ABSTRACT

This paper presents the design and development of a coastal fisheries monitoring system that harnesses artificial intelligence technologies. Application of the system across the Pacific region promises to revolutionize coastal fisheries management. The program is built on a centralized, cloud-based monitoring system to automate data extraction and analysis processes. The system leverages YoloV4, OpenCV, and ResNet101 to extract information from images of fish and invertebrates collected as part of in-country monitoring programs overseen by national fisheries authorities. As of December 2023, the system has facilitated automated identification of over six hundred nearshore finfish species, and automated length and weight measurements of more than 80,000 specimens across the Pacific. The system integrates other key fisheries monitoring data such as catch rates, fishing locations and habitats, volumes, pricing, and market characteristics. The collection of these metrics supports much needed rapid fishery assessments. The system's co-development with national fisheries authorities and the geographic extent of its application enables capacity development and broader local inclusion of fishing communities in fisheries management. In doing so, the system empowers fishers to work with fisheries authorities to enable data-informed decision-making for more effective adaptive fisheries management. The system overcomes historically entrenched technical and financial barriers in fisheries management in many Pacific island communities.

ABSTRACT

It is well recognized that COVID-19 lockdowns impacted human interactions with natural ecosystems. One example is recreational fishing, which, in developed countries, involves approximately 10% of people. Fishing licence sales and observations at angling locations suggest that recreational fishing effort increased substantially during lockdowns. However, the extent and duration of this increase remain largely unknown. We used four years (2018-2021) of high-resolution data from a personal fish-finder device to explore the impact of COVID-19 lockdowns on angling effort in four European countries. We show that relative device use and angling effort increased 1.2-3.8-fold during March-May 2020 and generally remained elevated even at the end of 2021. Fishing during the first lockdown also became more frequent on weekdays. Statistical models explained 50-70% of the variation, suggesting that device use and angling effort were relatively consistent and predictable through space and time. Our study demonstrates that recreational fishing behaviour can change substantially and rapidly in response to societal shifts, with profound ecological, human well-being and economic implications. We also show the potential of angler devices and smartphone applications for high-resolution fishing effort analysis and encourage more extensive science and industry collaborations to take advantage of this information.

ABSTRACT

Recognition of the multiple types of value of marine resources is crucial to help design locally meaningful and sustainable management approaches for marine and coastal habitats. There is a lack of information on the amount of living marine resources harvested by coastal communities in many Pacific Island Countries and Territories (PICTs), as well as on their economic and non-economic value. This paper explores the monetary, subsistence, and sociocultural value of selected marine resources (finfish and invertebrates) in Kadavu province, Fiji, based on a household survey and semi-structured interviews conducted in 2019 within one specific district. The paper provides estimates of the annual catch and monetary value of marine resources harvested by local communities at both the district and provincial levels, derived from catch and effort information collected from fishers and gleaners in situ. It also highlights the importance of integrating the sociocultural significance of marine resources into future value assessments.

ABSTRACT

The south-east coast, specifically the Cox's Bazar region, of Bangladesh has achieved a tremendous impetus for producing a large volume of dried fish by involving thousands of marginalized coastal people. This study aimed to assess the socio-economic profile, livelihood strategies, and resilience of the communities engaged in fish drying on the south-east coast using a mixed-methods approach and an Analytic Hierarchy Process (AHP). The study's findings revealed that communities involved in drying were socio-economically undeveloped due to their lower literacy, unstable incomes, and labor-intensive occupations. Apart from notable child labor employed in fish drying in Nazirertek, female workers had relatively higher participation than males. Nevertheless, the female workers had less control over their daily wages and reported working at USD 3.54-5.89 per day, which was relatively lower than male workers who received USD 4.15-8.31 per day. Through fish drying activities, very few workers, producers, and traders were found to be self-reliant. In contrast, the livelihoods of the workers were not as secure as the processors and traders. In addition to suffering from various shocks and constraints, dried fish processors and workers, dried fish traders, off-season income, an abundance of fish species, fish drying facilities, trader's association, and social interrelationship played a significant role in maintaining community resilience. The study recommends appropriate interventions to alternative income diversification options, strong collaboration between communities, local authorities, and government for sustainable livelihoods and better community resilience.

ABSTRACT

In August 2019, a major oil spill hit nine Brazilian coastal states, affecting marine ecosystems and fishing communities. In this study, we assess the immediate social and economic impacts of this oil spill on fishing communities of the northeast coast. We conducted semi-structured interviews and focal meetings with 381 fishers and shellfish gatherers to understand the perceived socioeconomic impacts on different types of fishing. We also obtained information on fish consumption after the oil spill, which we compared with data prior to the oil spill from the same communities. Sales decreased by more than 50% for all types of fishing, strongly impacting local income generation. These communities, which are already social-ecologically vulnerable, have had their subsistence, food security and cultural maintenance strongly compromised. We argue that there is a clear need for coordinated state interventions to mitigation the impacts, considering it's environmental, social, economic, human health and political dimensions.

ABSTRACT

In this contribution, we propose fishery driven predator release as the cause for the largest grazing event ever observed in the NE Atlantic. Based on the evolving appreciation of limits to population connectivity, published and previously unpublished data, we discuss whether overfishing caused a grazer bloom of the sea urchin (Strongylocentrotus droebachiensis) resulting in overgrazing of more than 2000 km2 kelp (Laminaria hyperborea) forest along Norwegian and Russian coasts during the 1970 s. We show that coastal fisheries likely depleted predatory coastal fish stocks through modernization of fishing methods and fleet. These fish were important predators on urchins and the reduction coincided with the urchin bloom. From this circumstantial evidence, we hypothesize that coastal predatory fish were important in regulating sea urchins, and that a local population dynamics perspective is necessary in management of coastal ecosystems.

