ABSTRACT

The effective management of the medicine supply chain is crucial for ensuring the availability of essential medicines and supplies in public health facilities. This study aimed to determine the utilization of the electronic logistic management information system (e-LMIS) in public health facilities and its implications for the medicine supply chain. A mixed methods approach, combining both quantitative and qualitative data collection methods, was used. The study included 106 healthcare providers from 35 public health facilities in Singida District. Six key informants were interviewed using a qualitative method. Of the 106 participants, 62.3% said they were somehow competent in e-LMIS utilization. In in-depth interviews, respondents underscored the system's utility for tracking stock levels, procurements, and managing orders. Staff shortages and a lack of customized training were mentioned as major challenges hindering efficiency in managing drug supplies. This study highlighted the positive impact of e-LMIS on various aspects of the medicine supply chain, including the timely submission of orders and enhanced inventory management. Sustained management support and the regular utilization of the e-LMIS system are crucial for building and maintaining competence among healthcare providers, thereby optimizing the medicine supply chain and ultimately improving healthcare delivery.

ABSTRACT

The efficacy of immunization programs is critically dependent on robust supply chain management, a complex challenge exacerbated by expanding program scopes and evolving vaccine technologies. This comprehensive review underscores the pivotal role of Resource Centers in fortifying the immunization supply chain, presenting a paradigm shift toward enhanced national and global health outcomes. Through a detailed examination of their key activities, the article elucidates how these centers catalyze improvements across various facets of supply chain management - from the integration of suitable technology technologies and specialized training programs to the development of sustainable models and advocacy for policy prioritization. This further explores the multifaceted challenges these centers confront, including funding constraints, capacity building, and infrastructural gaps, alongside the burgeoning opportunities presented by new vaccine introductions, donor interest in health system strengthening, and the potential for broadened scope beyond immunization. By weaving together examples of existing centers worldwide, the review highlights their contributions towards optimizing vaccine logistics, enhancing data management, and ultimately achieving Sustainable Development Goal 3. The insights provided offer valuable guidance for planning and sustaining resource centers, positioning them as indispensable allies in the global pursuit of universal immunization coverage.

Objective To explore the effect observation of four-dimension innovative service concept applied to hospital logistics management.Methods Retrospective analysis of the survey results of 500 hospitalized patients,42 hospital staff,187 public facilities/medical instruments and equipment before and after the application of the four-dimension innovative service con-cept(March-June 2022)and after the application(March-June 2023).The satisfaction of patients and employees on logistics work and the difference of repair rate and complaint rate before and after application were compared.Results After the applica-tion,the satisfaction of patients and staff on logistics work were significantly higher than before the application(P<0.05),and the repair rate of logistics after the application(10.70%)was significantly lower than before the application(18.18%)(P<0.05),and the complaint rate of logistics(5.00%)was also significantly lower than before the application(8.20%)(P<0.05).Conclusion The application of four-dimensional innovative service concept in hospital logistics management can effec-tively enhance the satisfaction of patients and staff on logistics work,and reduce the logistics repair rate and complaint rate,and it can be popularized in various hospitals.

BACKGROUND: Inventory managers in the blood supply chain always endeavor to provide their clients with prompt and appropriate responses. On the other hand, timely and regular blood deliveries to consumers are essential since ineffective delivery and transportation practices promote shortages, returns, blood loss. The paper attempted to develop an extensive and integrated optimal model of blood transfusion network logistics management by blood type to reduce the cost of losses, returns, and blood shortages given the relevance of this for the blood transfusion network. METHODS: The regional blood transfusion network in Khorasan Razavi, which contains one main base, six central bases, and 54 hospitals, should be constructed using the optimal model for blood inventory management and distribution. A reusable simulation process was used to identify the optimal behavior for the inventory of all participants in the region (central bases as suppliers and hospitals as consumers), and the demand of hospitals as consumers has been calculated using artificial neural networks. This will lead to a significant reduction of returned blood units by consumers, optimal management of suppliers' and consumers' inventory to prevent waste and shortages. The routing method was used to proceed with the designed model and look into the optimal strategy to distribute blood requested by the consumers. with the aim of reducing the cost and increasing the speed of transportation. RESULTS: The model's solution allowed for the estimation of the amount of consumers' demand, the optimal amount of target stock, the central bases and hospitals' reorder points, as well as the method of distributing blood from the supplier to its consumers. Implementing the model leads to outcomes such as reducing the time of blood transfer from the central bases to their consumers, increasing the speed of blood delivery to the consumers, increasing the average stock of blood in the central bases, reducing the accumulation of distribution machines at the location of the central bases, the amount of stock, the method for requesting, consuming, and storing blood, and the performance of the central bases' consumers all affect how much control they have over them.

