RESUMO

This article provides an overview of The Witch-Hunt Narrative, focusing on the challenges of gathering information from young children, such as those involved in sexual abuse allegations in day care. The article summarizes the research methodology of The Witch-Hunt Narrative, which involves a series of case studies. The article articulates Cheit's hypothesis, which is that the witch-hunt narrative originated in two key publications, a series of articles by two journalists, Tom Charlier and Shirley Dowling, and the book, Satan's Silence: Ritual Abuse and the Making of a Modern-Day Witch-Hunt, by Debbie Nathan and Michael Snedeker, and notes his disputes with the evidence from these two publications. Cheit deals in depth with three hotly contested day care center cases: the McMartin Pre-School case in Manhattan Beach, California, the Wee Care Day Nursery case in Maplewood, New Jersey, and the Country Walk Babysitting Service case in Dade County, Florida. The article summarizes Cheit's research and conclusions related to these three cases and also notes how forensic interview practices used in these cases would not be supported today. The article concludes with noting that despite the impressive progress in forensic interviewing of children when sexual abuse is alleged, methods for gathering information from young children remain inadequate. Moreover, there are no easy answers to the reasons for the rise and fall of allegations of sexual abuse in day care and of allegations of ritual abuse.

RESUMO

This is an introductory article to a special issue of the Journal of Childhood Sexual Abuse that responds to challenges to current forensic evaluation practice found in Kuehnle and Connell's edited volume The Evaluation of Child Sexual Abuse Allegations: A Comprehensive Guide to Assessment and Testimony (2009). This article describes the topics that will be addressed in this issue, summarizes the contents of the Kuehnle and Connell book, and provides a hypothetical case to illustrate potential problems in applying certain perspectives and guidelines offered in the book to actual forensic practice.

RESUMO

Developmentally inappropriate sexual behavior has long been viewed as a possible indicator of child sexual abuse. In recent years, however, the utility of sexualized behavior in forensic assessments of alleged child sexual abuse has been seriously challenged. This article addresses a number of the concerns that have been raised about the diagnostic value of sexualized behavior, including the claim that when population base rates for abuse are properly taken into account, the diagnostic value of sexualized behavior is insignificant. This article also identifies a best practice comprehensive evaluation model with a methodology that is effective in mitigating such concerns.

RESUMO

The increasing diversity of the populations encountered and served by child welfare workers challenges cultural competence models. Current concerns focus on the unintentional over-emphasis on shared group characteristics, undervaluing unique differences of individuals served, and privileging worker expertise about the client's culture, thereby exacerbating the power imbalance between them. This article promotes cultural humility in child welfare service delivery as a compliment to cultural competence, to liberate workers from expectations of cultural expertise about others, and to actively engage the clients, inclusive of their cultural differences, in the service delivery process. Skills and practice principles are discussed.

This article provides new findings from a national study involving 18 forensic interview sites of 137 children who were randomly assigned to a four or eight session extended evaluation. Cases assigned to the eight session protocol were significantly more likely to be classified "credible disclosure" of sexual abuse (56.6%) than cases assigned to the four session protocol (29.5%) and significantly less likely to be classified "credible nondisclosure" of sexual abuse (9.2%) than cases in the four session protocol (24.6%). When four versus eight sessions, demographic variables, and case characteristics were entered into a regression, variables that predicted likelihood of sexual abuse were eight session protocol, older victim age, and caretaker belief the child had been sexually abused. When new disclosures were examined by session in the eight session protocol, 95% of new disclosures occurred by the sixth session.

RESUMO

This article describes the state of knowledge about extended assessments/forensic evaluations in situations of possible sexual abuse. It provides a critical review of the modest body of relevant research, describes two models for extended assessments, and presents descriptive survey findings of 62 professionals conducting extended assessments, most of whom conduct extended assessments intermittently as part of their other work on sexual abuse cases. Agencies should consider conducting extended assessments with young or traumatized children whose sexual abuse allegations are not resolved with a single interview as well as in complex child sexual abuse cases.

RESUMO

We review the uses of realistic job previews (RJPs) for recruitment, selection, and retention of child welfare employees. We describe the history of development of RJPs in child welfare, summarize the contents of 10 RJPs, and report on interviews with human resources personnel and other key informants about how RJPs were developed and how they are used in child welfare recruitment and selection. Outcome data on the effectiveness of RJPs were available from one state, Michigan; these findings are reported.

OBJECTIVE: To determine significant predictors of severity of sentencing of sex offenders of minors in a jurisdiction which obtains many confessions. METHOD: Data were abstracted from 323 criminal court case records of sexually abused minors over 11 years in a county which places a high priority on sexual abuse prosecution. The sample used in this analysis consisted of 218 men who received a sentence for a sex offense. Multiple regression analysis was used to examine what factors predicted severity of sentences. Specifically this study explores whether, in a county which is very successful in obtaining confessions to sexual abuse of children, the severity of sentence is explained by the seriousness of the crime (more severe type of sexual abuse, younger age of the victim, prior conviction of a sex offense, and abusing more than one child), or by factors unrelated to the seriousness of the offense, offender confession and/or having a court-appointed attorney. RESULTS: Factors that predicted the severity of the sentence were the seriousness of the sex crime, prior conviction of a sex crime, and young age of the victim. CONCLUSIONS: This community, with a high confession rate and a high conviction rate, imposed sentences that were consistent with the crimes, with more severe sentences for more serious crimes. Convenience factors, such as the fact the offender confessed, and systemic factors, such as having a court-appointed attorney, did not result in more severe sentences.

RESUMO

This article examines anatomical dolls in interviews of children who may have been sexually abused from three perspectives. The article summarizes research findings on anatomical dolls, discusses advantages and disadvantages of using them, and describes endorsed doll uses. Although additional, ecologically-valid research is needed on anatomical dolls, the selective use of anatomical dolls, as communication aids, when interviewing children who may be reluctant or unable to describe sexual abuse is warranted.

This article examines the number and types of questions employed in clinical and computer-assisted interviews with children referred for sexual abuse evaluation. This research was part of a larger study to assess the efficacy of a computer-assisted protocol in the evaluation of child sexual abuse allegations. Interviews of 47 girls and 29 boys, ages 5 to 10 years, referred to a multidisciplinary clinic for sexual abuse assessment, were analyzed. A coding system was developed from interview transcripts. Nine types of questions were defined. Results indicate that during the initial interview children were asked an average of 195 questions (SD = 92) and that more than 85% of interviewer queries were open-ended. The majority of children who disclosed did so in response to focused questions. Findings suggest that many children are able to describe sexual abuse with careful questioning that includes nonleading but focused inquiry. Implications for practice and interviewing guidelines are discussed.

RESUMO

In intrafamilial sexual abuse, the mother's functioning (her dependency, relationship with the victim, and protectiveness) and the father-offender's functioning (his overall functioning, guilt about victimization, and extent of sexual abuse) can be used to make decisions about removal of children, treatment prognosis, treatment strategies, and juvenile or criminal court action. Guidelines for clinicians are presented.
