RESUMO

Australia's 2019-2020 bushfires had a devastating impact on animals, humans, and ecosystems. They also demonstrated the lack of evidence or guidance for wildlife provisioning in response to severe fire events when volunteers and wildlife organisations rose to respond. In addition, the unprecedented scale and intensity of the fires and an absence of institutional support for wildlife provisioning meant that well-intentioned interventions were largely uncoordinated and lacked clear short-term, mid-term, and long-term objectives. Fundamentally, a lack of consensus was revealed on whether any such interventions are advisable. Given the strong evidence indicating that future bushfire seasons will become longer and more intense in Australia and elsewhere, the welfare and survival of millions of wild animals are at risk every year. Understanding the impacts of supplementary resource interventions and contributing to the development of best practice information is crucial to inform the response to the next major fire event. Here, we contextualize the arguments for and against provisioning within a 'One Welfare' framework that recognizes that animal welfare, biodiversity, and the environment are intertwined with human welfare and community resilience. We propose that the One Welfare approach can facilitate appropriate consideration of the extant scientific and lay literature; local legislation; views of stakeholders; emerging data; and modelling from historic fire events. As a further step, we see merit in engaging with wildlife provisioners and the broader conservation community to build an evidence base for future wildlife provisioning activities. From an informed position, we can encourage beneficial interventions and reduce the risk of negative outcomes. Finally, we propose controlled experiments (e.g., using hazard reduction burns), ongoing data collection using emergent technology, and longitudinal analysis to address shifting research priorities as the climate changes. We conclude that the ordered collection of the necessary evidence relevant to each of the three stakeholder groups in the One Welfare framework has the greatest potential to support an informed policy platform on wildlife provisioning across Australia that is feasible, legal, and sustainable.

The One Welfare concept is proposed to guide humans in the ethical treatment of non-human animals, each other and the environment. One Welfare was conceptualized for veterinarians but could be a foundational concept through which to promote the ethical treatment of animals that are outside of direct human care and responsibility. However, wild-living animals raise additional ethical conundrums because of their multifarious values and roles, and relationships that humans have with them. At an open facilitated forum, the 2018 Robert Dixon Memorial Animal Welfare Symposium, a panel of five experts from different fields shared their perspectives on "loving and hating animals in the wild" and responded to unscripted questions from the audience. The Symposium's objectives were to elucidate views on the ethical treatment of the native and invasive animals of Australia and to identify some of the resultant dilemmas facing conservationists, educators, veterinarians and society. Here, we document the presented views and case studies and synthesize common themes in a One Welfare framework. Additionally, we identified points of contention that can guide further discourse. With this guide in place, the identification and discussion of those disparate views was a first step toward practical resolutions on how to manage wild-living Australian fauna ethically. We concluded that there was great utility in the One Welfare approach for any discourse about wild animal welfare. It requires attention to each element of the triple bottom line and ensures that advocacy for one party does not vanquish the voices from other sectors. We argue that, by facilitating a focus on the ecology in the context of wild animal issues, One Welfare is more useful in this context than the veterinary context for which it was originally developed.

Animals play a significant role in the production of film and television in Australia and globally. Given this, regulating and monitoring their welfare on- and off-set is imperative. We therefore aim to compare Australia's state and territory-based legislation and regulation to those in the United States and the United Kingdom and assess regulations against the Five Domains Model of animal welfare. Historical examples of animal incidents in Australian film are used to illustrate potential deficiencies. We reviewed archived media for animal welfare incidents on and off production sets. We demonstrate a lack of uniformity, with 37.5% (3/8) of states and territories providing targeted Codes of Practice for animals in filmed media, and partially addressing behavioural interactions or mental state within the Five Domains Model. Three themes of welfare concerns were identified including incidents on-set, incidents off-set, and effects of portrayal on perception or ownership of specific species. This highlights the need for standardised national legislation and improved monitoring and regulation. Further research should quantify the number of animals used in productions, describe the type and duration of the work the animals undertake, investigate the frequency of animal welfare incidents, and explore alternative methods to the use of live animals in film and television.

"Social license to operate" (SLO) refers to the implicit process by which a community gives an industry approval to conduct its current business activities. It has become an important focus for many natural resource management fields (especially mining), but there is less awareness of its role in animal use industries. This article describes how animal welfare has recently become arguably the most crucial consideration underpinning the SLO for Australian animal use industries. It describes several industries in Australia that have faced animal welfare scrutiny in the past decade (2010-2020) to illustrate how persistent issues can erode SLO, lead to regulatory bans, and decimate previously profitable industries. Industries described include the live export of livestock, greyhound and horse racing, kangaroo harvesting, and dairy and sheep farming. In these cases, there has been intense public discourse but little scholarly progress. This article examines factors that may have contributed to these developments and suggests approaches that may assist these industries in maintaining their SLO. Animal welfare has become a mainstream societal concern in Australia, and effective management of the community's expectations will be essential for the maintenance of SLO for many animal use industries.

