The transition toward renewables is central to climate action. The paper empirically tests whether renewables also enhance international peace, a hypothesis discussed in the International Political Economy (IPE) of renewables literature. It develops and tests hypotheses about the pacifying effects of renewables, with a view to establishing the foundations for analyzing more detailed causal mechanisms. These mechanisms rest on the 'energy democracy' debate, suggesting that a low carbon world sees less interstate tension thanks to more states being democratic; the 'capitalist peace' theorem, establishing that the deployment of renewables brings about economic development, reducing conflict; and the human security literature, positing that renewables reduce local-level reduce vulnerabilities, thus enhancing social stability and reducing violence. Using a longitudinal dataset on global renewable energy investment, econometric tests suggest that distributed renewable energy systems do not seem to foster democratic rule, nor do they have a significant influence on human development. Countering the energy democracy literature, it is a higher concentration of renewable investment that tends to increase stability/ absence of violence and human development, instead of decentralized investment patterns. We find no evidence for the 'peace through prosperity' argument. Overall, there is no support for the assumption that renewables bring about peace and reduce conflict. The paper critically discusses the limitations of these findings and suggests further avenues for empirical research.

RESUMO

In this perspectives piece, an interdisciplinary team of social science researchers considers the implications of Covid-19 for the politics of sustainable energy transitions. The emergency measures adopted by states, firms, and individuals in response to this global health crisis have driven a series of political, economic and social changes with potential to influence sustainable energy transitions. We identify some of the initial impacts of the 'great lockdown' on sustainable and fossil sources of energy, and consider how economic stimulus packages and social practices in the wake of the pandemic are likely to shape energy demand, the carbon-intensity of the energy system, and the speed of transitions. Adopting a broad multi-scalar and multi-actor approach to the analysis of energy system change, we highlight continuities and discontinuities with pre-pandemic trends. Discussion focuses on four key themes that shape the politics of sustainable energy transitions: (i) the short, medium and long-term temporalities of energy system change; (ii) practices of investment around clean-tech and divestment from fossil fuels; (iii) structures and scales of energy governance; and (iv) social practices around mobility, work and public health. While the effects of the pandemic continue to unfold, some of its sectoral and geographically differentiated impacts are already emerging. We conclude that the politics of sustainable energy transitions are now at a critical juncture, in which the form and direction of state support for post-pandemic economic recovery will be key.

Based on an extensive synthesis of semi-structured interviews, media content analysis, and reviews, this article conducts a qualitative meta-analysis of more than 560 sources of evidence to identify 38 visions associated with seven different low-carbon innovations - automated mobility, electric vehicles, smart meters, nuclear power, shale gas, hydrogen, and the fossil fuel divestment movement - playing a key role in current deliberations about mobility or low-carbon energy supply and use. From this material, it analyzes such visions based on rhetorical features such as common problems and functions, storylines, discursive struggles, and rhetorical effectiveness. It also analyzes visions based on typologies or degrees of valence (utopian vs. dystopian), temporality (proximal vs. distant), and radicalism (incremental vs. transformative). The article is motivated by the premise that tackling climate change via low-carbon energy systems (and practices) is one of the most significant challenges of the twenty-first century, and that effective decarbonization will require not only new energy technologies, but also new ways of understanding language, visions, and discursive politics surrounding emerging innovations and transitions.
