[The Childhood Decade in Russia: legal securing of health care applying information technologies].

In conditions of impetuous development of national digital technologies and necessity for their legal regulation, significance and possibilities of their implementation in protecting health of rising generation during childhood decade in Russia are demonstrated. The conceptual apparatus related to discussed problem is considered. The emphasis is made on preventive aspect of intersectoral state protection of health care and rights of children and adolescents aged 0-17 years. The scale of problem is especially impressive considering number of contingent over 30 million people and interests of about 24 million of family members with children. The purpose of the study is applying analytical method, content analysis and SWOT analysis to monitor main problems of intersectoral health care and rights of rising generation in Russia in conditions of implementation of information technologies; to evaluate application of legislation in force in context of their role and effect during the Decade of Children (2018-2027); to demonstrate significance of the institution of the Commissioner for rights of child under the President of the Russian Federation.

[The evolution of criteria of selection of citizen with mental disorders to Military Force].

The article presents the analysis of changes in official requirements to health of youths with mental disorders (the Regulation on military medical examination in version of 1995, 2003, 2013). The sections I and II of articles 14-20 of the Schedule of Diseases of this Regulation are considered from the point of view of the category of fitness for military service on conscription. The set of measures of leveling consequences of mitigation of requirements to health of future servicemen for particular nosologies is proposed.

[The nutrition of population of Russia from public health position: international recommendation practice].

The Member States of the United Nations, while planning and implementing concrete measures to protect citizens health, nutrition included, experience need in sharing best practices and in coordinated recommendations, relevant to common actual challenges. The article analyzes and systematizes main official documents of the leading international organizations in the field of population nutrition from the standpoint of public health and health care in dynamics more than over 70 years. The particular emphasis is made on their implementation to adolescents and youths aged 10-24 years, who need risk approach application in resolving their urgent nutritional problems, in relationship with influencing environmental factors, lifestyle, bad habits, physical activity, etc. The policies, programs and other documents that are currently implementing in the area of numerous problems associated with malnutrition, promote adoption of their own commitments, which must be relevant, achievable, specific, time-bound, measurable. In this regard, adopted and implemented leading national documents in this area are analyzed. The practicability of implementation of the UN and WHO recommendations with their adaptation to multiple-aspect specifics of the country, as well as need in prolonging research in this area are demonstrated.

[The transformation of sources providing medical information in male youths of military age in decade dynamics].

In 2021, according to results of survey of citizens of military age, 71.5% of respondents considered their state of health as satisfactory or poor. The negative dynamics was noted by 41.6% and 64.4% stated about absence of chronic diseases. At that, according to Rosstat data, up to 72% of young males have chronic pathology of various organs and systems that indicates insufficient information about health status of respondents. The analysis was applied concerning ways of obtaining medical information by young males aged 17-20 years in the Moscow Oblast in 2012 (n=423), 2017 (n=568) and 2021 (n=814). The sampling of young males participating in survey was 1,805 respondents. It was established that in in the Moscow region main share of medical-oriented information is drawn by young males aged 17-20 years from the Internet and social networks (more than 72%). The medical and pedagogical personnel provide only 4.4% of this information. Over the past 10 years, the role of schools and polyclinics in the formation of healthy lifestyle has decreased by more than in 6 times.

[MONITORING OF OFFICIAL REQUIREMENTS TO THE STATE OF HEALTH OF CITIZENS OF MILITARY AGE WITH DISEASES OF THE NERVOUS SYSTEM].

the article provides an analysis of changes in official requirements for the state of health of young men with diseases of the nervous system (Regulations on military medical examination as amended from 1995, 2003, 2013). Columns I and II of articles 21-28 of the Schedule of Diseases of this Provision are considered from the point of view of the category of fitness for military service on conscription. A set of measures is proposed to reduce the consequences of changing the requirements for the functional state of the nervous system of the health of future conscripted servicemen.

[The changes of official requirements to health conditions of the male youths of military age with blood circulation diseases in 1995-2021].

The article presents results of analysis of changes of official requirements to health of male youths with diseases of circulatory organs (Regulation of military medical expertise, revision of 1995, 2003, 2013). The sections I and II of the Articles 42-48 of the Schedule of diseases of this Regulation are considered from the point of view of category of physical fitness for military service on conscription. The complex of measures is proposed to level consequences of mitigation of requirements to health status of future servicemen for particular nosology.

[State policy of development of resort business in Russia: legal and organizational aspects, including those in an emergency]. / Gosudarstvennaya politika razvitiya kurortnogo dela v Rossii: pravovye i organizatsionnye aspekty realizatsii, v tom chisle v ekstremal'noi situatsii.