BACKGROUND: Health supply chain is crucial for proper functioning of a health system and advancing national and international health security goals. The Coronavirus 2019 pandemic caused major challenges for health supply chain systems in Uganda and globally. OBJECTIVES: This study involved literature review to examine how the electronic logistics management information system and related digital systems were harnessed be best support public health emergencies. METHODS: We describe how the health supply chain system leveraged the emergency Electronic Logistic Management Information System developed during the Ebola epidemic in 2019 to support the COVID-19 response in Uganda. The findings are based on the analysis of reports, guidelines, and discussions with stakeholders involved in implementing the electronic Management Information System during the COVID-19 response. Lessons and experiences are shared on how the system supported data visibility, use and health commodity management. RESULTS: A web-based emergency Electronic Management Information System was developed to support the supply chain system during preparedness and response to the Ebola Virus. The system facilitated coordination, information management and provided real-time data for planning, decision making, and distribution of commodities during the COVID-19 response. To address any human resource challenges, 863 staff were trained and mentored in the use of the system. The system enabled the Ministry of Health to track the distribution of Medical Counter Measures through the warehouses, eight regional pre-positioning centers, and over 2000 user units in 136 district vaccine stores. In addition, the system provided quality data for the quantification and monitoring of commodities at all levels of care. Over 1800 bulk orders were processed through the system. Real time stock status reports were transmitted from all national, regional, district and health facility levels. Procurement tracking reports, stock gap analysis and partner contribution were all accessible and visible in the system. This supported the Ministry of Health's resource mobilization and coordination efforts. CONCLUSIONS: Availability of reliable, quality real-time data are essential for effective decision making during public health emergencies. The emergency Electronic Logistic Management Information Systems supported health authorities to mount coordinated and effective responses to ensure timely availability of commodities and supplies to support the COVID-19 pandemic response. Lessons learnt from the Ebola epidemic response were translated into actions that enabled effective preparedness and response to the COVID-19 pandemic.

Background: Proper implementation of the logistics management information system (LMIS) would facilitate access to essential pharmaceutical products. It also prevents wastage at health posts. The aim of this study was to assess the implementation of the LMIS and the availability of tracer drugs at health posts in rural Ethiopia. Methods: We employed a cross-sectional descriptive design with a mixed-method approach. The data used for this paper was collected from March to May 2019 as part of the National HEP assessment. The study involved 343 health posts randomly selected from nine regions of Ethiopia. Women's Development Army members and household heads participated in the qualitative study (i.e. in FGD and KII). The quantitative data were exported from Open Data Kit (ODK) to Stata 15.1 for statistical analysis, and the qualitative data were entered into NVivo 12 and analyzed using thematic content analysis. Results: Of the health posts, 59.4% had a space for storing drugs; less than half (41.9%; 95% confidence interval (CI) [36%, 48%]) had a functioning refrigerator. The mean percentage of the availability of selected tracer drugs at health posts was 59.6%, with a 95% CI (58.9%, 60.3%). Bin cards were available at 43% (95% CI [40%, 46%]) of health posts, and among these, only 27.5% of the health posts adequately used the bin cards. Conclusion: The absence and poor use of LMIS tools was observed at health posts. Proper implementation of the LMIS has the potential to improve the availability of essential drugs that, in turn, improve health post level delivery of health services.

ABSTRACT

Studies have been performed to improve the process of waste management. They were fulfilled by changing the base of waste logistics management using a combination of intelligent algorithms and the IMPACT IoT platform instead of a human factor. The research was carried out on the example of real data with respect to waste management in a given area. The proposed solution includes a program that simulates the filling of specific waste containers located in various areas. The determined aspects are inconveniences on the routes, affecting the time of moving between the receiving points and the distances between the containers. The variability of the speed and intensity of the containers filling up over time is an additional factor taken into account. The proposed methods yielded the performance of the control of the containers' filling status in real time, which apparently results in the possibility of a reaction to the current demand just in time. The proposed solution enables the improvement of the waste logistics management process, including avoiding the too-frequent emptying of containers or overfilling them. The combination of the device prototype, the simulation program, and the developed algorithms opens the possibility for further research in the smart city and optimization areas.

ABSTRACT

The study aims to provide an in-depth analysis of a transportation capacity shortage issue affecting Australian logistics service providers. Transportation capacity shortage is an important issue in all transportation modes. In this study, the driver shortage is viewed as an antecedent variable to estimate the impact of transportation capacity shortage on logistics performance. This study investigates the underlying relationships between driver shortage, logistics capability, and logistics performance according to resource-based theory. Structural equation modeling (SEM) was used to analyze the measurement models and structural model. The empirical results illustrate that driver shortage indirectly influences logistics performance, the logistics capability is a mediator factor in the relationship between driver shortage and logistics performance in logistics service providers. We argue that this provides valuable insights for transportation capacity shortage management.

