RESUMO

Kettleman City, California, reported a higher than expected number of birth defect cases between 2007 and 2010, raising the concern of community and government agencies. A pesticide exposure evaluation was conducted as part of a complete assessment of community chemical exposure. Nineteen pesticides that potentially cause birth defects were investigated. The Industrial Source Complex Short-Term Model Version 3 (ISCST3) was used to estimate off-site air concentrations associated with pesticide applications within 8 km of the community from late 2006 to 2009. The health screening levels were designed to indicate potential health effects and used for preliminary health evaluations of estimated air concentrations. A tiered approach was conducted. The first tier modeled simple, hypothetical worst-case situations for each of 19 pesticides. The second tier modeled specific applications of the pesticides with estimated concentrations exceeding health screening levels in the first tier. The pesticide use report database of the California Department of Pesticide Regulation provided application information. Weather input data were summarized from the measurements of a local weather station in the California Irrigation Management Information System. The ISCST3 modeling results showed that during the target period, only two application days of one pesticide (methyl isothiocyanate) produced air concentration estimates above the health screening level for developmental effects at the boundary of Kettleman City. These results suggest that the likelihood of birth defects caused by pesticide exposure was low.

The California Department of Pesticide Regulation initiated regulations on pesticide use in 1989 to mitigate groundwater contamination by atrazine [6-chloro--ethyl-'-(1-methylethyl)-1,3,5-triazine-2,4-diamine] and subsequently for simazine (6-chloro-,'-diethyl-1,3,5-triazine-2,4-diamine), diuron ['-(3,4-dichlorophenyl)-,-dimethylurea], bromacil [5-bromo-6-methyl-3-(1-methylpropyl)-2,4(1,3)-pyrimidinedione], and norflurazon [4-chloro-5-(methylamino)-2-[3-(trifluoromethyl)phenyl]-3(2)-pyridazinone]. Annual water samples from 2000 to 2012 were obtained from domestic wells in Fresno and Tulare counties in regulated areas designated either as leaching groundwater protection areas (GWPAs), where residues move downward in percolating water, or runoff GWPAs, where residues move offsite in rain or irrigation runoff water to sensitive sites such drainage wells. Concentrations decreased below the reporting limit, so maximum likelihood estimation methodology for left-censored data was used. Decreasing trends in concentration were measured in both GWPA designations for simazine, its breakdown products desisopropyl atrazine (ACET, 2-amino-4-chloro-6-ethylamino--triazine) and diamino chlorotriazine (DACT, 2,4-diamino-6-chloro--triazine), and diuron. Bromacil crop use was predominant in runoff GWPAs, where decreases over time were also measured. In contrast, increased trends were observed for norflurazon and its breakdown product desmethyl norflurazon [DMN, 4-chloro-5(amino)-2-(α,α,α trifluorometa-tolyl] in runoff GWPAs. Use of simazine, diuron, and bromacil was regulated before norflurazon, so patterns of detection represent a shift to use of unregulated products. For NO, 22 of 67 wells indicated linear decreases in concentration coinciding with decreases in pesticide residues in those wells. Concentration of ACET, DACT, diuron, and NO in well water was two to five times greater when located in runoff GWPAs. Greater amounts of herbicide were applied to crops grown in runoff GWPAs, but high concentrations in runoff water entering ponds or drainage wells could also be a factor for increased well water concentration. Initial regulatory measures appear to have been effective in reducing groundwater concentrations, but continued monitoring is needed to evaluate changes made to the regulatory approach in 2004.

