RESUMEN

Discussions on African responses to Covid-19 have focused on the state and its international backers. Far less is known about a wider range of public authorities, including chiefs, humanitarians, criminal gangs, and armed groups. This paper investigates how the pandemic provided opportunities for claims to and contests over power in Uganda, the Democratic Republic of the Congo, and South Sudan. Ethnographic research is used to contend that local forms of public authority can be akin to miniature sovereigns, able to interpret dictates, policies, and advice as required. Alongside coping with existing complex protracted emergencies, many try to advance their own agendas and secure benefits. Those they seek to govern, though, do not passively accept the new normal, instead often challenging those in positions of influence. This paper assesses which of these actions and reactions will have lasting effects on local notions of statehood and argues for a public authorities lens in times of crisis.

The failure of food security and livelihood interventions to adapt to conflict settings remains a key challenge in humanitarian responses to protracted crises. This paper proposes a social capital analysis to address this policy gap, adding a political economy dimension on food security and conflict to the actor-based livelihood framework. A case study of three hillsides in north Burundi provides an ethnographic basis for this hypothesis. While relying on a theoretical framework in which different combinations of social capital (bonding, bridging, and linking) account for a diverse range of outcomes, the findings offer empirical insights into how social capital portfolios adapt to a protracted crisis. It is argued that these social capital adaptations have the effect of changing livelihood policies, institutions, and processes (PIPs), and clarify the impact of the distribution of power and powerlessness on food security issues. In addition, they represent a solid way of integrating political economy concerns into the livelihood framework.

This paper examines the impact of the presence of international humanitarian organisations on local urban transformation processes in the city of Goma, Democratic Republic of the Congo (DRC). Rather than evaluating the direct effects of humanitarian interventions and strategies, it focuses on the indirect but profound effects of the presence of this 'humanitarian sector'. It argues that the international humanitarian presence became a significant factor in the recent shaping and reshaping of the city's profile and has reinforced competition over the urban political and socioeconomic space. The paper evaluates the direct and indirect impact of the international humanitarian presence on the local urban economy and the larger political economy of war in eastern DRC. It analyses how this presence has reinforced processes of spatial reconfiguration, how it has influenced urban planning, and how it has affected dynamics of gentrification and marginalisation on the urban spatial level.
