Este artigo relaciona o irreversível processo de envelhecimento com o aumento do domínio do capital sobre o trabalho e, consequentemente, com a submissão das demandas e necessidades de um crescente número de idosos aos imperativos da rentabilidade econômica privada. No contexto dessa relação contraditória, destaca os entraves estruturais e políticos à implantação de uma rede de proteção e defesa da pessoa idosa no Brasil, ao mesmo tempo em que discute sobre as implicações do envelhecimento para as políticas sociais brasileiras e o papel do controle democrático para o fortalecimento dessas políticas como direitos de cidadania...

This article relates the irreversible aging process with increasing dominance of capital over work and, consequently, with the submission of the demands and needs of a growing number of elderly to the imperatives of private economic profitability. O controle democrático no financiamento e gestão do orçamento da Seguridade Social no Brasil / The democratic control of the funding and management budget of Social Security in Brazil

A gestão dos recursos da Seguridade Social deveria passar integralmente pelos fundos sociais vinculados às políticas de saúde, previdência e assistência social, sob o comando de conselhos compostos de forma paritária entre os representantes governamentais e não governamentais para acompanhar e fiscalizar essas políticas sociais, o que implicaria redesenho das relações entre Estado e sociedade, instituindo formas de participação e controle democrático. Apesar de avanços e das experiências diferenciadas desses conselhos no âmbito da Seguridade Social, eles esbarram em limites concretos impostos pela política econômica para o controle democrático, destacando-se dois: a existência da Desvinculação de Recursos da União, que retira recursos da Seguridade Social, e o fato de uma parcela importante da execução orçamentária acontecer fora dos fundos públicos da Seguridade Social.

The management of Social Security funds should go full social policies linked to health, welfare and social assistance under the command of councils composed in equal numbers among governmental and nongovernmental representatives to monitor and supervise these social policies. What would the redesign of the relations between state and society, establishing forms of participation and democratic control. Despite advances and unique experiences such boards under the Social Security, they run into limits imposed by concrete economic policy for the democratic control, especially two: Untying the existence of the Resources of the Union, which cut social security resources, and fact that a significant portion of the budget execution occurs outside the security of public funds.

Movimentos sociais e controle social em saúde do trabalhador: inflexões, dissensos e assessoria do Serviço Social / Social movements and social control health worker: inflections, disagreements and advice in Social Service

O artigo versa sobre as relações entre trabalho, saúde do trabalhador e movimentos sociais em instâncias de controle social e o Serviço Social nessas relações, após 1993 no Brasil. Apresenta novas políticas públicas nesse campo e mediações que determinaram infl exões e retrocessos no controle social democrático, estimulando a cultura autoritária patrimonialista em suas instâncias e em um serviço público de saúde pesquisado. Conclui sobre a necessidade de assessoria democrática participativa entre intelectuais, técnicos e população, exemplificada em práticas de Serviço Social, com apresentação de suas bases teóricas e procedimentos operacionais.

The article is about the relation among work, workers' health and social movements in social control jurisdiction, and Social Services in these relations in Brazil after 1993. It presents new public policies in this field and mediations which have led to setbacks and variations in democratic social control, stimulating the authoritarian wealthy culture in their bodies and in a public health service searched. The article presents the conclusion that it is necessary participatory democratic advice among intellectuals, technicians and population, as exemplified in the practices of Social Services, with the presentation of their theoretical grounds and operating procedures.
