Main ways of perfection of methodical work of sanitary and epidemiologic institutions (SEI) are opened taking into account the modern sights on the given problem. The special attention is given to rendering the methodical help from the part of SEI experts to the troops medical service on the places, to development of science-reasonable recommendations for organization of sanitary and epidemiologic supervision and antiepidemic measures, to preparation of the methodical documents on questions of antiepidemic protection of the troops. Methods of organization of the garrison educational training (conferences) of the medical personnel, participation in their preparation and realization of the SEI experts are opened. The questions of organizations in SEE of one-monthly military epidemiology and military hygiene practice for the medical service chiefs of the units and institutions, and also preparation of the younger medical experts for antiepidemic protection of the troops are discussed. Estimation of organization of methodical work in SEI is given, the approaches and ways of its perfection are determined.

In the modern stage of the development of medical service the planning of preventive measures must be accompanied with prognostication and economic estimation of the expenses, as well as by veritable definition of the malady. The improvement of methodological approaches in planning is an important part of a system of prophylaxis of infectious diseases. The complex method of the analysis of epidemiological situation must provide for more effective fulfillment of tasks using short and long-term plans of prophylactic works.

The information acquisition, decision-making and control system must be the basic tool for optimizing the information procedures in the interests of sanitary-epidemiological welfare of troops. It's necessary to make a thorough revision of the existing account and record documentation in order to study its value. Each pattern of record cards must be scientifically substantiated depending on its effectiveness for further decision making. It's necessary to exclude all futile information. Record and account procedures must be automated and computerized throughout all chains of command beginning from a single military unit. Special systems must be developed for this matter. Realization of these goals will completely assure the monitoring of health status indices of servicemen and the environmental situation, as well as monitoring of risk factors influence upon the health of personnel.
