RESUMO

Concurrently implemented green initiatives to combat global environmental crises may be curtailed or even sacrificed given the ongoing global economic contraction. We collected empirical data and information about green initiatives from 15 sites or countries worldwide. We systematically explored how specific policy, intended behaviors, and gains of given green initiative may interact with those of other green initiatives concurrently implemented in the same geographic area or involving the same recipients. Surprisingly, we found that spillover effects were very divergent: one initiative could reduce the gain of another by 22 % âˆ¼ 100 %, representing alarming losses, while in other instances, substantial co-benefits could arise as one initiative can increase the gain of another by 9 % âˆ¼ 310 %. Leveraging these effects will help countries keep green initiatives with significant co-benefits but stop initiatives with substantial spillover losses in the face of widespread budget cuts, better meeting the United Nations' sustainable development goals.

Agri-food social-ecological systems (AFSES) embrace complex interactions and processes of food production, processing, and commercialization that are subject to constant changes. This study develops a heuristic approach using the adaptive cycle (AC) and a transformation potential measure to identify the historical trajectory of a coffee AFSES at a watershed scale in Copalita, Mexico, over 40 years from 1980 to 2020. Primary information was collected through semistructured interviews. The results show that the system interactions depend on economic, social, and environmental stressors and shocks affecting different temporal and spatial scales. The cumulative effects of driving forces and adaptive strategies have influenced the system to not complete the AC phases. Additionally, the results show that some adaptive strategies can become new stressors with time. Driving forces, adaptive strategies, tipping points, trade-offs and interactions within the AFSES could be identified as the main aspects defining system resilience.

The analytical framework of Social-Ecological Systems (SES) has been endorsed worldwide because of its ability to describe the complex feedback relationships between social and ecological subsystems. The framework promotes multidisciplinarity and interdisciplinarity, with the expectation that studies will be carried out through groups and collaborative networks via the application of mixed research methods. In this study, we conducted a systematic review of the scientific literature to understand whether the operationalization of the SES framework has been achieved in this way. For this, we used the Cochrane Handbook for Systematic Reviews of Interventions and the Scopus database. Based on the results, there is wide methodological plurality, although there are few studies that have opted for mixed methods that capture the complexity of an SES. In terms of scientific networks, we found that the community is composed mainly of consolidated groups of scientists from the Global North in which authors-researchers with betweenness centrality roles were identified, who connect the entire network, reaching the Global South, where peripheral groups, which are barely consolidated and develop their studies, mostly in their own regions, prevail.

The PLOS ONE Collection "Measuring forest conservation effectiveness" brings together a series of studies that evaluate the effectiveness of tropical forest conservation policies and programs with the goal of measuring conservation success and associated co-benefits. This overview piece describes the geographic and methodological scope of these studies, as well as the policy instruments covered in the Collection as of June 2016. Focusing on forest cover change, we systematically compare the conservation effects estimated by the studies and discuss them in the light of previous findings in the literature. Nine studies estimated that annual conservation impacts on forest cover were below one percent, with two exceptions in Mexico and Indonesia. Differences in effect sizes are not only driven by the choice of conservation measures. One key lesson from the studies is the need to move beyond the current scientific focus of estimating average effects of undifferentiated conservation programs. The specific elements of the program design and the implementation context are equally important factors for understanding the effectiveness of conservation programs. Particularly critical will be a better understanding of the causal mechanisms through which conservation programs have impacts. To achieve this understanding we need advances in both theory and methods.

Government based Payments for Ecosystem Services (PES) have been criticized for not maximizing environmental effectiveness through appropriate targeting, while instead prioritizing social side-objectives. In Mexico, existing literature on how the Payments for Ecosystem Services-Hydrological program (PSA-H) has targeted deforestation and forest degradation shows that both the process of identifying the eligible areas and the choice of the selection criteria for enrolling forest parcels have been under the influence of competing agendas. In the present paper we study the influence of the PSA-H multi-level governance on the environmental effectiveness of the program-the degree to which forest at high risk of deforestation is enrolled- building from a "policyscape" framework. In particular, we combine governance analysis with two distinct applications of the policyscape framework: First, at national level we assess the functional overlap between the PSA-H and other environmental and rural programs with regard to the risk of deforestation. Second, at regional level in the states of Chiapas and Yucatan, we describe the changing policy agenda and the role of technical intermediaries in defining the temporal spatialization of the PSA-H eligible and enrolled areas with regard to key socio-economic criteria. We find that, although at national level the PSA-H program has been described as coping with both social and environmental indicators thanks to successful adaptive management, our analysis show that PSA-H is mainly found in communities where deforestation risk is low and in combination with other environmental programs (protected areas and forest management programs). Such inertia is reinforced at regional level as a result of the eligible areas' characteristics and the behaviour of technical intermediaries, which seek to minimise transaction costs and sources of uncertainty. Our project-specific analysis shows the importance of integrating the governance of a program in the policyscape framework as a way to better systematize complex interactions at different spatial and institutional scales between policies and landscape characteristics.

Assessing global tendencies and impacts of conditional payments for environmental services (PES) programs is challenging because of their heterogeneity, and scarcity of comparative studies. This meta-study systematizes 55 PES schemes worldwide in a quantitative database. Using categorical principal component analysis to highlight clustering patterns, we reconfirm frequently hypothesized differences between public and private PES schemes, but also identify diverging patterns between commercial and non-commercial private PES vis-à-vis their service focus, area size, and market orientation. When do these PES schemes likely achieve significant environmental additionality? Using binary logistical regression, we find additionality to be positively influenced by three theoretically recommended PES 'best design' features: spatial targeting, payment differentiation, and strong conditionality, alongside some contextual controls (activity paid for and implementation time elapsed). Our results thus stress the preeminence of customized design over operational characteristics when assessing what determines the outcomes of PES implementation.

We assess the additional forest cover protected by 13 rural communities located in the southern state of Chiapas, Mexico, as a result of the economic incentives received through the country's national program of payments for biodiversity conservation. We use spatially explicit data at the intra-community level to define a credible counterfactual of conservation outcomes. We use covariate-matching specifications associated with spatially explicit variables and difference-in-difference estimators to determine the treatment effect. We estimate that the additional conservation represents between 12 and 14.7 percent of forest area enrolled in the program in comparison to control areas. Despite this high degree of additionality, we also observe lack of compliance in some plots participating in the PES program. This lack of compliance casts doubt on the ability of payments alone to guarantee long-term additionality in context of high deforestation rates, even with an augmented program budget or extension of participation to communities not yet enrolled.
