RESUMO

Research assessing the validity and reliability of many forensic science disciplines has been published; however, the quality of this research varies depending on the methodologies employed. This was a major point of contention with the United States' President's Council of Advisors on Science and Technology, who recognized the existing literature but found the majority lacking because of methodological issues. Questionable scientific methodologies have undermined the forensic science community's ability to defend the scientific foundations and examination protocols used to examine evidence in criminal cases. Such scientific failures have significant legal implications. Registered reports, which strengthen the quality of scientific research and reliability of laboratory protocols, can provide transparency, validity and a stronger scientific foundation for forensic science.

RESUMO

The science in forensic science has received increased scrutiny in recent years, but interest in how forensic science is managed is a relatively new line of research. This paper summarizes the literature in forensic science management generally from 2009 to 2013, with some recent additions, to provide an overview of the growth of topics, results, and improvements in the management of forensic services in the public and private sectors. This review covers only the last three years or so and a version of this paper was originally produced for the 2013 Interpol Forensic Science Managers Symposium and is available at interpol.int.

RESUMO

The examination of hair collected from crime scenes is an important and highly informative discipline relevant to many forensic investigations. However, the forensic identification of animal (non-human) hairs requires different skill sets and competencies to those required for human hair comparisons. The aim of this is paper is not only to highlight the intrinsic differences between forensic human hair comparison and forensic animal hair identification, but also discuss the utility and reliability of the two in the context of possibilities and pitfalls. It also addresses and dispels some of the more popular myths and misconceptions surrounding the microscopical examination of animal hairs. Furthermore, future directions of this discipline are explored through the proposal of recommendations for minimum standards for the morphological identification of animal hairs and the significance of the newly developed guidelines by SWGWILD is discussed.

The microscope may seem to be a relic of an antiquated age of science when compared with some of today's advanced instrumentation. But microscopy can be as powerful as many current technologies and, in some cases, more powerful. The microscope is a nearly universal symbol of science, representing our ability to explore the world below the limits of our perception. Forensic science is equally well represented by the microscope. A brief review of some of the central concepts of microscopy is presented along with case reviews that show the utility of trace evidence.

Forensic hair examination and comparison is often undervalued as evidence. Significant information can be developed from a thorough microscopic examination and comparison of human and animal hairs that can assist criminal and civil investigations. Animal hairs can be distinguished easily from human hairs and often can be specified to a genus, species, or even breed. Human hairs often can be identified as to their body area origin and the racial ancestry of the person from whom they originated. Additionally, damage, disease, or cosmetic treatments can be identified and described. Finally, suitable hairs can be compared microscopically with known hair samples to determine if they could have come from the same source. This application is now being augmented by mitochondrial DNA analysis, which enhances the information already available from a microscopic examination of evidentiary hairs. Training and qualification of forensic hair examiners is crucial to the quality and reliability of forensic hair examinations. Many of the weaknesses in forensic hair examinations seen to date are a result of inadequate training of forensic hair examiners and a lack of understanding about the fundamental nature of the examination of hairs. Mitochondrial DNA offers a chance for the rehabilitation and validation of microscopical examination of human, and potentially animal, hairs.

Age-at-death estimations of 44 individuals (27 adults, 17 children) from the Branch Davidian sample were compared with their actual ages. Estimations were evaluated for bias and accuracy for the actual age at death. Although the overall average estimates correlated well with the actual ages (r = 0.946), several individuals displayed high residual requiring further analysis and review. These individuals displayed age-related features that did not correspond with the expected morphology for individuals of their ages. Several age estimation techniques scored these individuals with all bias in the same direction. These examples should serve as cautionary reminders that biology does not always correlate with expected outcomes, particularly in such multifaceted traits such as age.

A survey was sent to 80 forensic laboratories in 44 States and two Canadian Provinces concerning methodology in analyzing gunshot residue (GSR) and interpreting the results. Of the 80 surveys, 50 (63%) were returned completed. Questions included standard procedures, collection methods, thresholding problems and specificity of data. These results are compared to a previous survey reported in 1990. Implications for the interpretation and future study of these methods are discussed.

Anthropological contributions to the investigation of the events at the Branch Davidian Compound near Waco, Texas in early 1993, were of two major types: the recovery of human remains from the site and the analysis of most of those individuals at the Medical Examiner's Office in Fort Worth, Texas. This paper describes the role of forensic anthropology in the recovery and analysis of Branch Davidian Compound victims and the recovery procedures and characteristics of the victims.

The recovery and analysis of human remains from the Branch Davidian Compound, Mount Carmel, Texas, was a multidisciplinary team effort. This presentation deals with one aspect of the forensic anthropological contribution to this collaborative endeavor--the examination and inventory of human skeletal remains and the interpretation of these osteological data. Briefly described first are the content and format of the skeletal inventory and the examination procedures used for data collection. Two subsequent sections illustrate the use of these data to determine (a) age, sex, ancestry, stature, and other distinguishing characteristics, and (b) the presence and nature of any premortem, perimortem, and postmortem trauma. The next section shows how these findings assist in establishing positive identification through, for example, comparison with medical, dental, and other background records, especially comparison of premortem and postmortem radiographs of bones or dentition. In this context, we consider also the sorting of commingled remains, which includes preliminary assessment of rapidly decomposing remains prior to autopsy to preserve information crucial to identification.
