ABSTRACT

Globally and locally, conservationists and scientists work to inform policy makers to help recovery of endangered sea turtle populations. In Fiji, in the South Pacific, sea turtles are protected by the national legislation because of their conservation status, and are also a customary iTaukei resource. Centered on our interview-based study at Qoma and Denimanu villages, parallel management systems coexist, where both the (written) national legislation and the (unwritten) customary iTaukei rules determine the time and the quantity of sea turtle harvest. In addition, non-governmental organizations and academic institutions may influence local sea turtle management by providing scientific awareness and helping divert the economic values from the meat to the living animal. We suggest that the government and non-governmental organizations emphasize community management of sea turtles, and work alongside the customary chiefs and their fishing clans to understand the real harvest (eventually by allowing quotas) and to monitor the recovery of South Pacific sea turtles in Fijian waters.

ABSTRACT

BACKGROUND: Traditional resource management (TRM) systems develop depending on local conditions, such as climate, culture, and environment. Most studies have focused on the TRM system itself, excluding the people who manage the system, and the relationship between the system and the people. The use of resources and people is intimately linked through the practice of TRM systems on Gau Island and this relationship needs to be understood to advance sustainable resource use. METHODS: A survey was conducted on the use of medicinal plants on Gau Island, Fiji. Interviews were conducted from September 2013 to January 2015 with knowledgeable members of each community. The types of plants, prescriptions, and health problems were documented, and social and ecological factors affecting the sustainability of TRM of medicinal plants used in each of the 16 villages were statistically analysed by linear regression analysis. RESULTS: A total of 58 medicinal plants used on a daily basis to treat 27 health problems were identified on Gau. Two medicinal plants, Botebotekoro (Ageratum conyzoides) and Totodro (Centella asiatica), were used in all districts to treat various health problems. There were contrasts between the villages in the medical lore and prescriptions, and villages often used different traditional treatments than others for the same ailment; therefore, the status and knowledge of medicinal plants have developed distinctly in each village. Geographical and social factors have been suggested as possible reasons for the differences in regional resource utilisation among villages. Statistical analysis of the relationship between the state of TRM and social and ecological factors suggest that community solidarity has a positive impact on the sustainable practice of TRM. This study showed that traditional practices simultaneously contribute to the conservation of the natural environment and the binding of communities. CONCLUSIONS: The results highlight the importance of understanding how TRM systems can contribute to the conservation of the natural environment. Cultural activities are essential to raise community solidarity, which has led to the sustainable use of natural resources. This suggests that merely documenting the use of medicinal plants is not enough to ensure that the skills and knowledge are passed down to the next generation.

ABSTRACT

Parachute science is the practice whereby international scientists, typically from higher-income countries, conduct field studies in another country, typically of lower income, and then complete the research in their home country without any further effective communication and engagement with others from that nation. It creates dependency on external expertise, does not address local research needs, and hinders local research efforts. As global hotspots of marine biodiversity, lower-income nations in the tropics have for too long been the subject of inequitable and unfair research practices1. However, to date there has been little quantifiable evidence of this phenomenon in marine science. Here, we provide evidence through systematic literature searches and queries that parachute science practices are still widespread in marine research and make some recommendations to help change the current status quo. ABSTRACT

Coral reefs in the tropical Pacific region are exposed to a range of anthropogenic local pressures. Climate change is exacerbating local impacts, causing unprecedented declines in coral reef habitats and bringing negative socio-economic consequences to Pacific communities who depend heavily on coral reefs for food, income and livelihoods. Continued increases in greenhouse gas emissions will drive future climate change, which will accelerate coral reef degradation. Traditional systems of resource governance in Pacific island nations provide a foundation to address local pressures and build reef resilience to climate change. Management and adaptation options should build on the regional diversity of governance systems and traditional knowledge to support community-based initiatives and cross-sectoral cooperation to address local pressures and minimize climate change impacts. Such an inclusive approach will offer enhanced opportunities to develop and implement transformative adaptation solutions, particularly in remote and regional areas where centralized management does not extend.

ABSTRACT

Aspects of transboundary, water shortage, and fisheries issues are discussed in the context of the recently completed Global International Waters Assessment (GIWA) for the Pacific Islands. The region encompasses some 30 million km2 and approximately 12% of the world's ocean space, and features great geographic, demographic and developmental diversity. Global change, especially sea level rise and sea surface temperature increases, is the dominant transboundary concern as it impacts all aspects of life. Water shortage and unsustainable fishing issues are selected for discussion, as they will dominate the region into the foreseeable future, and they are illustrated with examples from Fiji, Kiribati, and Tonga. The environmental impacts are exacerbated by socioeconomic issues such as high population growth rates, urban drift, the breakdown of traditional life styles and the rapid adoption of the cash economy. Policy options that may assist in addressing these issues are proposed.
