One Health-a holistic approach to health that brings the moral status of animals and environments into consideration-is understood as a "professional imperative," a value-laden obligation that flows from the scope and objectives of professional roles. In this article, antimicrobial resistance provides a case study to demonstrate the fruitfulness of public health and bioethics collaborations by applying One Health key concepts of interconnection and interdependence. Moving toward an ethics of One Health requires a more nuanced analysis of ecological relationships, including humans' connections to other species as hosts, vectors, domestic companions, meat-eaters' food, and farmers' livelihood.

Permanent contraception is the most used method of contraception among women aged 15-49 years and is one of the most straightforward surgical procedures an obstetrician-gynecologist can perform. At the same time, this therapeutic option is enormously complex when considered from a historical, sociological, or ethical perspective. This Committee Statement reviews ethical issues related to permanent contraception using a reproductive justice framework. Ethical counseling and shared decision making for permanent contraception should adopt a nonjudgmental, patient-centered approach, using up-to-date information about permanent contraception procedures and alternatives. Obstetrician-gynecologists should strive to avoid bringing into the clinical encounter biases around gender, race, age, and class that affect thoughts on who should or should not become a parent. Obstetrician-gynecologists should also ensure that permanent contraception requests reflect each patient's wishes, come from a desire to permanently end childbearing, and come from a preference for permanent contraception over all reversible methods as well as permanent contraception for the male partner. When difficulties in meeting a postpartum permanent contraception request are anticipated and permanent contraception is desired by the patient, transfer of care for the remainder of pregnancy should be offered. ACOG recognizes the right of all patients to unimpeded access to permanent contraception as a way of ensuring health equity, but it is unclear how to craft policies that protect from coercion but also do not create barriers to autonomously desired care. Determining the ethical balance between access and safeguards will require a collaborative interdisciplinary approach that involves a variety of stakeholders with varying perspectives.

The pandemic significantly raised the stakes for the translation of bioethics insights into policy. The novelty, range and sheer quantity of the ethical problems that needed to be addressed urgently within public policy were unprecedented and required high-bandwidth two-way transfer of insights between academic bioethics and policy. Countries such as the United Kingdom, which do not have a National Ethics Committee, faced particular challenges in how to facilitate this. This paper takes as a case study the brief career of the Ethics Advisory Board (EAB) for the NHS Covid-19 App, which shows both the difficulty and the political complexity of policy-relevant bioethics in a pandemic and how this was exacerbated by the transience and informality of the structures through which ethics advice was delivered. It analyses how and why, after EAB's demise, the Westminster government increasingly sought to either take its ethics advice in private or to evade ethical scrutiny of its policies altogether. In reflecting on EAB, and these later ethics advice contexts, the article provides a novel framework for analysing ethics advice within democracies, defining four idealised stances: the pure ethicist, the advocate, the ethics arbiter and the critical friend.

Population policy has taken two divergent trajectories. In the developing part of the world, controlling population growth has been a major tune of the debate more than a half-century ago. In the more developed part of the world, an inverse pattern results in the discussion over the facilitation of population growth. The ethical debates on population policy have primarily focused on the former and ignored the latter. This paper proposes a more comprehensive account that justifies states' population policy interventions. We first consider the reasons that support pro-natalist policies to enhance fertility rates and argue that these policies are ethically problematic. We then establish an ethics of population policy grounded on account of self-sustaining the body politic, which consists of four criteria: survival, replacement, accountability, and solidarity. We discuss the implications of this account regarding birth-control and pro-natalist policies, as well as non-procreative policies such as immigration, adoption, and unintended baby-saving strategies.

Liminal periods of disaster solidarity in the aftermath of disaster are a common experience of many survivors. These periods have a specifically ethical component in that people spontaneously engage in collective, altruistic action and magnanimously expand their ethical focus beyond normative social distinctions and hierarchies. Inevitably, however, such solidarity seems to wane, and people return to pre-disaster patterns of interaction. Nevertheless, some individuals move beyond opportune acts of assistance to more extensive reorganisations of their lives during the recovery period and reshape their ethical commitments in new and durable directions. These individuals help make visible marginalised 'others' and draw collaborators to share new ethical visions. Based on observational and interview data collected after Hurricane María (2017) in a mountainous Puerto Rican municipality and employing the framework of virtue ethics, this paper examines the differential effects of disaster solidarity on survivors' ethical responses and the different contributions these make to society.

