ABSTRACT

Occupational safety and health management expense (OSHE) in construction industry is a statutory expense used for the purpose of preventing occupational accident and health disorders for construction workers, and the detailed usage standard is stipulated in the law and regulations governed by the Ministry of Employment and Labor in Korea. Previous studies focused on improvement of the accounting rate of OSHE and institutional improvement to secure usage transparency, but analysis showed that the review of improvement directions for usage items was insufficient. Considering recent trends, such as the increase in industrial demand to improve existing usage items and the introduction of various smart safety products incorporating the Fourth Industrial Revolution technology, it is expected that it will be necessary to review ways to improve the usage items to enhance the operational efficiency of OSHE. Accordingly, this study collected opinions from various stakeholders, and presented a roadmap to improve usage items of OSHE through importance-performance analysis (IPA) based on the data. This study is expected to meet the needs demanded by industry, and to be utilized as a reference for policy preparation to enhance the safety of construction sites.

ABSTRACT

This study aimed to develop the accident mechanism of fatal accidents taking place in multiple processes at the workplace. Multiple processes were defined as the existence of multiple work types and work processes in the same workspace. Recently, various processes are frequently conducted simultaneously in one workplace with the participation of several companies, and more workers are increasingly experiencing industrial accidents while working in multiple processes. To prevent accidents in the multiple processes caused by the sameness of work period and space, the accident process was investigated by analyzing the investigation reports on serious industrial accidents in South Korea, and then the accident mechanism model was developed. By utilizing the developed model, the major safety measures to be taken by the contractor for each of the 8 types of accidents caused by the multiple processes were drawn. The roles and responsibilities of the contractor to be implemented in order to prevent accident occurrence in multiple processes were proposed through the accident mechanism of each type of fatal accident. It is expected that the accidents taking place in the multiple processes can be prevented with the drawn results.

ABSTRACT

As the social cost of disasters increases and safety is being emphasized, policy regulations at the national level have been implemented. However, various fatal accidents are continually occurring as continued economic development and enhanced technologies have increased demand and complicated the industrial structure. Workers in different industries, performing similar jobs, often experience different workplace hazards, which can result in similar types of accidents. Therefore, new policy regulations have been established to separate multiple processes and work in workplaces and are being implemented in several countries to minimize damage caused by new types of industrial accidents. Supervision and management appropriate for contractors or safety and health officials with legal obligations are required to play a regulatory role when these types of industrial accidents are likely to occur. This study classified accidental types and their characteristics based on actual cases, in which potential risks exist at multiple processes in a workplace. First, raw data of work-related fatalities that occurred in South Korea were reviewed and classified as fatal accidents caused by multiple processes in workplaces using the proposed method. Next, the classified actual cases were prepared as statistical data and analyzed based on the various categories. Finally, the accident type based on multiple processes, including risks and characteristics, in workplaces was proposed. As a result, this study improved the safety awareness and understanding of regulatory subjects regarding industrial accidents caused by multiple processes in workplaces and is expected to improve the effectiveness of the existing policy to prevent workplace accidents.

ABSTRACT

At construction sites, various types of temporary equipment and structures are used for safety and work efficiency. However, various temporary equipment-related accidents frequently occur for many reasons, including inappropriate installation, usage, and material and structural imperfections. A mobile scaffold is one of the most commonly used indoor temporary equipment for work in high places. In general, the main structural members of the mobile scaffold, such as the mainframes, horizontal members, braces, caster wheels, outriggers, and handrails, are installed on the construction site for this purpose. This means that the load-carrying capacity of the equipment can vary depending on the assembly details. In Korea, there are safety certification standards applied for frequently used temporary equipment, such as scaffolds and shoring. However, the standards concern the strength criteria for the member itself, rather than the global load-carrying capacity. Therefore, it is difficult to review whether the fabricated mobile scaffold has sufficient load-carrying capacity, or to confirm the structural safety considering the various uncertainties affecting the structural performance. In this study, rational safety certification standards and evaluation methods are suggested for fabricated mobile scaffolds. The suggested safety certification standards present structure-level criteria for checking the load-carrying capacity, horizontal stiffness of the structure, and overturning risk. It is expected that the structural performance for safety can be directly checked based on the suggested safety certification standards and performance evaluation methods during the safety certification stage.

ABSTRACT

This study analyzed the trend of construction accidents focused on the small-scale construction sites and the correlation between the ratios of official inspection by government and total fatality injuries per 10,000 people (TFR) by construction size in Korea. The method is to analyze statistical data for the construction accidents and official safety inspection system. In construction, accidents rate and TFR are recently increasing unlike other industries. In addition, the smaller the scale of construction sites, the higher the TFR, and vice versa. The smaller the scale of construction sites, the greater the degree of difference in the TFR for each year, and vice versa. In small-scale construction sites, which have amounted less than $273,000 (£231,000), approximately 45.7% of deaths occurred on sites between $36,400 (£30,800) and $182,000 (£154,000). The ratio of inspection, which represents the ratio of official inspection proportion to site share, is in inverse proportion to the TFR by construction size. As the ratio approached zero, TFR became higher, and the higher the ratio, the lower TFR since the official inspection was mainly carried out in medium and large-scale construction sites. To get an effect of official inspection, the focus of official inspection should move onto the small-scale construction site.