OBJECTIVE: To analyze the normative and regulatory support of the state policy of development of health resort business in Russia and organizational and methodological aspects of its implementation, including those in emergency and coronavirus pandemic. MATERIAL AND METHODS: The following current methods of community hygienic and medical-organizational research were applied: analytical, statistical, best practice study, monographic, etc. Data from state and departmental official sources, statistical books, scientific publications, and other sources were studied. RESULTS: The main normative, regulatory, organizational and methodological aspects of the strategy implementation, developed in accordance with the order of the Government of the Russian Federation «On approval of the development strategy of the health-resort complex of the Russian Federation¼ dated 26.11.18 №2581-p were analyzed. Some discrepancies in the state and departmental statistics of health-resort organizations were found. The nomenclature of the health-resort area was reviewed, and the used term «health-resort treatment¼ was criticized, which does not correspond to the parts of this type of daily practice medical care, unlike the concepts «health-resort care¼ or «health-resort business¼. The article presents the author's vision of the issue of normative and organizational support of health-resort organizations in an emergency such as COVID-19 pandemic since 2020. CONCLUSIONS: It is shown that the national and local experience of coronavirus infection control contributed to the development of a considerable number of federal regulatory documents in a short time frame. The publication describes an analysis and systematic review of the most important documents, including those related to the spa resorts. Addressing the demanding challenges of further development of the country's health-resort complex largely relies on the state of its facilities and resources. However, its objective analysis is hindered by the identified significant discrepancies in the state and departmental statistic data concerning the number of functioning health-resort organizations and its change over time. As opposed to the concept of «health-resort treatment¼, the term «health-resort care¼ most accurately describes its complexity.

[The analysis of achievement of prognostic indices of the Concept of the Federal system of training of citizen to military service].

The article analyzes the achievement of the prognostic indices of the Concept of the federal system of training citizens for military service for the period up to 2020 (to reduce the number of citizens who do not meet the requirements of military service due to health and physical conditions; to increase the rate of fitness for military service of citizens who have arrived at draft commissions; to ensure the availability of the first sports category or sports rank for citizens who are subject to military service draft). The causes and factors preventing the achievement of the target values of the Concept are considered. The set of measures targeting to improve medical support of the youth of military draft age is proposed.

[The Morbidity of Children Population and Its Regional Characteristics in the Russian Federation in 2012-2018].

The article presents the analysis of results of the study of incidence and prevalence of children diseases in Russia in 2012-2018 including structure of diseases classes, regional characteristics in the Federal okrugs and regions and assessment of chronization coefficient. The significant changes are established in incidence cases rate by disease classes in the Federal districts and regions, in dynamics of chronization coefficient, and their absence in morbidity structure.

[The persistent disability of population in the Russian Federation: analysis and assessment of regional characteristics].

The disability is one of the main indices of public health, along with medical and demographic characteristics, morbidity and physical development that characterizes level of social economic development and is a major problem of health and social care authorities. The availability of statistical data and analysis of problem of population disability will allow to properly plan activities of various administrative bodies. The article presents trends of persistent disability in the Russian Federation during the studied period. In recent years, total number of disabled people has been gradually decreasing. In Russia, most of disabled people have disability group II. At the same time, the percentage of persons with group III increases and proportion of disabled persons with the groups I and II gradually decreases. The children disability in Russia tends to increase. In the Russian Federation, the analysis of regional differences in disability is presented. The analysis and assessment of regional characteristics of disability are necessary for planning and forecasting measures of medical and social support of persons with disability. The analysis of available statistical data permitted to established interdepartmental dissociation on this issue. The results of the study permitted to conclude that the need of increasing attention to the problem of disability results in strengthening interdepartmental interactions and developing of unified register of disabled people.

[The activities of the N. A. Semashko National Research Institute of Public Health in the field of mother and child health care (to the seventy fifth anniversary of the Institute)].

The main ways of formation and development of complex scientific research of Federal public budgetary scientific institution "The National Public Health Research Institute named after N. A. Semashko¼ in the section of health protection of mother and child are tracked. Irrespective of departmental accessory, a task which were set for its collective for these 75 years at stages of the USSR - the Russian Federation affected transformation of its names, fully corresponding to the changing social and economic conditions of the country, extent of development of science in the field and to requirements of the branch of health care, all business of public health care.

[The regional characteristics of quality of life of citizen of military age].

The article presents the analysis of characteristics of quality of life of citizen of military age in the Moscow oblast and the Primorskiy Krai of the Russian Federation in the light of comprehensive approach to evaluation of the contingent with the regard to regional characteristics and multi-factorial mode of development of mental and physical health. The comparative study was carried out applying the questionnaire MOSSF-36 (physical functioning, role activity, general health condition, live activity, mental health) to contingent of young people of military age. The differences in indices of quality of life are considered depending on regions of Russia and in 5 years dynamics.

[The Actual Legal and Organizational Problems of Licensing of Military Medical Expertise].