OBJECTIVES: To evaluate illnesses resulting from community exposure to chloropicrin on October 5, 2005, in the agricultural community of Salinas, California. METHODS: A cross-sectional interview survey was conducted of 142 households downwind from the application site in neighborhoods that were sources of emergency calls. A total of 439 residents of the 142 households in affected neighborhoods and 1 emergency responder were interviewed. The authors assessed exposure to chloropicrin resulting from the application using a public domain air pollution dispersion model, the Industrial Source Complex 3 (ISC3). RESULTS: A total of 440 subjects were represented in the interviews, including 324 (73.6%) who reported symptoms possibly or probably related to chloropicrin exposure. Ocular symptoms were present in 302 (93.2%) of the symptomatic cases. Nonocular (usually systemic or respiratory) symptoms occurred in 170 cases (52.5%), but occurred significantly more frequently in residents who lived within 0.46 miles of the application site. Air-modeling showed a plume of chloropicrin in the affected neighborhoods, with estimated 1-h TWA (time-weighted average) air concentrations between 0.15 and 0.025 ppm. CONCLUSIONS: Ocular, respiratory, and systemic symptoms on the evening of October 5, 2005, corresponded to a plume of chloropicrin, with estimated concentrations as high as 0.15 ppm, in the community of Salinas, California. Cases occurred between 0.36 and 2.89 miles from the application site. Use of irritant agricultural fumigants near residential neighborhoods can produce a risk of illness for distances more than 2 miles from the site of application. Air modeling is useful for evaluating the relationship between possible exposures and community symptoms.

With limitations imposed on the use of methyl bromide by international treaty, use of metam-sodium, chloropicrin, and other fumigants have increased; this increase has been accompanied by multiple community illness episodes. In this review we address the California experience of direct or indirect exposures to chloropicrin, after use of this fumigant as an active ingredient in agricultural pest control, from the years 1992-2003. The best available toxicology data demonstrate that, for brief exposures (5-30 sec), eye irritation (or at least "chemesthesis"--detection of exposure by the eye) occurred in 50% of volunteer subjects exposed to 700 ppb of chloropicrin. Of 62 subjects tested, 10-15% (depending upon the site of exposure) failed to detect 1200 ppb of chloropicrin (the highest concentrations tested). For exposures lasting 20 min, the minimum concentration detectable by 50% of the subjects was 75 ppb; the no-observed-effect-level (NOEL) for eye irritation was 50 ppb. Exposures for 1 hr, at 100 and 150 ppb, produced subjective eye irritation in most subjects. Using a standard tenfold uncertainty factor (Extoxnet 2006), an estimated NOEL for a 1-hr exposure to chloropicrin (calculated from the 100 ppb lowest-observed-effect-level) would be 10 ppb. The few monitoring studies conducted for agricultural use of chloropicrin demonstrate that the most sensitive effect to chloropicrin exposure is sensory irritation. The use of chloropicrin for field fumigation presents a difficult problem, both because of the extreme degree to which it is irritating, and because of the very low concentrations that cause such irritation. The cases summarized in this report, especially those resulting from applications that adhere to label and permit standards, suggest that additional mitigation measures are needed to minimize off-site human exposure associated with chloropicrin applications in California. Examination of the previously discussed Pesticide Illness Surveillance Program cases revealed that conducting the applications according to label directions and local permit conditions was not always adequate to prevent off-site exposure or resultant irritation or other symptoms. This suggests that current methods of fumigant containment and/or buffer zone requirements are insufficient under some circumstances.

Metam-sodium had become the most heavily used soil fumigant in recent years as the deadline approached for methyl bromide to phase out in January 2005. After application, metam-sodium decomposes rapidly to methyl isothiocyanate (MITC), a highly toxic compound capable of killing a wide spectrum of soil-borne pests. Inhalation risk of MITC ranked high among airborne agricultural pesticides in California. Information about off-gassing intensity and percentage of emission is essential for exposure risk assessment and mitigation measures, but is limited, especially for new application methods such as drip chemigation. Air concentrations of MITC were monitored around a field treated with metam-sodium through surface drip irrigation system. The field was tarped with plastic films before the chemigation. The air concentrations at receptor locations were simulated for the period of air monitoring with the Industrial Source Complex (ISC3) Dispersion Model, and soil flux density of MITC at various periods after chemigation was estimated through a back-calculation procedure. The estimated soil flux density of MITC showed a diurnal pattern, with the daytime flux stronger than nighttime. However, the average air concentration at nighttime was higher than that at daytime. Soil flux density peaked at 4.30 microg m-2 s-1 in the first 12-h period after chemigation, then declined with time. The MITC emission percentage in the first 60-h was 2.65% of applied mass, of which 57% occurred in the first 24-h after chemigation. The study indicated that the tarped bed drip application method of metam-sodium had a relatively good control of MITC emission from soil.

