RESUMO

Identifying priority areas is an essential step in developing management strategies to reduce pesticide loads in surface water. A spatially explicit model-based approach was developed to detect priority areas for diffuse pesticide pollution at catchment scale. The method uses available datasets and considers different pesticide pathways in the environment post-application. The approach was applied in a catchment area in SE Flanders (Belgium) as a case study. Calculated risk areas were obtained using detailed landscape data and combining pesticide emissions and hydrological connectivity. The risk areas obtained were further compared with an alternative observation-based method, developed specifically for this study site that includes long-term field observations and local expert knowledge. Both methods equally classified 50% of the areas. The impact of crop rotation on the calculated risk was analysed. High-risk areas were identified and added to a cumulative map over all five years to evaluate temporal variations. The model-based approach was used for the initial identification of risk areas at the study site. The tool helps to prioritise zones and detect particular fields to target landscape mitigation measures to reduce diffuse pesticide pollution reaching surface water bodies.

The importance of semi-natural vegetation elements in the agricultural landscape is increasingly recognized because they have the potential to enhance multiple ecosystem service delivery and biodiversity. However, there is great variability in the observed effects within and between studies. Also, little is known about the simultaneous delivery of multiple ecosystem services and biodiversity because most studies focus on monitoring one service at a time and in conditions specifically suited to observe this one service. In this study, the results are presented of 1 year of monitoring of a set of parcel-level and simplistic ecosystem service and biodiversity indicators on parcels with grass strips or hedgerows. In the grass strips, an increase in soil organic carbon stock, a decrease in soil mineral nitrogen content, a different carabid species composition and a higher spider activity density were found, compared to the adjacent arable parcel. These results indicate a contribution of grass strips to climate regulation, the regulation of water quality, an increase of beta diversity and potential for pest control. Next to hedgerows, crop yield was reduced and winter wheat thousand kernel weight, soil organic carbon stock and spider activity density were increased. These indicators show an effect of the hedgerow on food production, climate regulation and potential for pest control. The study concludes that both grass strips and hedgerows have the potential to increase multiple ecosystem service delivery, but that an increase of every service is not assured and that multifunctionality is affected by management choices. Also, an improved experimental setup in order to enhance ecosystem service monitoring is suggested.

One of the major challenges facing river restoration in densely populated urban areas has been the disparity between the expectations of policy-makers and societal preferences. This study aimed to elicit public preferences and elucidate underlying sources of preference heterogeneity, using the Zenne River in central Brussels, Belgium, as a case study. A discrete choice experiment was administered to a representative sample of the Brussels population. Five attributes were specified, including water quality, ecological status, hydromorphological features of channels, recreational opportunities, and monetary cost. Our econometric analysis based on mixed logit models revealed that overall public would like to have a more natural river (open and naturalized channel, good water quality, and with rich species diversity), while achieving good water quality was the most preferred attribute. Respondents categorized as male, non-Belgian citizen, or not being a member of an environmental organization constituted an inclination to prefer the status quo. Belgian citizens showed a pronounced preference for good biodiversity, and being a member of an environmental organization could moderate the strong preference for good water quality. This study provided insights into the relative attractiveness of key attributes pertaining to river restoration, in general, and served as a useful input to the ongoing discussion concerning the future plan for the Zenne River in Brussels, specifically. Possible implications also exist for other urban river restorations in the rest of Europe, where the Water Framework Directive has become a major impetus for the expansion of freshwater ecosystem restoration from rural and peri-urban areas to densely populated urban areas. Particularly, the cultural heterogeneity of societal preferences should be tested and accounted for to compare the welfare impacts of river restoration and to facilitate benefit transfer, within and between river basins, in the Water Framework Directive implementation.

Physical activity is an important facilitator for health and wellbeing, especially for late middle-aged adults, who are more susceptible to cardiovascular diseases. Physical activity performed in green areas is supposed to be particularly beneficial, so we studied whether late middle- aged adults are more active in green areas than in non-green areas and how this is influenced by individual characteristics and the level of neighbourhood greenness. We tracked 180 late middle-aged (58 to 65 years) adults using global positioning system and accelerometer data to know whether and where they were sedentary or active. These data were combined with information on land use to obtain information on the greenness of sedentary and active hotspots. We found that late middle-aged adults are more physically active when spending more time in green areas than in non-green areas. Spending more time at home and in non-green areas was found to be associated with more sedentary behaviour. Time spent in non-green areas was found to be related to more moderate-to-vigorous physical activity (MVPA) for males and to less MVPA for females. The positive association between time spent in green areas and MVPA was the strongest for highly educated people and for those living in a green neighbourhood. This study shows that the combined use of global positioning system and accelerometer data facilitates understanding of where people are sedentary or physically active, which can help policy makers encourage activity in this age cohort.