Throughout its 25-year history, the Five Domains Model for animal welfare assessment has been regularly updated to include at each stage the latest authenticated developments in animal welfare science thinking. The domains of the most up-to-date Model described here are: 1 Nutrition, 2 Physical Environment, 3 Health, 4 Behavioural Interactions and 5 Mental State. The first four domains focus attention on factors that give rise to specific negative or positive subjective experiences (affects), which contribute to the animal's mental state, as evaluated in Domain 5. More specifically, the first three domains focus mainly on factors that disturb or disrupt particular features of the body's internal stability. Each disturbed or disrupted feature generates sensory inputs which are processed by the brain to form specific negative affects, and these affects are associated with behaviours that act to restore the body's internal stability. As each such behaviour is essential for the survival of the animal, the affects associated with them are collectively referred to as "survival-critical affects". In contrast, Domain 4, now named Behavioural Interactions, focusses on evidence of animals consciously seeking specific goals when interacting behaviourally with (1) the environment, (2) other non-human animals and (3) as a new feature of the Model outlined here, humans. The associated affects, evaluated via Domain 5, are mainly generated by brain processing of sensory inputs elicited by external stimuli. The success of the animals' behavioural attempts to achieve their chosen goals is reflected in whether the associated affects are negative or positive. Collectively referred to as "situation-related affects", these outcomes are understood to contribute to animals' perceptions of their external circumstances. These observations reveal a key distinction between the way survival-critical and situation-related affects influence animals' aligned behaviours. The former mainly reflect compelling motivations to engage in genetically embedded behavioural responses, whereas the latter mainly involve conscious behavioural choices which are the hallmarks of agency. Finally, numerous examples of human-animal interactions and their attendant affects are described, and the qualitative grading of interactions that generate negative or positive affect is also illustrated.

In Australia, cat owners are encouraged to keep their pet cats contained on their property at all times. This study explores the relationship between the intentions and behaviours of 72 kitten and cat adopters from a RSPCA Queensland animal shelter, to provide a more in-depth understanding of the factors influencing the adoption of cat containment behaviours. At the time of adoption, 64 participants (89%) indicated they were intending to keep their cat fully contained. Eight weeks after adoption, 63 participants (87%) reported they were doing so (59 who had stated their intention at the time of adoption, and 4 who had not). We found cat owner containment behaviour was moderately correlated with containment intentions. For some of the participants when it came to enacting this behaviour, their intentions and the provided education information was not enough to overcome the more compelling capability, opportunity and motivational factors which presented themselves once they got home. We were able to identify these factors and suggest additional behaviour change strategies that would assist. Although it is important to provide cat adopters with advice about how to contain their cats properly, these results also highlight the importance of focusing attention on other behaviour change strategies that address the particular barriers faced by some cat-owners who are unsuccessful in keeping their cat contained on their property.

Prepubertal desexing (neutering) has been a legal requirement for all cats and dogs in the Australian Capital Territory since 2001. All cats have to be desexed by 3 months of age, and all dogs are required to be desexed by 6 months of age. The role of veterinary attitudes and behaviors in the implementation of mandatory prepubertal desexing in the Australian Capital Territory is explored in this paper. An online survey was sent to all veterinarians registered in the Australian Capital Territory via the Veterinary Surgeons Board (VSB). The survey was designed as a cross-sectional study, hosted using the software REDcap® and analyzed using statistical program R®. A response rate of 14.9% (52/350) of registered veterinarians was achieved. Only 10% of respondents (5/52) recommended that clients have their cat desexed at 3 months of age, the legal maximum age for desexing in the jurisdiction. However, 40% of veterinarians (21/52) thought prepubertal desexing was an appropriate management strategy of cats to prevent overpopulation. Just over one-third of all veterinarians who responded (18/52; 35%) were not aware that prepubertal desexing was mandatory in the Australian Capital Territory. We conclude that prepubertal desexing might be poorly supported by veterinarians in the Australian Capital Territory, even though pets are legally required to undergo prepubertal desexing. As a result, veterinarians may unintentionally be limiting access to this procedure. This has wider policy consequences for Australian and overseas jurisdictions which are considering introducing mandatory prepubertal desexing.