Resumo O objetivo deste artigo é verificar como o ensino de ética/bioética está inserido nas grades curriculares dos programas de pós-graduação stricto sensu na área medicina III, conforme classificação da Coordenação de Aperfeiçoamento de Pessoal de Nível Superior, nas regiões Norte e Nordeste. Trata-se de estudo documental, descritivo e exploratório, de natureza qualiquantitativa. Utilizou-se a Plataforma Sucupira para buscar as seguintes informações sobre os programas: estado, instituição, nome do programa, categoria (acadêmico/profissional), nota, obrigatoriedade e nome da disciplina, carga horária e site do programa. Foram encontrados nove programas na área medicina III, sobretudo mestrados profissionais, e a maioria deles oferece disciplinas ligadas a ética como obrigatórias. Verificou-se que disciplinas ligadas a ética/ bioética estão presentes em todos os programas, embora com diferentes cargas horárias. São necessários estudos futuros que investiguem as abordagens metodológicas para ensino de ética nos cursos da área.


Abstract The objective of this article is to examine how ethics/bioethics teaching is included in the curricula of stricto sensu graduate programs in the field of medicine III, according to the classification of the Coordination for the Improvement of Higher Education Personnel, in the North and Northeast regions of Brazil. This is a documentary, descriptive and exploratory study, of a qualitative and quantitative nature. The Sucupira Platform was used to search for the following information about the programs: state, institution, name of the program, category (academic/professional), score, compulsoriness and name of the course, workload and website of the program. We found nine programs in the field of medicine III, mainly professional master's degree programs, most of which offer ethics-related courses as compulsory courses. We found that ethics/ bioethics-related courses are present in all programs, although with different workloads. Further studies are necessary in order to research the methodological approaches to ethics teaching in programs in the field.


Resumen El objetivo de este artículo es comprobar la manera en que se incluye la enseñanza de la ética/bioética en los planes de estudio de los programas de posgrado stricto sensu en el campo de la medicina III, según la clasificación de la Coordinación de Perfeccionamiento de Personal de Nivel Superior, en las regiones Norte y Nordeste. Se trata de un estudio documental, descriptivo y exploratorio, de carácter cualicuantitativo. Se utilizó la Plataforma Sucupira para buscar la siguiente información sobre los programas: estado, institución, nombre del programa, categoría (académico/profesional), nota, obligatoriedad y nombre de la asignatura, horas lectivas y página web del programa. Se encontraron nueve programas en el campo de medicina III, sobre todo de másteres profesionales, y la mayoría ofrece asignaturas relacionadas con la ética con carácter obligatorio. Se constató que las asignaturas relacionadas con la ética/bioética están presentes en todos los programas, aunque con diferentes horas lectivas. Se requieren estudios futuros para investigar los enfoques metodológicos para la enseñanza de la ética en cursos de este ámbito.

La gouvernance éthique de la recherche nécessite l’existence d’un organisme national (ou infranational, le cas échéant, selon la structure administrative du pays) chargé de superviser les comités d’éthique de la recherche (CER) qui évaluent et suivent les travaux de recherche impliquant des participants humains. Cette surveillance inclut l’accréditation des CER, qui autorise leur fonctionnement dans les juridictions correspondantes. Cet outil a pour objectif de faciliter l’accréditation des CER et garantir sa mise en œuvre dans le respect des normes éthiques internationales.

Para uma governança ética da pesquisa, é preciso que haja um órgão nacional (ou subnacional, se for o caso, de acordo com a constituição do país) encarregado de supervisionar os comitês de ética em pesquisa (CEP) que revisam e monitoram pesquisas com seres humanos. Tal supervisão inclui o credenciamento dos CEP, autorizando-os a funcionarem nas jurisdições correspondentes. Esta ferramenta visa facilitar o credenciamento dos CEP e garantir que o processo seja realizado de acordo com as normas internacionais de ética.