Land use is rapidly changing and is significantly affecting ecosystem service delivery all around the world. The socio-economic context and political choices largely determine land use change. This land use change, driven by socio-economic pressures, will impact diverse elements of the environment including, for example, air quality, soil properties, water infiltration and food and wood production, impacts that can be linked to the provisioning of ecosystem services. To gain more insight into the effects of alternative socio-economic developments on ecosystem service delivery, land use change models are being coupled to ecosystem service delivery models to perform scenario analyses. Although the uncertainty of the results of these kind of scenario analyses are generally far from negligible, studies rarely take them into account. In this study, a cellular automaton land use change model is coupled to Bayesian belief network ecosystem service delivery models to facilitate the study of error propagation in scenario analysis. The proposed approach is applied to model the impact of alternative socio-economic developments on ecosystem service delivery in Flanders, Belgium and to assess the impact of land use allocation uncertainty on the uncertainty associated to future ecosystem service delivery. Results suggest that taking into account uncertainties may have an effect on policy recommendations that come out of the scenario analysis. However, in this study, uncertainties in the applied ecosystem service models were dominant, reducing the importance of accounting for land use allocation uncertainty.

This paper presents a holistic approach to sustainable urban brownfield redevelopment where specific focus is put on the integration of a multitude of subsurface qualities in the early phases of the urban redevelopment process, i.e. in the initiative and plan phases. Achieving sustainability in brownfield redevelopment projects may be constrained by a failure of engagement between two key expert constituencies: urban planners/designers and subsurface engineers, leading to missed opportunities and unintended outcomes in the plan realisation phase. A more integrated approach delivers greater benefits. Three case studies in the Netherlands, Belgium and Sweden were used to test different sustainability assessment instruments in terms of the possibility for knowledge exchange between the subsurface and the surface sectors and in terms of cooperative learning among experts and stakeholders. Based on the lessons learned from the case studies, a generic decision process framework is suggested that supports holistic decision making. The suggested framework focuses on stakeholder involvement, communication, knowledge exchange and learning and provides an inventory of instruments that can support these processes.

Freshwater ponds deliver a broad range of ecosystem services (ESS). Taking into account this broad range of services to attain cost-effective ESS delivery is an important challenge facing integrated pond management. To assess the strengths and weaknesses of an ESS approach to support decisions in integrated pond management, we applied it on a small case study in Flanders, Belgium. A Bayesian belief network model was developed to assess ESS delivery under three alternative pond management scenarios: intensive fish farming (IFF), extensive fish farming (EFF) and nature conservation management (NCM). A probabilistic cost-benefit analysis was performed that includes both costs associated with pond management practices and benefits associated with ESS delivery. Whether or not a particular ESS is included in the analysis affects the identification of the most preferable management scenario by the model. Assessing the delivery of a more complete set of ecosystem services tends to shift the results away from intensive management to more biodiversity-oriented management scenarios. The proposed methodology illustrates the potential of Bayesian belief networks. BBNs facilitate knowledge integration and their modular nature encourages future model expansion to more encompassing sets of services. Yet, we also illustrate the key weaknesses of such exercises, being that the choice whether or not to include a particular ecosystem service may determine the suggested optimal management practice.

The strategic importance of ecosystem service valuation as an operational basis for policy decisions on natural restoration has been increasingly recognized in order to align the provision of ecosystem services with the expectation of human society. The contingent valuation method (CVM) is widely used to quantify various ecosystem services. However, two areas of concern arise: (1) whether people value specific functional ecosystem services and overlook some intrinsic aspects of natural restoration, and (2) whether people understand the temporal dimension of ecosystem services and payment schedules given in the contingent scenarios. Using a peri-urban riparian meadow restoration project in Flanders, Belgium as a case, we explored the impacts of residents' perceived importance of various ecosystem services and stated financial constraints on their willingness-to-pay for the proposed restoration project employing the CVM. The results indicated that people tended to value all the benefits of riparian ecosystem restoration concurrently, although they accorded different importances to each individual category of ecosystem services. A longer payment scheme can help the respondents to think more about the flow of ecosystem services into future generations. A weak temporal embedding effect can be detected, which might be attributed to respondents' concern about current financial constraints, rather than financial bindings associated with their income and perceived future financial constraints. This demonstrates the multidimensionality of respondents' financial concerns in CV. This study sheds light on refining future CV studies, especially with regard to public expectation of ecosystem services and the temporal dimension of ecosystem services and payment schedules.

