ABSTRACT

Environmental governance is highly sensitive to temporal dynamics, due to the ever-accelerating rate of technological changes, the cumulative nature of environmental impacts and the complexity of multi-level environmental policy processes. Yet, temporality is generally only implicitly included in frameworks used for describing or assessing policy response in the broad context of social-ecological systems, such as the widely used Driver-Pressure-State-Impact-Response (DPSIR) framework. As a result, the application of such frameworks often does not give due attention to questions of temporality, with potential negative impacts on attaining environmental goals. The current work proposes to modify the DPSIR framework to explicitly incorporate temporal aspects. We suggest two extensions of the common framework to account for time lags and allow for early response through a "response shift-left" mechanism. The potential of the modified framework-temporal DPSIR (tDPSIR)-to shed light on these temporal aspects is demonstrated through analysis of the European Union's response to pollution of the marine environment by plastic bottle waste. The analysis emphasizes the pronounced time lags between the initiation of this anthropogenic pressure and effective governance capable of curbing emissions. We discuss how tDPSIR can be applied to a range of environmental issues to populate databases of time lags in environmental governance, which, in turn, can be analysed for systemic patterns and chains of causality.

ABSTRACT

Nonprofit ridesharing presents an underutilized opportunity for increasing transportation sustainability, as well as users' economic and social benefits, while reducing adverse environmental impacts. However, while app-based ridesharing has achieved only modest uptake, mostly limited to longer trips, in certain contexts, self-organized ridesharing (SORS) has shown significant achievements, even for the challenging short- and mid-range commuting trips. Still, knowledge regarding the key elements and mechanisms behind successful SORS is partial, hindering the ability to effectively leverage SORS diffusion and scaling potential. Following the premise that successful initiatives may provide learning opportunities, this study aims at narrowing this knowledge gap by performing a comparative cross-cultural systematic study of eight diverse SORS cases. The study uses a recently designed conceptual framework and multiple research methods (mainly online data exploration, personal interviews, observations, and documents analysis) to comprehensively examine SORSs' attributes and evolution stages and processes. Study findings highlight repeated patterns as well as the role of context, official actors, and local practices in shaping initiative's dynamics towards success. The study offers general and specific policy recommendations for supporting the early development, growth, and diffusion of SORS, as well as reflections on post pandemic ridesharing.

ABSTRACT

Public space lighting (PSL) contributes to pedestrians' feeling of safety (FoS) in urban areas after natural dark. However, little is known how different PSL attributes, such as illuminance, light temperature, uniformity and glare, affect people's FoS in different contextual settings. The present study aims to bridge this knowledge gap by developing a model linking different PSL attributes with FoS, while controlling for individual, locational, environmental and temporal factors. To develop such model, the study employs a novel interactive user-oriented method, based on a specially-designed mobile phone application-CityLightsTM. Using this app, a representative sample of observers reported their impressions of PSL attributes and FoS in three cities in Israel, following a set of predetermined routes and points. As the study shows, higher levels of illumination and uniformity positively affect FoS, while lights perceived as warm tend to generate higher FoS than lights perceived as cold. These findings may guide future illumination polices aimed at promoting energy efficiency while ensuring urban sustainability.