The article presents analysis of problems of organization of functioning of military medical commissions in the light of implementation of complex of activities related to licensing of military medical expertise as a type of medical activity. The conceptual definitions and main legislative acts regulating procedures of licensing of the given type of expertise are considered. The characteristics of functioning of military medical expertise in actual conditions of Russia, including experience of Moscow and the Moskovskaia oblast are established.

[The ways of improvement of implementation of the concept the Federal system of training of citizens of the Russian Federation to military service].

The article presents the results of analysis of special complex study of conditions of measures concerning health promotion and health preservation of future fighting men within the framework of the Concept of Federal system of training citizen of the Russian Federation to military service up to 2020. The normative legal support of call to military service is considered. The expert approach was applied to analysis of the regional normative legal acts related to the given issue using examples of two subjects of the Russian Federation - the city of Moscow and the Moskovskaia oblast. The suggestions concerning implementation of the concept on the territorial level are substantiated.

[The legal aspects of health care of children and adolescents in the Russian Federation].

The article considers on the basis of complex analysis becoming and development of public policy of health care of children, legislative and normative acts in area of legal defense of childhood according international recommendations. The study traces adopted on different levels management subordinate acts, strategical and tactical mechanisms of their application in territories and effectiveness of realization. The situations making possible to detect reserves of enhancement of effectiveness of profile official documents are analyzed The aspects concerning future of national medical science.

[The development of organization of medical social care of adolescents].

The model of the subject of the Russian Federation is used to consider means of development of health protection and health promotion in adolescents including implementation of the National strategy of activities in interest of children for 2012-2017 approved by decree No761 of the President of Russia in June 1 2012. The analysis is carried out concerning organization of medical social care to this group of population in medical institutions and organizations of different type in the Republic of Bashkortostan. Nowadays, in 29 territories medical social departments and rooms, 5 specialized health centers for children, 6 clinics friendly to youth are organized. The analysis of manpower support demonstrates that in spite of increasing of number of rooms and departments of medical social care for children and adolescents decreasing of staff jobs both of medical personnel and psychologists and social workers occurs. The differences in priorities of functioning of departments and rooms of medical social care under children polyclinics, health centers for children and clinics friendly to youth are established. The questionnaire survey of pediatricians and adolescents concerning perspectives of development of adolescent service established significant need in development of specialized complex center. At the basis of such center problems of medical, pedagogical, social, psychological, legal profile related to specific characteristics of development and medical social needs of adolescents can be resolved. The article demonstrates organizational form of unification on the functional basis of the department of medical social care of children polyclinic and clinic friendly to youth. During three years, number of visits of adolescents to specialists of the center increases and this testifies awareness of adolescents and youth about activities of department of medical social care. The most percentage of visits of adolescents to specialists was made with prevention purpose. Among physicians about 93% approved the given model of development of medical social service for adolescents.

[On the health status of couples with infertility and successful child-bearing].

The presented research data reflects the somatic health state in males and females from couples with primary and secondary infertility as compared with couples without reproductive function disorders. The analysis is done from the position of possible formation of hierarchy of factors which levels and structure impact on the development of infertility followed by scientific substantiation of its prevention. The analysis of self-assessment revealed more chronic diseases in the couples with primary and secondary infertility as compared with couples without reproductive function disorders i.e. 52% of males and 56% of females with primary infertility and 51% of males and 69% of females with secondary infertility. In the mentioned groups the most frequent, both monthly and annual exacerbations of chronic diseases. In patients without reproductive function disorders reliably low rates of morbidity are common.

[On reforming of pediatric service].

Results of processing, summarizing and analysis of data of special sociological survey are represented. Questionnaire in combination with sampling interview of workers of management units of okrug medical institutions, chief medical officers and heads of departments in pediatric clinics of City of Moscow was applied. Using megapolis pattern, the need in transformation of functioning of primary pediatric care institutions is validated. Issues of training of district paediatrician on pre-graduate and postgraduate stages are discussed. Specific suggestions related to problems of organization and management of medical and medical social care of children and adolescents are grounded.

[Social hygienic study of motor activity in children of school age].

Findings on motor activity impact on health status of children of primary school age are discussed. It is revealed that among first grade children dynamics of health conditions, physical development and physical readiness and characteristics of cardiac rhythm regulation evenly are impacted by regimen of disciplined motor activity during school year. At that, actual and as a rule increased school load of growing child combined with decreased motor activity negatively impacts health and morphologic functional characteristics of first grade children. Research findings were used to develop regional standards of assessment of physical development and physical readiness of seven-year-old children to be applied in pediatrician practice. Standards are to be used during mass and individual medical check-ups, medical groups assignment for physical training and sporting sections selection. Organizational technologies of intersectoral approach are discussed.