The state-of-the-science in sustainability assessment of soil and groundwater remediation is evaluated with the application of four decision support systems (DSSs) to a large-scale brownfield revitalization case study. The DSSs were used to perform sustainability appraisals of four technically feasible remediation alternatives proposed for the site. The first stage of the review compares the scope of each tool's sustainability indicators, how these indicators are measured and how the tools differ in terms of standardization and weighting procedures. The second stage of the review compares the outputs from the tools and determines the key factors that result in differing results between tools. The evaluation of indicator sets and tool structures explains why the tools generate differing results. Not all crucial impact areas, as identified by sustainable remediation forums, are thoroughly considered by the tools, particularly with regard to the social and economic aspects of sustainability. Variations in boundary conditions defined between technologies, produce distorted environmental impact results, especially when in-situ and ex-situ technologies are compared. The review draws attention to the need for end users to be aware of which aspects of sustainability are considered, how the aspects are measured and how all aspects are ultimately balanced in the evaluation of potential remediation strategies. Existing tools can be improved by considering different technologies within the same boundary conditions and by expanding indicator sets to include indicators deemed to be relevant by remediation forums.

This retrospective incidence-based cost-of-illness analysis aims to quantify the costs associated with female breast cancer in Flanders for the year prior to diagnosis and for each of the 5 years following diagnosis. A bottom-up analysis from the societal perspective included direct health care costs and indirect costs of productivity loss due to morbidity and premature mortality. A case-control study design compared total costs of breast cancer patients with costs of an equivalent standardised population with a view to calculating the additional costs that can be attributed to breast cancer. Total average costs of breast cancer amounted to 107,456 per patient over 6 years. Total costs consisted of productivity loss costs (89% of costs) and health care costs (11% of costs). Health care costs did not vary with age at diagnosis. Health care costs of breast cancer patients converged with those of the general population at 5 years following diagnosis. Patients with advanced breast cancer stadia had higher health care costs. Cost estimates provided by this analysis can be used to determine priorities for, and inform, future research on breast cancer. In particular, attention needs to be focussed on decreasing productivity loss from breast cancer.

Minor bicycle accidents are defined as "bicycle accidents not involving death or heavily injured persons, implying that possible hospital visits last less than 24 hours". Statistics about these accidents and related injuries are very poor, because they are mostly not reported to police, hospitals or insurance companies. Yet, they form a major share of all bicycle accidents. Official registrations underestimate the number of minor accidents and do not provide cost data, nor the distance cycled. Therefore related policies are hampered by a lack of accurate data. This paper provides more insight into the importance of minor bicycle accidents and reports the frequency, risk and resulting costs of minor bicycle accidents. Direct costs, including the damage to bike and clothes as well as medical costs and indirect costs such as productivity loss and leisure time lost are calculated. We also estimate intangible costs of pain and psychological suffering and costs for other parties involved in the accident. Data were collected during the SHAPES project using several electronic surveys. The weekly prospective registration that lasted a year, covered 1187 persons that cycled 1,474,978 km. 219 minor bicycle accidents were reported. Resulting in a frequency of 148 minor bicycle accidents per million kilometres. We analyzed the economic costs related to 118 minor bicycle accidents in detail. The average total cost of these accidents is estimated at 841 euro (95% CI: 579-1205) per accident or 0.125 euro per kilometre cycled. Overall, productivity loss is the most important component accounting for 48% of the total cost. Intangible costs, which in past research were mostly neglected, are an important burden related to minor bicycle accidents (27% of the total cost). Even among minor accidents there are important differences in the total cost depending on the severity of the injury.

This paper considers the effect of active speed management on traffic-induced emissions. In particular, the traffic emissions caused by acceleration and deceleration of vehicles are modelled based on an instantaneous emission model integrated with a microscopic traffic simulation model. The emission model is based on empirical measurements which relate vehicle emission to the type, the instantaneous speed and acceleration of the vehicle. The traffic model captures the second-by-second speed and acceleration of individual vehicles travelling in a road network based on their individual driving style, the vehicle mechanics, and their interaction with other traffic and with traffic control in the network. The integrated model is applied to test a new technology to actively manage the driving speed of the vehicles in an urban network. Their impacts on vehicle emission in the network are assessed to give an indication of the relative effectiveness of the different technological designs and different levels of driver responses. The results show that, while the speed management has effectively reduced the average speed of the traffic, their impact on vehicle emissions is complex. For the study network, the frequent acceleration and deceleration movements in the network has significantly reduced the effect of the reduced average speed on emission. The net results are that the active speed management has no significant impact on pollutant emissions. The study suggests that the analysis of the environmental impacts of any traffic management and control policies is a complex issue and requires detailed analysis of not only their impact on average speeds but also on other aspects of vehicle operation such as acceleration and deceleration.