Este artigo analisa os desafios e estratégias de atuação de psicólogas(os) nos Centros de Referência Especializados de Assistência Social (CREAS) do norte de Minas Gerais durante a pandemia de covid-19. Trata-se de um estudo descritivo, quanti-qualitativo, de corte transversal e com análise de conteúdo e estatística para a interpretação de dados primários e meio de questionário eletrônico, emergiram os seguintes eixos temáticos: (a) Perfil sociodemográfico das(os) trabalhadoras(es); (b) Medidas de prevenção à contaminação para quem? Impactos da pandemia na práxis da psicologia no CREAS; (c) Chegada das demandas no CREAS; e (d) Tenuidade entre as potencialidades e vicissitudes do uso das tecnologias digitais. Observou-se que a inserção das(os) trabalhadoras(es) nos CREAS é marcada por contratos temporários, altas jornadas de trabalho e baixa remuneração. Além disso, com a pandemia de covid-19, têm enfrentado obstáculos como a falta de equipamentos de proteção individual (EPI) e de prevenção ao vírus. A chegada de demandas aos CREAS também foi afetada pela pandemia, como apontam as análises estatísticas dos registros mensais de atendimento dos municípios. As tecnologias digitais se configuraram como a principal estratégia adotada no ambiente de trabalho dos CREAS. Conclui-se que, se por um lado, a pandemia engendrou e acentuou obstáculos para a práxis da psicologia; por outro, a imprevisibilidade desse cenário e a potência da psicologia norte-mineira possibilitaram diversas estratégias para assistir os usuários.(AU)


This article analyses the challenges and strategies over the psychologists activity at the Specialized Reference Centers for Social Assistance (CREAS), from the north of the state of Minas Gerais during the COVID-19 pandemic. It is a descriptive, quantitative-qualitative study on content and statistics analysis for interpretation of primary and secondary data, with 19 psychologists participating. From interviews made with electronic questionnaires, the following theatrical axes emerged: (a) Social demographic profile of workers; (b) Prevention measures over contamination directed to which public? The impacts of the pandemic over the practice of psychology at CREAS; (c) Demand reception at CREAS; and (d) Tenuity between potentialities and vicissitudes of the use of digital technologies. The workers insertion at CREAS is notably marked by transitory working contracts, long labor journeys, and low wages. Furthermore, the COVID-19 pandemic is causing hindrances such as the lack of personal protection equipment (PPE) and virus prevention. The demands received by CREAS were also affected by the pandemic, as shown in the statistics analysis from monthly county treatment records. The digital technologies were the main strategy enforced by the working environment at CREAS. In conclusion, if on the one hand, the pandemic produced and increased obstacles for the practice of Psychology, on the other hand, the unpredictability of this scenery and the capacity of the psychology of the north of Minas Gerais enabled diverse strategies to attend the users.(AU)


Este artículo analiza los desafíos y las estrategias en la actuación de psicólogas(os) en los Centros de Referencia Especializados de Asistencia Social (CREAS) del norte de Minas Gerais (Brasil) durante la pandemia de la COVID-19. Se trata de un estudio descriptivo, cualicuantitativo, de cohorte transversal, con análisis de contenido y estadísticas para la interpretación de datos primarios y secundarios, en el cual participaron 19 psicólogas(os). De las entrevistas en un cuestionario electrónico surgieron los siguientes ejes temáticos: (a) perfil sociodemográfico de los(as) trabajadores(as); (b) medidas de prevención de la contaminación ¿para quién? Impactos de la pandemia en la praxis de la psicología en CREAS; (c) la llegada de demandas a CREAS y; (d) la tenuidad entre las potencialidades y vicisitudes del uso de tecnologías digitales. Se observó que la inserción de las(os) trabajadoras(es) en el CREAS está marcada por contratos laborales temporales, largas jornadas y baja remuneración. Además, con la pandemia de la COVID-19, se han enfrentado a obstáculos como la falta de equipo de protección personal (EPP) y prevención del virus. La llegada de demandas al CREAS también se vio afectada por la pandemia, como lo demuestran los análisis estadísticos de los registros mensuales de atención de los municipios. Las tecnologías digitales se han convertido en la principal estrategia adoptada en el entorno laboral de los CREAS. Se concluye que si, por un lado, la pandemia engendró y acentuó obstáculos a la praxis de la Psicología, por otro, la imprevisibilidad de este escenario y el poder de la Psicología en el norte de Minas Gerais posibilitaron varias estrategias para asistir a los usuarios.(AU)
