the region. The experience of the Sverdlovsk Oblast and the Perm Krai where pilot project on comprehensive rehabilitation and abilitation system was carried out proved that one of the effective mechanisms of organizing comprehensive rehabilitation and abilitation system is development of state regional program by the authorities with involvement of all interested players and public organizations.

ABSTRACT

One of the vulnerable categories of the population during a pandemic of coronavirus infection is the disabled, both from the point of view of the high risk of a severe course of the disease, and from the point of view of the possibility of significantly limiting everyday, professional and social activities. The article discusses the regulatory and organizational measures taken to ensure the rights of people with disabilities in Russia to prevent the spread of coronavirus infection. The epidemiological situation and features of the spread of coronavirus in long-term care facilities have been analyzed. The mortality rate from COVID-19 among residents of inpatient institutions in the EU countries ranged from 24 to 80%, in Russia the average mortality rate was 2.34 per 100 patients, in St. Petersburg from 1.4% to 2.2% of the number of people living in dependence on the type of institution. Using the example of one of the stationary social service institutions in St. Petersburg, it has been shown that the timely introduction of a set of organizational measures makes it possible to successfully manage the spread of coronavirus among residents and staff of long-term care institutions.

ABSTRACT

This article was designed to report the results of analysis of the comprehensive rehabilitation programs for the patients presenting with osteoarthritis. The analysis was based on the Core Set of the International Classification of Functioning, Disability and Health (ICF Core Set). The authors carried out the evaluation of the effectiveness of rehabilitation for two groups of the patients suffering from osteoarthritis who had previously undergone the combined treatment based at different healthcare facilities (an in-patient clinic, a spa and health resort). It was shown that the application of the ICF Core Set for the management of osteoarthritis may be helpful for the development of a comprehensive rehabilitation program, the distribution of various tasks between the professionals in the most optimal way, and the correct evaluation of the effectiveness of their accomplishment. The rehabilitation program elaborated based on the ICF Core Set made it possible to enhance the effectiveness of the cycle of the rehabilitation measures.

ABSTRACT

The article highlights the methodology, tools, conditions and limitations of the application of the International Classification of functioning, disability and health (ICF) for the evaluation of the effectiveness of medical rehabilitation. The results of the assessment of the initial level of the patients' functional abilities and their rehabilitation potential are presented with special reference to the selection of interventions and instruments for their realization as envisaged by ICF and allocation of the responsibilities among the professionals taking into consideration the AIM: of the rehabilitative treatment for specific patients. The advantages of the proposed approach are demonstrated on the example of the management of the patients presenting with osteoarthritis. Special attention is given to the information coding techniques and standards for the description of the patients' health conditions at various stages of rehabilitation.

ABSTRACT

Regular changes in dynamics of spatial distribution of single EEG theta-oscillations was revealed in experiments on 5 cats during elaboration of a delayed conditioned reflex, before and after the ablation of the neocortical temporal zones. The data point to an important role of cortical associative areas in the processes of learning and of brain damages compensation.
