ABSTRACT

Political conflicts or geopolitical tensions can create uncertainty in addressing climate change and environmental management in the Arctic. Dissecting how actors interact with each other and form networks is important for understanding ecological and environmental management challenges during geopolitical tensions, as well as promoting better governance. We construct transboundary networks for Arctic climate change governance (ACCG) from 2013 to 2021 based on the Global Database of Events, Language, and Tone (GDELT). Further, we used network descriptive statistical analysis and Temporal Exponential Random Graph Models (TERGM) to explore the structure of ACCG networks and the key factors influencing cooperation formation. The findings suggest that the overall cooperation density of the ACCG is low, and the dominant position of core actors is continuously strengthening. Non-state actors are less likely to be seen as partners and their participation depends largely on cooperation with states. The results also show that actors with similar stances and problem exposure are more likely to cooperate, but those exposed to high latitudes often choose not to cooperate; first-comers are more likely to perceive as cooperating yet they are inclined to establish internal cooperation. Additionally, two geographically proximate actors are more likely to cooperate. This indicates that under geopolitical tensions, the ACCG faces challenges not only due to the limited capacity of non-state actors to perform transboundary functions but also because the cooperation mechanisms are influenced by regional political logic. Accordingly, we further suggest policy recommendations from developing binding international frameworks to guide transboundary cooperation, enhancing cooperation among non-state actors, and ensuring the representativeness and fairness of non-Arctic actors' participation. This research provides insights into transboundary environmental management under political tensions, while also offering new pathways for analysing large-scale environmental governance structures.

ABSTRACT

In this paper, the interplay between non-orthogonal multiple access (NOMA), device-to-device (D2D) communication, full-duplex (FD) technology, and cooperation networks is proposed, and a resource allocation problem is investigated. Specifically, a downlink FD cooperative NOMA-based cellular system with underlaying D2D communications is proposed, where, in each NOMA group, the strong user assists the weak user as an FD relay with imperfect self interference (SI) cancellation. In terms of reaping spectral efficiency benefits, the system sum rate is to be maximized by optimizing channel allocation. This optimization is based on quality of service (QoS) constraints of D2D pairs and cellular users (CUs), power budget of base station and strong user (cooperative phase), and successive interference cancellation (SIC) constraints. Since the maximization formulated problem is computationally challenging to be addressed, a two-sided stable many-to-one matching algorithm, based on Pareto improvement, performs sub-channel assignment. Extensive simulations are implemented to demonstrate the system performance indicated by different metrics.

ABSTRACT

This article analyzes the technological cooperation networks, and their respective areas, of the public universities of the State of São Paulo that resulted in patent. The cooperation networks were built from the assignee data and for the technology areas networks the International Patent Classification. It adopted the metrics of Social Network Analysis to characterize these partnerships and analyze it from the perspective of the Triple Helix. A total of 458 technology partnerships were identified that resulted in patents, 210 at USP, 173 at UNICAMP and 75 at UNESP. The main partners were companies and other universities, follow by research institutes, government support institutions and support foundations had low participation, except for FAPESP and EMBRAPA. Regarding technological areas, technologies with applications in the health sector and chemical were the most representative. It was found that the cooperation is still developed in an incipient way, especially regarding the continuity of technological development. In general, there is the multidisciplinary portfolio of patents from universities, but with strong guidance for the areas of health, indicating the search for expertise in this area of expertise.

ABSTRACT

We present a biological fractional n-species delayed cooperation model of Lotka-Volterra type. The considered fractional derivatives are in the Caputo sense. Impulsive control strategies are applied for several stability properties of the states, namely Mittag-Leffler stability, practical stability and stability with respect to sets. The proposed results extend the existing stability results for integer-order n-species delayed Lotka-Volterra cooperation models to the fractional-order case under impulsive control.

ABSTRACT

The study analyses the relationships between the main drivers of eco-innovation introduced by innovative industries, focused on cooperation strategy. Eco-innovation is analysed by means of a multidimensional identification strategy, showing the relationships between the independent variables and the variable of interest. The literature discussing environmental innovation is different from the one discussing other types of innovation inasmuch as it seeks to grasp its determinants and to mostly highlight the relevance of environmental regulation. The key feature of this paper is that it ascribes special relevance to cooperation strategy with external partners and to the propensity of innovative industry introducing eco-innovation. A sample of 35,060 Brazilian industries were analysed, between 2003 and 2011, by means of Binomial, Multinomial and Ordinal logistic regressions with microdata collected with the research and innovation department (PINTEC) from the Brazilian Institute of Geography and Statistics (Instituto Brasileiro de Geografia e Estatística). The econometric results estimated by the Logit Multinomial method suggest that the cooperation with external partners practiced by innovative industries facilitates the adoption of eco-innovation in dimension 01 with probability of 64.59%, 57.63% in dimension 02 and 81.02% in dimension 03. The data reveal that the higher the degree of eco-innovation complexity, the harder industries seek to obtain cooperation with external partners. When calculating with the Logit Ordinal and Binomial models, cooperation increases the probability that the industry is eco-innovative in 65.09% and 89.34%, respectively. Environmental regulation and innovation in product and information management were also positively correlated as drivers of eco-innovation.