The rationale for prioritizing sustainability in our world, where climate change and unplanned population growth have increased noticeably and resources are exhausted, has affected almost every sector. The logistics sector, which is one of these sectors and undoubtedly directly affects the living resources, constitutes the subject of our study. The study deals with the logistics activities carried out by the companies on the basis of sustainability and the aim of the article is to provide a framework that will contribute to the sustainability initiative of the companies carrying out logistics activities. It provides gains to the literature by investigating the important factors that greatly affect the performance of logistics activities. Accordingly, logistics activities are detailed under the titles of environmental impact, waste management, transportation and warehouse management, resource usage, social impact, internal factors, external factors, and logistics performance factors. These titles are the main dimensions that emerged as a result of literature research and expert opinions. The most important sub-criteria that affect the sustainable logistics performance, which are handled within the scope of the main dimensions, have been determined as 44 with Pareto analysis. These determined parameters are analyzed with the formation of a comprehensive structural model and their importance levels are interpreted, and the findings are interpreted. It is compared with the DEMATEL method. The results of this study, in which sustainable logistics practices are at the forefront, form the basis for improving the sustainability performance of the logistics sector.

ABSTRACT

The association between antimicrobial resistance and antimicrobial usage has become a growing global concern. Many lower-middle income countries including Timor-Leste (TL) have limited information on antimicrobial usage, although recent research suggests increasing resistance rates among human pathogens there. The aim of this study was to use distribution data to estimate antibiotic consumption at both the national and sub-national level in Timor-Leste, stratifying into resistance class and adherence to the national essential medicines list (EML) and WHO AWaRe guidelines. A retrospective review of distribution data from Timor-Leste central medical store (SAMES) was undertaken to give a defined daily dose (DDD)/1000 inhabitants/day using WHO methodology. National antibiotic distribution in the TL EML in 2019 was estimated at 11.1 DDD/1000 inhabitants/day, comparable to consumption rates observed in other lower-middle-income countries using similar methodology. Differences in distribution quantities were noted between municipalities, with 4 of the 13 municipalities notably above the national average and around 32% of listed restricted antimicrobials distributed incongruent with the EML. This study provides insights into estimated antimicrobial consumption in Timor-Leste that has previously been poorly defined. Estimates of consumption can be used to understand emerging resistance in this small island nation, add to the body of knowledge on antimicrobial use to advise policy and guideline development, and help with stewardship activities.

BACKGROUND: Pakistan and USAID have invested in improving the contraceptive supply chain data and commodity security. In 2011, the first digital contraceptive logistics management information system (cLMIS) was launched, enabling supply chain data visibility from the federal level to health facilities. The system has built-in modules on forecasting and supply planning, inventory management, consumption reporting, business intelligence tools, automatic email and SMS alerts. Using these features, policy-makers and health managers annually forecast needs, and procure contraceptives accordingly. AIMS: The objective of this research was to understand the existing technological platforms for family planning (FP) supply chain data visibility and the potential impact on contraceptive commodity security. METHODS: The authors reviewed available published and grey literature papers on contraceptives and supplies in Pakistan. We extracted data from the cLMIS, evaluated indicators including reporting compliance, reported stock-out rates, and contraceptive performance. The analysis was validated by reviewing supply chain and FP indicators, such as average monthly consumption, months of stock, and couple years of protection. RESULTS: The cLMIS has resulted in improved distribution, early warning and accountability at the lowest tiers in the FP supply chain in the public sector. At the facility level, FP commodity availability increased from 40% in 2009 to 84% in 2018. CONCLUSION: Contraceptive supply chain has seen significant growth over the past decade to meet expanding reproductive health evidence to inform strategic decisions; cLMIS is a prime contributor to improvements registered in FP stock availability at public sector facilities.

BACKGROUND: Logistics management information system enables the users to gain the right data, in the right quantity, in the right quality, at the right time, to the right place, and for the right cost. Without a logistics management information system, programs inevitably waste valuable resources. METHODS: A facility-based descriptive cross-sectional study supplemented with a qualitative method was conducted in selected public health facilities of East Gojjam zone from March 21 to April 23, 2018. Twenty health facilities (15 health centers and 5 hospitals) were included in the study, and we selected randomly health facilities in proportion to their size. Data collectors were collected quantitative data through a physical count and document review. Key informants were selected using the purposive sampling technique and one of the researchers conducted an in-depth interview. Semi-structured questionnaires and observational checklists were used to collect relevant data. Quantifiable data entered EpiData software version 3.1 and exported to SPSS version 20 for analysis. The qualitative data were analyzed using a thematic analysis method. RESULTS: The result showed that the availability and utilization of bin card records and report and requisition reports were 20 (100%). Out of 640 bin card records reviewed, 408 (63.8%) had accurate data ranged from 40 to 100% at hospitals and 20 to 86.6% at health centers. Likewise, 1089 (61.9%) of report and requisition form reports data were accurate ranged from 31 to 100% that 49 (89%) were complete and 51 (92.7%) were timely reported with health facilities reporting rate of 55 (91.7%). Poor facility setup and lack of organizational supports identified as principal bottlenecks of logistics management information system performance. CONCLUSION: The data accuracy of bin card records and report and requisition form reports were under an ideal condition while others were promising. The average data accuracy of bin card records of anti-malaria drugs was the highest with the lowest accurate report, and there is a need for improvement in data quality, organizational support, and facility setups.

