ABSTRACT

Under the current universal trend towards larger grant sizes in research funding systems, we focus on how large of a grant size is appropriate. We study the directional returns to scale (RTS) to assess whether current grant sizes are the most productive. We take the General Program of the National Natural Science Foundation of China (NSFC) as an example and select three samples of physics, geography and management for an empirical study. We find that the optimal input direction and the most productive grant size scale is different for the three disciplines; based on the current grant size, physics should not expand the grant size and team size input, geography should further increase the grant size to improve performance and management should further expand the team size rather than the grant size. In this paper, we demonstrate a new method to calculate the optimal direction, which is the lowest rate of congestion, according to the characteristics of the General Program. Based on these results, we also calculate the most productive scale size. This method has certain value for project management.

ABSTRACT

We investigate the interdisciplinarity of mathematics based on an analysis of projects sponsored by the NSFC (National Natural Science Foundation of China). The motivation of this study lies in obtaining an efficient method to quantify the research interdisciplinarities, revealing the research interdisciplinarity patterns of mathematics discipline, giving insights for mathematics scholars to improve their research, and providing empirical supports for policy making. Our data set includes 6147 NSFC-sponsored projects implemented by 3225 mathematics professors in 177 Chinese universities with established mathematics departments. We propose the weighted-mean DIRD (diversity of individual research disciplines) to quantify interdisciplinarity. In addition, we introduce the matrix computation method, discover several properties of such a matrix, and make the computation cost significantly lower than the bitwise computation method. Finally, we develop an automatic DIRD computing system. The results indicate that mathematics professors at top normal universities in China exhibit strong interdisciplinarity; mathematics professors are most likely to conduct interdisciplinary research involving information science (research department), computer science (research area), computer application technology (research field), and power system bifurcation and chaos (research direction).

We summarized proposals submitted and funded in the discipline of microbiology of the Department of Life Sciences of National Natural Science Foundation of China in 2016. The traits and concerns in different sub-disciplines as well as distinctive funding programs were addressed, and the prior funding fields were prospected. The information may provide references for researchers who apply funding at the discipline of microbiology.

ABSTRACT

OBJECTIVE: To analyze the projects on the infectious disease epidemiology sponsored by the National Natural Science Foundation of China (NSFC), explore the hotspot and development trend, and offer a reference for researchers in this field. METHODS: Based on the NSFC database, the projects on the infectious disease epidemiology (H2609) sponsored from 1987 to 2014 were analyzed. The changes of fund numbers, amounts and research fields were described. RESULTS: During the study period, NSFC sponsored 373 projects, including 228 general projects (61.1%), 78 youth projects (20.9%) and 67 other projects (18.0%). The average amount of the grant was 358.2 thousand Yuan (20 thousand-8 million). The main sponsored research fields were mechanisms of pathogen and immunity (36.2%) and population-based epidemiological studies (33.0%). The top three diseases were hepatitis, HIV/AIDS and tuberculosis. CONCLUSIONS: The amount of funding on researches of infectious disease epidemiology has increased continuously, which has played an important role in training scientific talents in the field of prevention and control of infectious diseases.

ABSTRACT

This paper analyzes the distribution of the Subsidiary Fund for Scientific Research, a predecessor to the Grant-in-Aid for Scientific Research (KAKENHI), which operated in Japan from the 1930s to 1950s. It reveals that the Japanese government maintained this wide-ranging promotion system since its establishment during the war until well into the postwar period. Previous studies insist that, at the end of the war, the Japanese government generally only funded the research that it considered immediately and practically useful. In contrast to this general perception, my analysis illustrates that both before and after the war, funding was allotted to four research areas: natural science, engineering, agriculture, and medicine. In order to illuminate this continuity, I compare the Subsidiary Fund with another research fund existing from 1933 to 1947: the Grant of the Japan Society for the Promotion of Science (JSPS). The comparison demonstrates that the JSPS received externally raised capital from the military and munitions companies. However, while this group focused upon engineering and military-related research as the war dragged on, the Subsidiary Fund has consistently entrusted scientists with the authority to decide the allocation of financial support.

ABSTRACT

The overall situation of projects of ethnomedicine and ethnopharmacology funded by the National Natural Science Foundation of China (NSFC) since 2008 has been presented in this paper. The main source of characteristics and innovation of the funded projects were summarized, which may come from several aspects, such as the ethnomedical theories, the dominant diseases of ethnomedicine, special diseases in ethnic minorities inhabited areas, unique ethnomedical therapy, special methods for applying medication, endemic medicinal materials in ethnic minorities inhabited areas, same medicinal materials with different applications. Examples have been provided to give references to the applicants in the fields of ethnomedicine and ethnopharmacology.

ABSTRACT

The Global Strategy for Plant Conservation (GSPC) was the first such effort under the Convention on Biological Diversity (CBD), and had gone through a 3-year process to reach the level of maturity that enabled it to be approved by consensus by all Governments present at the key session in The Hague in April 2002. It provided a model for subsequent CBD workplans, with targets, and undoubtedly contributed to the 2010 target of reducing the rate of biodiversity loss. In the event, few of the targets were achieved, because of numerous constraints at both policy and implementation levels. Even so, the GSPC stands as an important milestone in the global effort to conserve biodiversity. However, few plant scientists can be satisfied that the essential steps are being taken to ensure the conservation of plants, although, of course, plant scientists are only one part of the complex effort that will be required. This paper offers some suggestions that might be worth consideration, building on the basic principle in politics that a strong constituency is necessary to victory. In other words, although plant scientists play a crucial role, plant conservation is too important to leave in their hands alone; far broader support is required, including from the private sector, agriculture, forestry, trade, economics, tourism and even the military. Although botanical science provides a solid foundation, other branches of science are also important, ranging from anthropology to zoology. The legal profession also has important contributions to make (as well as the ability to hamper progress ­ for example through using issues such as access and benefit sharing to limit the exchange of genetic materials for even noncommercial use). 2010 was the United Nations Year of Biodiversity, and the GSPC targets reached their due date. It therefore seems timely to add some additional perspectives to the effort to update the GSPC. This paper suggests ways to reach a far broader constituency, provides tools to those who are expected to achieve the targets, and suggests ways to build a strong international constituency to conserve the world's botanical wealth.