ABSTRACT

Coastal communities in regions like the Pacific have been impacted by COVID-19 related public health measures that limit the movement of people, trade and access to resources. In disaster-prone countries, like Vanuatu, such measures add to existing pressures on coastal communities' adaptive capacity. To understand how coastal communities in Vanuatu were impacted in the immediate period after COVID-19 measures were placed, and how people responded to the changing circumstances, a rapid appraisal survey was carried out following a nationally declared state of emergency in March 2020. Results reveal changes in village population, loss of cash income, difficulties in accessing food and shifting pressures on particular resources and habitats. The findings provide insights into the ways local adaptive capacity to satisfy livelihood and food security needs differed among rural contexts. From this we argue that broad quantitative impact assessments are important in guiding strategic and longer term responses and adaptations, but that these are made more useful when complemented with qualitative insights on people and place in the short-term.

ABSTRACT

In early XXth century, the Gulf of Gabes (SE Tunisia) used to host the most extended Posidonia oceanica seagrass beds in the Mediterranean Sea, and a highly productive hotspot of benthic/demersal biodiversity. Sponge harvesting and seabed trawling provoked a first step of seagrass degradation. Subsequently, phosphogypsum releases from Gabes Industrial Complex, since mid-1970s, accelerated the decline of the remaining patches. A sharp reduction of coastal fisheries landings took place with the establishment of the last industrial plant units in 1985. The decrease in coastal commercial species landings was found to be directly correlated with P. oceanica decline. The trophic web system switched from a 'benthic-dominated' to a 'pelagic-dominated' system. The economic loss related to coastal fisheries was estimated at ~60 million € in 2014 and the 1990-2014 cumulated loss exceeded 750 million €. This first economic valuation of the only direct-use consumptive value of the coastal fishing service provided by P. oceanica in Gabes Gulf is a first step towards the assessment of the environmental cost of the negative externalities caused by the local phosphate industry. It may be used as a preliminary decision-making aid to consider alternative industrial solutions.

ABSTRACT

PCBs and OCPs were analyzed in fish (bass) taken along Chinese coastal fisheries. In the bass muscle, PCB, DDT and HCH concentrations were in the range of 1.02-2.2ng/g, 0.44-1.74 and 2.84-106.11ng/gww, respectively. Spatial distribution showed that the concentrations of target contaminants in bass from south fisheries were in general much lower than those from north fisheries in China. The ratios of OCP congeners suggested that technical DDT was not the main input and a recent usage of lindane or old technical HCH residuals could be the source of HCHs. The OCC concentrations in liver (127-442.43ng/gww) from selected samples were 8-12 and 10-14 times higher than those in gills and muscles, respectively. Based on the maximum allowable fish assumption rate (CRlim and CRmm), it could cause human health risk, by consuming bass samples taken from highly contaminated fisheries including QD and ST.

ABSTRACT

Ongoing coastal development and the prospect of severe climate change impacts present pressing estuary management and governance challenges. Robust approaches must recognise the intertwined social and ecological vulnerabilities of estuaries. Here, a new governance and management framework is proposed that recognises the integrated social-ecological systems of estuaries so as to permit transformative adaptation to climate change within these systems. The framework lists stakeholders and identifies estuarine uses and values. Goals are categorised that are specific to ecosystems, private property, public infrastructure, and human communities. Systematic adaptation management strategies are proposed with conceptual examples and associated governance approaches. Contrasting case studies are used to illustrate the practical application of these ideas. The framework will assist estuary managers worldwide to achieve their goals, minimise maladaptative responses, better identify competing interests, reduce stakeholder conflict and exploit opportunities for appropriate ecosystem restoration and sustainable development.

In this study, 10% of all registered fishermen in the coastal towns of Navachiste in Sinaloa, in northwestern Mexico, answered a survey designed to collect data on their perceptions of the following topics: the impact of turtle meat consumption; human health; bycatch; illegal turtle fishing; the illegal sea turtle market; the local economy; pollution; environmental education; the success of protective legislation; and sea turtle-based ecotourism. Perceptions were analyzed using the fuzzy logic method through classification into 5 fuzzy membership sets: VL, very low; L, low; M, moderate; H, high; VH, very high. The 9 topics generated decision areas upon applying fuzzy inference that revealed the membership level of the answers in each fuzzy set. The economic potential of sea turtle-based ecotourism and the economic profitability of the illegal turtle meat market were perceived as VL. Conservation legislation was perceived as H, although inefficiently applied due to corruption. Ecotourism and impacts on sea turtles were perceived as VL, because they were deemed unprofitable activities at the individual and community levels. Environmental education was perceived as L, because it centers on nesting, hatching and releasing turtles and is directed at elementary and middle-school students. While fishers perceive a serious negative impact of fishing activities on sea turtles in the San Ignacio-Navachiste-Macapule area, they do not see themselves individually as part of the problem. Achieving sea turtle conservation in this region requires: suitable ecotourism infrastructure, government investments in promotion, and studies to estimate the minimum number of tourists needed to assure profitability.
