ABSTRACT

ObjectiveTo investigate the current situation of accessible facilities construction and assistive technology application of existing sports venues in Shenzhen, and analyze the existing problems. MethodsFrom November 19, 2022 to Februry 17, 2023, using the standards for the construction of accessible sports venues, the accessible construction and services of public sports venues and the application of assistive technology in eight districts of Shenzhen were investigated and evaluated on the spot. ResultsThere were curb ramps and accessible public toilets for all the stadiums; surface indicator for 87.5% (7/8) stadiums; wheelchair ramps, accessible elevators and accessible wheelchair seats for 62.5% (5/8) stadiums; accessible route for 37.5% (3/8) stadiums; handrails for 12.5% (1/8) stadiums; accessible vehicles parking lots for 75% (6/8) stadiums; and 25% (2/8) stadiums used assistive technology. ConclusionThis study evaluated the accessibility of accessible facilities and assistive technologies in sports venues in Shenzhen, including entering the stadium, entering the interior of the stadium and taking exercise. In terms of accessible facilities, the number of venues for the construction of curb ramps and accessible public toilets is the most, the number of venues for the construction of accessible handrails is the least, and the application of assistive technology is the worst.

ABSTRACT

The purpose of the study is to identify and systematize urgent problems and proposals for implementing innovations in medical and social care of disabled children in nursing homes. The analysis of official data and results of epidemiological study concerning disabled children aged 0-17 years resigning in nursing homes permitted to identify dynamics of changes in age structure of observed contingent, causes of disability and accessibility and quality of medical care and psychological pedagogical assistance. It was established that total number of disabled children living in nursing homes and their part among all disabled children is stable. The most common pathology and cause of disability are mental and behavioral disorders, diseases of nervous system, congenital anomalies, deformities and chromosomal abnormalities, diseases of eye and its adnexa. The insufficient accessibility and low quality of various types of medical care (preventive examination, specialized, hospital, rehabilitation and palliative care) is established. At organizing education of children, difficulties occurred due to lacking of special conditions and technical means, availability and qualification of specialists of psychological and pedagogical profile. In most cases, inmates reside in buildings with high technical wear and impossibility of complex implementation of state programs requirements. The article presents set of proposals, including consolidation of subordination of medical support to regional medical centers, introduction of modern education technologies for disabled children, improvement of competence of psychological and pedagogical personnel, external audit of technical conditions and facilities of nursing homes, widespread application of potential of non-governmental organizations.

ABSTRACT

The education institutions, ensuring implementation of the rights of the disabled to higher education, adapt their environment to their needs. The universities, to organize such an accessible environment, as a rule, apply formal approach, focusing on regulatory requirements. The certification of accessible environment for the disabled is based on the same approach, when only objective indicators are considered. The opinion of those ones who have to use this environment is not taken into account. As a result, the University environment is formally considered accessible, but in practice it has many barriers that create real difficulties for disabled students. To improve the quality of the available environment, a combination of objective and subjective indicators is necessary. We need to analyze the opinions of people: employees, teachers, and students of an educational institution who use the possibilities of an accessible environment. The article offers method to diagnose availability of the University environment using specific set of indices that allow to give subjective assessment of availability of the University environment. The diagnostic method was tested on the basis of the Russian state social University, which is the flagship of inclusive education. The results of the study permitted to identify the causes of dissatisfaction with the state of accessible environment by employees, teachers and students.
