We have evaluated the results of universal audiological screening of 93 352 newborn infants performed in the Astrakhan region of the Russian Federation during the period from 2009 till 2015. The screening coverage amounted to 95%. The prevalence of hearing disorders was estimated at 1:1111 and that of their severe forms at 1:3000. The clinical significance of the examination during its first stage consists of the exclusion of evoked otoacoustic emission. After the completion of the second stage, it is necessary to carry out the regular medical follow up observation of the children suffering from hearing impairment and to undertake the early rehabilitative treatment based on the application of hearing aids and prosthetic devices. Sensorineural hearing loss was found to be the predominant form of hearing disorders in the children during the first year of life (80%). The impairment of hearing was documented in 22.3% of the premature children which suggests the necessity of long-term monitoring of evoked otoacoustic emission in these patients.

To predict the possibilities of use of graduates from civil medical higher schools for bringing up to strength the posts of Russian Federation Armed Forces medical service troop link the sociological cross investigation was conducted. The poll by questionnaire was used in 7522 students of both sexes from 35 Russian civil higher schools. The results of investigation have shown the presence of reserve for bringing up to strength the posts of army and navy medical service at the expense of students from civil higher schools. The rise of social attractiveness of military service by solving the problems socially significant for responders will allow providing the necessary competition among the candidates for substitution of officers' posts--military physicians. At the same time the specific character of military physicians' activities requires the maintenance and further development of its own successfully functioning system for specialists' training.

There was an effort to create a universal organization-administrative workbench, which, on the one hand, execute the function of primary and dynamical valuation of this process, revelation of difficult situations and, on the other hand, permits identify the causes of theirs rise and the ways of resolving these situations. At that the optimization of training military-medicine personnel is organized by the way of realization it's principles, in the network of correct normatively - juridicial field, on the base of modern agents, forms and methods of professional military education, as well as the realization of peculiarities of system of military-medical education, of multi-criterion diagnostics of activity of military-medicine academy and of teaching of several subjects, of predicting of success of professional education of hearer, of efficient restructuring of educational-methodological complex with the aim of method of branches and frontiers for the purpose of ground and choice such administrative solutions, that are the beast from the point of view of efficiency of result of functioning.

The Conception proposed by the authors is an ideology of development of medical service regular support that determines the main contents of regular policy. The problems discussed in the article are the following: the primary directions and main principles of regular policy in RF Armed Forces medical service; bringing the medical service up to strength; the state and main directions for improving the system of military medical education; the postgraduate and additional professional education of military medical cadres; the improvement of work with medical service managerial staff; as well as the development of system for managing the medical service regular resources in the RF Armed Forces. The main directions to develop the system for managing the regular resources are the following: the improvement of information support, the use of modern automated control systems; the introduction of new analytical, educational and informative technologies in practice; the further modernization, improvement of quality and effectiveness of military medical educational system; the improvement of organizational-and-staff structure in military health service institutions; the improvement of regular staff activities--the development of regular management; the improvement of medical staff certification in the Armed Forces; the improvement of medical service Headquarters' activities and development of modern functional model for managing the military medical cadres. The Conception proposed is directed to the further development o regular potential--the main resource of military health service.

Since 1999 the military medical attendants' training was organized in Tomsk Military Medical Institute. In 2002 the first graduation of medical service lieutenants took place. Resumption of training of military medical specialists with secondary education required solving the complex of organisational, educational--and methodological and other problems. Previously the medical service didn't face with these problems.

The authors of the article--the employees of the main military-medical management of the DD of the RF--discuss a way of realization of the programs of the higher military education (1998) in the military-medical high schools of the Armed Forces. Since 1998 the preparation of the general practice doctors is planned with the introduction of the federal nomenclature of this specialty in the troops. The tendency to practical directions of the doctor's preparation to a particular post--"under a working place" will be amplified. The main form of the post-graduated vocational training are training on the faculty of the military-medical management of the military-medical academy and in the clinical post-diploma course of the military-medical colleges. Since 1998 at expansion of the total volumes of the training at the clinical post-diploma course in 3 times an enrollment to the faculty of the military-medical management of the academy will be reduced. Since 1998 at the command department of the military-medical academy only "the organizers", "the preventive maintenance specialists" and "medproviders" will learn. Since 1998/99 educational years, reception of the women in military-medical colleges will be terminated.