ABSTRACT

In this paper, two-to-one energy and spectrum dual-cooperation (ESDC) is investigated for cognitive cooperation networks. Specifically, the energy and spectrum of two primary users (PUs) are both transferred or authorized to one multi-antenna secondary user (SU) in exchange for its aid in the signal relaying to guarantee the successful data transmission, whilst the SU, which originally owns no spectrum access privilege and limited energy storage, is also able to concurrently transmit its own data through spatial multiplexing. Moreover, network-coding is also adopted to further compress the data size and hence reduce the power consumption at SU. The formulated problem for the aforementioned two-to-one ESDC model is non-convex and intractable to solve directly. To solve the problem effectively, the Lagrangian dual methods plus fixed-point iteration methods and semidefinite relation methods are employed, and the optimal solution could be achieved through iterative optimization. Simulation results show that, compared with the traditional spectrum-only cooperation, the proposed two-to-one ESDC paradigms can greatly improve the successful transmission probability for PUs and achievable transmission rate for SU. Meanwhile, the proposed two-to-one dual-cooperation modes are significantly superior to the one-to-one cooperation mode, in terms of spectrum efficiency and energy efficiency.

ABSTRACT

Esta pesquisa discute a participação do bibliotecário na formação de equipes multidisciplinares dos grupos de Avaliação de Tecnologias em Saúde (ATS), caracterizando sua atuação num novo campo que se abre para os bibliotecários em instituições de pesquisa. O objetivo geral baseia-se na criação de uma Biblioteca Digital (BD) com os parâmetros de qualidade da informação inerentes a ATS, a partir dos documentos gerados pelo Serviço de Comutação Bibliográfica (SCB) da Rede de Bibliotecas da FIOCRUZ, recomendando a inserção do bibliotecário na equipe multidisciplinar para ATS. A metodologia foi dividida em três partes: levantamento do estado da arte do conhecimento produzido na Saúde Coletiva, onde se insere a Avaliação de Tecnologias em Saúde, e da Ciência da Informação, pesquisa exploratória com uma abordagem qualitativa para coleta de dados junto ao grupo de pesquisadores de ATS de diversas instituições públicas e privadas e uma abordagem quantitativa para coleta de dados dos profissionais do SCB da Rede de Bibliotecas da Fiocruz e análise dos dados. Verificou-se que existe uma participação ativa do bibliotecário nas atividades de ATS, no que diz respeito, à formulação de estratégias de busca em base de dados, revisão de protocolos de busca, localização de publicações relevantes, auxílio para realização de revisões sistemática para os grupos de pesquisa. Pressupõe a criação de uma BD permitindo o compartilhamento de todos os documentos digitais gerados pelas bibliotecas. Com essa iniciativa pretende-se contribuir para impulsionar a produção do conhecimento científico e tecnológico na área da saúde e de ATS.


This research discusses the librarian's participation in the formation ofmultidisciplinary groups of Health Technology Assessment (HTA), characterizing its performance in a new field that opens to librarians in research institutions. The main objective is based on the creation of a Digital Library (DL) with quality parameters of information related to HTA, from documents created by the service of bibliographic Library Network Fiocruz, showing the necessity of the librarian in the multidisciplinarygroup to HTA. The methodology was divided into three parts: data collection of the art of knowledge produced in Collective Health, where the Evaluation of Health Technologies, and Information Science is, exploratory research with a qualitative approach to data collection with the group of HTA researchers from several private and public institutions and a qualitative approach to data collection of the Library Network Fiocruz professionals and data analysis. It was noted that there is an activeparticipation of the librarians in HTA activities, formulating database searchstrategies, reviewing search protocols, locating relevant publications, helping locating systematic reviews to the search groups. This preuposes creation of a DL sharing all the digital documents created by the libraries. This initiative aims to contribute to boosting the production of scientific and technological knowledge in the health and HTA.
