RESUMO

This paper discusses the right to health in Mexico. The authors present some ideas regarding equity and data which shows the existence of a deep inequity in the field of health in the country. The efforts of the social security agencies and of the Ministry of Health aimed at diminishing inequity in health are also described. The authors conclude that it is time to avoid retorical positions and attitudes of administrative solidarity and start to implement actions to improve the health conditions of those living in extreme poverty. These actions should include providing comprehensive health services to all the population, reinforcing specific preventive programs, improving certain basic health indicators and prompting intersectoral collaboration.

RESUMO

A meeting was held in Mexico City in 1980 to discuss the situation of diagnostic radiology in Latin America. X-ray departments are part of the medical care system of each country, utilized mainly in diagnosis. There are various approaches to health care, some of which are political, but technology should be used for its own value only. Social needs must be defined and the availability and costs studied. Priorities must also be defined. 80% of the morbidity is related to socioeconomic factors. Resources cannot satisfy demand, but should be concentrated on the most common problems. This should be the beginning of an ongoing analysis searching for the solutions for diagnostic radiology in Latin America.

RESUMO

PIP: This paper describes the basic educational planning process involved in primary health care programs in developing countries. The problem in present educational programs are the lack of concentration by educators on the distribution of resources and the lack of achieving objectives of specific services. Educational planning seeks to ascertain the existing situation in a defined social setting in order to develop educational programs consistent with general development efforts. General learning and motivation principles include meaningfulness, requirements, modeling, open communication, freshness, active practice, adequate distribution of practical work, phasing out assistance, and developing agreeable conditions for learning. The purpose of an educational program should be "product-oriented" or "impact-oriented." Educational objectives can be reached through a process of elements in a cognitive, affective, or psycomotor domain. The curriculum process includes the following 5 stages: 1) selection of purpose and objectives, 2) organization of learning experiences, 3) selection of program content material), 4) selection of teaching methods, and 5) evaluation of the effectiveness of stages 2-4.^ieng
