RESUMO

In this study, a two-stage data envelopment analysis approach is developed to examine resource allocation in a real-world carbon emissions trading system. First, this study focuses on the actual participation process of incorporated units in the trading system, where incorporated units will be allocated with a carbon emission quota. Second, we propose a research structure for the carbon trading process with two stages. The first stage is to identify congestion, and the second stage is to trade among the units. We make a sensitivity analysis by considering restrictive parameters on the initial carbon emission quota. Then, we expand the research with a target-setting model that retains production technology from the previous year to set the target output for the following year. The congestion and the trading amount for each unit could be determined in advance. Furthermore, these results are able to anticipate the trading situation and provide valuable recommendations for the production and trading of the analyzed units. Finally, the proposed approach is applied to analyze 13 cities in Hubei Province to investigate their congestion and trading conditions.

RESUMO

Improving environmental efficiency of thermal power plants is a crucial way to realize green and sustainable development. This paper investigates environmental efficiency of thermal power plants in China in 2011, 2013, and 2015 by conceptualizing a modified super-efficiency slacks-based measure with materials balance principle (MBP), which also eliminates the infeasibility in Malmquist-Luenberger index (MLI). An improved MLI is proposed based on the new efficiency measure. The results show that (1) the thermal power plants in most provinces have high environmental efficiency and productivity. (2) The improvement of productivity mainly originates from technical progress. This study provides a new perspective for environmental efficiency measurement on thermal power plants and advances related studies by (1) considering the first law of thermodynamics and introducing MBP in measuring environmental efficiency of thermal power plants and (2) defining a new MLI that captures the efficiency change and technical change in a super-efficiency framework. The thermal power plants in China can improve their environmental performance based on the results of current study.

To address the situation where the complete consistency is unnecessary, a stepwise optimization model-based method for testing the acceptably additive consistency (AAC) of hesitant fuzzy preference relations (HFPRs) is introduced. Then, an AAC concept for HFPRs is defined. Meanwhile, incomplete HFPRs (iHFPRs) are discussed and a series of optimization models to acquire complete HFPRs is constructed. If the consistency is unacceptable, an optimization model for revising unacceptably consistent HFPRs under the conditions of the AAC and maximizing the ordinal consistency (OC) is offered. Subsequently, a model for minimizing the number of adjusted variables is presented. Considering the weighting information and the consensus for group decision making (GDM), the weights of fuzzy preference relations (FPRs) obtained from each individual HFPR and the decision makers (DMs) are determined using the distance measure. With regard to the consensus, two models for reaching the consensus requirement and minimizing the amount of revised variables are separately constructed, which are both based on the analysis of maximizing the OC. Furthermore, the thresholds of the additive consistency and the consensus are studied using the Monte Carlo simulation method. A GDM algorithm with HFPRs is offered. Finally, an example and comparison are provided to show the efficiency of the new procedure.

The seawater intrusion in the Dagu River Basin, China, has attracted intensive attention from the government and scholars. Increasing data have become available with the development of data acquisition technology. This situation brings unprecedented opportunities and challenges to the hydrochemical evolution analysis and improvement of seawater intrusion. The hydrochemical evolution process of groundwater is studied on the basis of our collected data in the Dagu River Basin by using mathematical statistics, end-element mixing, Durov, and Gibbs. The negative influencing factors of the groundwater environment are determined. Results show that the groundwater on the north side of the cutoff wall is mainly affected by residual saltwater, sulfuric acid leakage, and NO- 3 pollution. The groundwater on the south side of the cutoff wall is seriously affected by seawater invasion, followed by NO- 3 pollution. Meanwhile, the groundwater on the west bank of the Dagu River Basin is mainly affected by NO- 3 pollution. The groundwater on the north side of the cutoff wall must be discharged on a large scale for its improvement. Meanwhile, unpolluted water is recharged to renew the groundwater resources. Groundwater exploitation should be reduced, and the exploitation area should be dispersed to mitigate seawater intrusion and increase the recharge of the groundwater resources. NO- 3 pollution mainly comes from the sowing of chemical fertilizers and pesticides and domestic waste. Therefore, we should reduce the use of pesticides and fertilizers to control the generation, storage, and treatment of domestic pollutants strictly.

This paper develops two-stage inverse data envelopment analysis models with undesirable outputs to formulate resource plans for 16 Chinese listed commercial banks whose outputs are increased and overall efficiency is kept unchanged in the short term. We use these models to meet three different output targets, namely, increasing both the desirable and undesirable outputs by the same percentage, increasing these outputs by different percentages, and increasing only the desirable outputs while keeping the undesirable outputs unchanged. We find that operation cost and interest expense are more flexible than labor in the adjustment process and that deposits have no obvious law of change. The findings of this work provide some suggestions for bank managers.

Increased environmental pollution and energy consumption caused by the country's rapid development has raised considerable public concern, and has become the focus of the government and public. This study employs the super-efficiency slack-based model-data envelopment analysis (SBM-DEA) to measure the total factor energy efficiency of 30 provinces in China. The estimation model for the spatial interaction intensity of regional total factor energy efficiency is based on Wilson's maximum entropy model. The model is used to analyze the factors that affect the potential value of total factor energy efficiency using spatial dynamic panel data for 30 provinces during 2000-2014. The study found that there are differences and spatial correlations of energy efficiency among provinces and regions in China. The energy efficiency in the eastern, central, and western regions fluctuated significantly, and was mainly because of significant energy efficiency impacts on influences of industrial structure, energy intensity, and technological progress. This research is of great significance to China's energy efficiency and regional coordinated development.
