ABSTRACT
Trata-se de estudo desenvolvido no campo das Políticas Públicas de Saúde, pautado pelo objeto do panorama histórico da política de saúde do trabalhador, tendo como referência o processo de implementação e desenvolvimento de suas ações, adotado pelas gestões governamentais do período de 2003 a 2010, no Estado do Pará. A consecução do objetivo se deu a partir de um estudo comparativo referenciado na legislação pertinente e na epistemologia acerca das políticas públicas, incluindo a de saúde pública, produzida por autores como CARDOSO; MORGADO (2019), ANTUNES (2002), LACAZ (2007), ESPING-ANDERSEN(1991), VASCONCELOS; AGUIAR (2017), SOUZA (2006), entre outros não menos relevantes, que buscou compreender a efetivação e o desenvolvimento das ações da política de saúde do trabalhador, um recorte da política de saúde pública sob a gestão do SUS, tendo como foco a análise dos desenhos adotados pelas gestões governamentais do período, bem como, identificar as dificuldades enfrentadas, na implantação e no incremento das ações previstas pela política, sendo norteador do conhecimento desenvolvido a busca do entendimento da política de saúde do trabalhador como um direito a ser garantido aos seus usuários. A análise do desenho adotado em cada gestão, nos possibilitou identificar entendimentos diferenciados, no que se refere ao tratamento dispensado a política em questão. O caminho da investigação metodológica, desenvolveu-se a partir de um modelo qualitativo, considerando a possibilidade de apreensão de conhecimentos a partir da interpretação da ação social dos sujeitos da pesquisa, proporcionado pelos conceitos e questões desenvolvidas durante a coleta de dados de campo, na literatura pesquisada e legislação reguladora. Observou-se que a saúde do trabalhador foi administrada como mais uma política a ser desenvolvida no âmbito governamental, sem um efetivo envolvimento da gestão e a inclusão dos sujeitos da política, no processo de discussão e incremento de suas ações, no período 2003-2006, por outro lado, o caráter de direito constitucional a ser garantido aos seus usuários, por meio de uma política pública de Estado, que envolveu seus usuários no processo de discussão e implementação das suas ações, foi identificado na gestão governamental que compreendeu o período de 2007-2010, conforme retrataram os diferentes desenhos estruturadores da política e do desenvolvimento das ações, adotados em cada governo estudada (AU)
This study was carried out in the field of public health policies, based on the historical background in worker's health policies, using as reference the implementation and development of actions by State Office Governments between 2003 and 2010, in the state of Pará. The achievement of the objective was based on a comparative study referenced in the pertinent legislation and in the epistemology of public policies, including public health ones, produced by authors such as CARDOSO; MORGADO (2019), ANTUNES (2002), LACAZ (2007), ESPING-ANDERSEN (1991), VASCONCELOS; AGUIAR (2017), SOUZA (2006), among others no less relevant, and sought to understand the effectiveness and the development of worker's health policies, an excerpt of the public health policies under the management of SUS, being focused on the analysis of the designs adopted by government offices at the period, as well as identifying the difficulties faced in the implementation and increment of actions foreseen by the policy, being the search for understanding of worker's health policies as a right to be guaranteed to its users the guide of the developed knowledge. The analysis of the design adopted by each administration allowed us to identify different understandings, regarding the treatment given to the policy in question. The path of methodological procedures was developed from a qualitative model, considering the possibility of capturing knowledge from the interpretation of the social action by the research actors, provided by concepts and questions developed during the fieldwork data collection, at the research literature and legislation. It was observed that worker's health policy was carried as another public policy to be developed by the government, with no effective involvement by the administration and the inclusion of the subjects of the policy in the process of discussion and increment of actions in the period of 2003-2006. In the other hand, the character of constitutional right to be guaranteed to its users by a State public policy was identified in the administration during the period of 2007-2010, as portrayed by the different structuring designs of the policy and the development of actions adopted by each studied administration (AU)