OBJECTIVES: To evaluate the health effects of methyl isothiocyanate (MITC) and other byproducts resulting from the soil-incorporated (shank) application of 25,000 pounds of metam-sodium on July 8, 2002, near the community of Arvin, California. METHODS: Residents in a four-block area were interviewed regarding eye and upper respiratory irritation, non-specific systemic symptoms, and lower respiratory complaints. The distribution of cases was compared to results of Industrial Source Complex (ISC3) air dispersion modeling for the metam-sodium byproduct, methyl isothiocyanate (MITC). The 1-hour 200 ppb no-observed-effect- level (NOEL) and 800 ppb lowest-observed-effect level (LOEL) from a previous human eye irritation study were used to interpret the results of the air modeling estimates. Peak concentrations were compared to the 4-minute NOEL of 600 ppb and the LOEL of 1.9 ppm. RESULTS: Two-hundred-fifty-two cases of irritant, non-specific systemic, and respiratory symptoms were associated with the metam-sodium application. These included 178 community residents or visitors and 74 employees of a carrot packing operation located in the affected neighborhood of Arvin. The most severe reported illness occurred in a community visitor with a history of pre-existing pulmonary disease, who was hospitalized for a week with respiratory distress. ISC3 Modeling indicated 1-hour MITC concentrations in the affected community ranged from 0.8-1.0 ppm, in the range of the LOEL, with peak concentrations between 2.4 and 3.2 ppm. CONCLUSION: Estimated MITC concentrations during the episode exceeded both the 4-minute NOEL and 1-hourNOELby approximately four fold. The high concentrations of MITC present in the affected neighborhood may have been partially attributable to failure to immediately complete a required post-application water-treatment on 15 of the 100 treated acres. However, because of the limited area involved, the violation was unlikely to have accounted for the entire incident. Similar episodes may occur when metam-sodium fumigants are used adjacent to other rural communities.

BACKGROUND: A series of illnesses occurred in Earlimart, CA on November 13, 1999 following a metam-sodium sprinkler application to a potato field on the southern edge of the town. METHODS: Case information was obtained from direct interviews, from illness complaints filed with state or county agencies, or from illness reports filed by community physicians for 173 subjects. Air concentrations of the by-product methyl isothiocyanate (MITC) during the episode were estimated based upon the Industrial Source Complex Short-Term (ISC3) air dispersion model, estimates from prior metam-sodium monitoring studies, and data from weather stations in two adjoining communities. RESULTS: Weather station data indicated that the November 13th incident corresponded with a temperature inversion at approximately 5:00 p.m. and a shift in the direction of prevailing wind from northwest to southeast. On the edge of Earlimart, 1-hr time weighted average (TWA) MITC concentration estimates ranged from 0.5 to 1 ppm. Of the 173 subjects, 170 had MITC-compatible symptoms, including eye or upper respiratory irritation (77.6%), non-specific systemic symptoms (64.7%), and lower respiratory symptoms (20.0%). 78.2% were exposed within 0.5 miles of the northern edge of the treated field where average 1 hr MITC concentrations exceeded the 800 ppb ocular irritation threshold. CONCLUSIONS: ISC3 modeling is a useful means of evaluating MITC concentrations for illness episodes when industrial hygiene assessment is not possible.
