ABSTRACT

Protecting people from air pollution is an important task for developing countries. Over the past several decades, different types of policies have been enacted in developing countries to improve air quality, with policy impact analysis being conducted as well. As for China, while there is some existing literature on the impact of short-term action on air quality, there is much less research to investigate the roles of long-term air quality control mechanism on air quality change. This paper uses the "2 + 26" city cluster in China as a case study area to particularly analyze the roles played by short-term campaigns that compose the Winter Action Plan and a long-term mechanism referred to as the environmental accountability system in pollution control. Based on econometric and descriptive statistical analyses, it is found that the implementation of the Winter Action Plan has significantly improved the air quality, and the environmental accountability system seems to have exerted an impact, as cities with better air quality appear to establish a more stringent environmental accountability system. The paper provides the following insights for other developing countries: short-term campaigns can quickly reduce pollution and protect human health, while long-term mechanisms are needed to ensure sustainable environmental protection.

ABSTRACT

This study, set against the backdrop of new standard policies for air pollution control, investigates the role of air pollution control in driving economic transformation, upgrading, and safeguarding public welfare. Utilizing data from the prefecture-level cities from 2007 to 2016, the impact of air pollution control on per capita GDP, employment, and industrial upgrading is examined using the difference-in-differences method, and the long-term mechanism is tested. The results indicate that the new standard policy significantly improves regional per capita GDP and employment rate, and the condition identification test and robustness test show that this conclusion is very robust. Further analysis reveals that the new standard policy promotes per capita GDP and employment rate in the western region, driving regional industrial upgrading. The impact mechanism test shows that air pollution control promotes industrial upgrading and stable employment through the long-term mechanism of improving marketization, expanding the level of openness, and developing alternative industries, but there is still room for improvement in foreign investment and the development of the tertiary industry.

ABSTRACT

In recent years, China has issued many laws and regulations on enhancing hospital security order management, and the related system has been gradually improved. However, the management requirements of hospitals are hard to implement. In this way, hospitals have burdened intensive internal pressure to implement the policies, with the dilemma of insufficient external support. Based on the perspective of social co-governance, this study discussed the development of policies related to hospital security order management in China. Also, it summarized the best practices about how to ensure hospitals security order from the aspects of the government, hospitals as well as social organizations. Additionally, it analysed current existing problems, such as the lack of sufficient cooperation of the police-doctor linkage mechanism, the inadequate implementation of technical prevention measures, the delayed mediation and disposal of doctor-patient contradiction, the imperfect of supporting policies and etc.Finally, this paper provided relevant suggestions on long-term mechanism to ensure the security order of hospitals.

ABSTRACT

Objective To investigate the resistance development of Aedes albopictus to commonly used insecticides in Yangpu District of Shanghai, China, and to provide scientific bases for the control of A. albopictus and the emergency treatment of dengue fever. Methods The larva immersion method recommended by WHO was used to assay the median lethal concentration (LC50) of A. albopictus larva. SPSS 25.0 was used to calculate the toxicity baselines of insecticides. Results A. albopictus kept a medium resistance to beta-cypermethrin, and the resistance ratios were 14.44, 10.00, 17.78, respectively, in 2015, 2017, 2019. The mosquitos kept a high resistance to permethrin, and the resistance ratios were 54.00, 140.00, 52.00 respectively, in 2015, 2017, 2019. Besides, A. albopictus also kept a medium resistance to propoxur, and the resistance ratios were 15.34, 13.06, 10.83 respectively, in 2015, 2017, 2019. To deltamethrin, A. albopictus showed high resistance in 2015 and medium resistance in 2017, the resistance ratios were 40.00 and 35.00. To temephos, A. albopictus showed low resistance in 2015, with the resistance ratio of 9.38. Conclusion A. albopictus has developed high resistance to permethrin in Yangpu District of Shanghai, and cautious and reduced use of permethrin is suggested. It is necessary to implement and adopt the strategy of comprehensive management, in order to establish the long-term mechanism for mosquito control and prevention.

ABSTRACT

OBJECTIVE:To investigate the long-term "market to order" (MTO) training mechanism for pharmaceutical employees,and provide reference for the development of college-level pharmaceutical education.METHODS:The characteristics of MTO training were studied and the difficulties and problems of the training model were analyzed to put forward countermeasures.RESULTS:Cooperation between schools and employers of MTO training model was influenced by social environment factors,and it also was limited by operating risk of employers and two-way choice of employment.CONCLUSION:MTO training is new type of personnel training model based on schools,students and employers.The training model completely demonstrates the role of schools and employer in personnel training.It contributes to improve comprehensive quality of students and resolve disconnection between school education and demands of employer.