BACKGROUND: Proper logistics management information system in the supply chain improves health outcomes by maintaining accurate and timely information. The purpose of this study was to determine program drugs logistics management information system performance in public health facilities of East Wollega Zone, Oromia Regional State. METHODS: A facility-based descriptive cross-sectional study design complemented with a qualitative method was conducted from April 01 to May 30, 2017. The quantitative data were gathered through reviewing logistics tools, a physical count of the selected program drugs, and interview of the pharmacy staffs. The evaluation of data quality was done on 134 RRFs and 805 bin-cards. A statistical package for social science version 20 was used to analyze the quantitative data. A chi-square test was performed to determine the association between dependent and independent variables. For the qualitative method, 11 face to face in-depth interviews were carried out, and the data were analyzed using thematic analysis technique. RESULTS: Twenty three selected public health facilities were included in the study of which 39% of them had an automated recording system. Concerning the data quality, 65% of RRFs and 79.1% of bin-cards were accurately filled, and 97.8% of the reports were found to be complete. Sixty-nine percent of the facilities had timely submitted their report to the higher level and the reporting rate of the facilities was determined to be 97%. A significant association was observed between RRF data accuracy and type of profession, X2 (4, N = 134) =35.0, P = 0.040, trainings, X2 (2, N = 134) =37.12, P = 0.001, e-LMIS, X2 (2, N = 134) = 38.67, P = 0.03, educational status, X2 (2,N = 134) = 90.38, P = 0.012, & supervision, X2 (2, N = 134) = 94.03,P < 0.001. Shortage of skilled human resources and poor commitment of the staffs were identified to be the major bottlenecks of logistics management information system performances. CONCLUSIONS: The facilities' report submission rates were promising yet the quality of the reports need improvement. Poor data quality was more likely because of weak supportive supervision and the information system being managed by non-pharmacy professionals.

BACKGROUND: Ensuring malaria commodity availability at health facilities is a cornerstone of malaria control. Since 2013, the Guinea National Malaria Control Programme has been routinely collecting data on stock levels of key malaria commodities through a monthly routine malaria information system (RMIS). In parallel, biannual end-user verification (EUV) surveys have also assessed malaria commodity availability at a subset of health facilities, potentially representing a duplication of efforts. METHODS: Data on 12 malaria commodity stock levels verified during four EUV surveys conducted between 2014 and 2016 was compared to data for the corresponding months submitted by the same health facilities through the RMIS. The sensitivity and specificity of the RMIS in detecting stock-outs was calculated, as was the percent difference between average stock levels reported through the two systems. RESULTS: Of the 171 health facilities visited during the four EUV surveys, 129 (75%) had data available in the RMIS. Of 351 commodity stock-outs observed during the EUV in the sampled reporting health facilities, 256 (73%) were also signaled through the corresponding RMIS reports. When the presence of malaria commodity stocks was confirmed during the EUV surveys, the RMIS also reported available stock 87% (677/775) of the time. For all commodities, the median percent difference in average stock levels between the EUV and RMIS was 4% (interquartile range - 7 to 27%). CONCLUSION: The concordance between stock levels reported through the RMIS and those verified during the EUV visits provides certain evidence that RMIS data can inform quantification and procurement decisions. However, lower than acceptable rates of reporting and incomplete detection of stock-outs from facilities that do report suggest that further systems strengthening is needed to improve RMIS reporting completeness and data quality.

ABSTRACT

Data in this article describes logistics management on construction sites in Abuja, Nigeria. Data was elicited from 55 construction professionals comprising of Architects, Builders, Civil Engineers, Project Managers and Quantity Surveyors. The Data set in this study consists of responses on: factors affecting material purchase on construction sites, factors affecting accuracy of material delivery, challenges encountered during material delivery, benefits of material delivery on construction sites and methods of forecasting material demand on construction sites. This article provides insight into logistics management on construction sites in Nigeria and it can be a useful guide for similar research in other contexts.