Increasingly, human activities, including those aimed at conserving species and ecosystems (conservation activities) influence not only the survival and fitness but also the welfare of wild animals. Animal welfare relates to how an animal is experiencing its life and encompasses both its physical and mental states. While conservation biology and animal welfare science are both multi-disciplinary fields that use scientific methods to address concerns about animals, their focus and objectives sometimes appear to conflict. However, activities impacting detrimentally on the welfare of individual animals also hamper achievement of some conservation goals, and societal acceptance is imperative to the continuation of conservation activities. Thus, the best outcomes for both disciplines will be achieved through collaboration and knowledge-sharing. Despite this recognition, cross-disciplinary information-sharing and collaborative research and practice in conservation are still rare, with the exception of the zoo context. This paper summarizes key points developed by a group of conservation and animal welfare scientists discussing scientific assessment of wild animal welfare and barriers to progress. The dominant theme emerging was the need for a common language to facilitate cross-disciplinary progress in understanding and safeguarding the welfare of animals of wild species. Current conceptions of welfare implicit in conservation science, based mainly on "fitness" (physical states), need to be aligned with contemporary animal welfare science concepts which emphasize the dynamic integration of "fitness" and "feelings" (mental experiences) to holistically understand animals' welfare states. The way in which animal welfare is characterized influences the way it is evaluated and the emphasis put on different features of welfare, as well as, the importance placed on the outcomes of such evaluations and how that information is used, for example in policy development and decision-making. Salient examples from the New Zealand and Australian context are presented to illustrate. To genuinely progress our understanding and evaluation of wild animal welfare and optimize the aims of both scientific disciplines, conservation and animal welfare scientists should work together to evolve and apply a common understanding of welfare. To facilitate this, we propose the formal development of a new discipline, Conservation Welfare, integrating the expertise of scientists from both fields.

The aim of this study was to conduct a series of paper-based exercises in order to assess the negative (adverse) welfare impacts, if any, of common interventions on domestic horses across a broad range of different contexts of equine care and training. An international panel (with professional expertise in psychology, equitation science, veterinary science, education, welfare, equestrian coaching, advocacy, and community engagement; n = 16) met over a four-day period to define and assess these interventions, using an adaptation of the domain-based assessment model. The interventions were considered within 14 contexts: C1 Weaning; C2 Diet; C3 Housing; C4 Foundation training; C5 Ill-health and veterinary interventions (chiefly medical); C6 Ill-health and veterinary interventions (chiefly surgical); C7 Elective procedures; C8 Care procedures; C9 Restraint for management procedures; C10 Road transport; C11 Activity-competition; C12 Activity-work; C13 Activity-breeding females; and C14 Activity-breeding males. Scores on a 1-10 scale for Domain 5 (the mental domain) gathered during the workshop were compared with overall impact scores on a 1-10 scale assigned by the same panellists individually before the workshop. The most severe (median and interquartile range, IQR) impacts within each context were identified during the workshop as: C1 abrupt, individual weaning (10 IQR 1); C2 feeding 100% low-energy concentrate (8 IQR 2.5); C3 indoor tie stalls with no social contact (9 IQR 1.5); C4 both (i) dropping horse with ropes (9 IQR 0.5) and forced flexion (9 IQR 0.5); C5 long-term curative medical treatments (8 IQR 3); C6 major deep intracavity surgery (8.5 IQR 1); C7 castration without veterinary supervision (10 IQR 1); C8 both (i) tongue ties (8 IQR 2.5) and (ii) restrictive nosebands (8 IQR 2.5); C9 ear twitch (8 IQR 1); C10 both (i) individual transport (7.00 IQR 1.5) and group transport with unfamiliar companions (7 IQR 1.5); C11 both (i) jumps racing (8 IQR 2.5) and Western performance (8 IQR 1.5); C12 carriage and haulage work (6 IQR 1.5); C13 wet nurse during transition between foals (7.5 IQR 3.75); and C14 teaser horse (7 IQR 8). Associations between pre-workshop and workshop scores were high, but some rankings changed after workshop participation, particularly relating to breeding practices. Domain 1 had the weakest association with Domain 5. The current article discusses the use of the domain-based model in equine welfare assessment, and offers a series of assumptions within each context that future users of the same approach may make when assessing animal welfare under the categories reported here. It also discusses some limitations in the framework that was used to apply the model.

The use of whips in racing is subject to current debate, not least because the prospect that fatigued horses cannot respond renders the practice futile and inhumane. The racing industries maintain whip use is a form of encouragement and that the rules of racing that govern whip use safeguard horse welfare. The current study examined longitudinal trends in the frequency of medium and fast race winning times in Australian harness racing between September 2007 and August 2016 to explore relationships with a series of changes that moderated whip use. The first change, introduced January 2010, moderated whip action so that horses were struck with less force. Subsequent amendments reversed this change for the final 200m of the race except in one racing jurisdiction. However, those amendments were eventually reversed, restoring the first rule change in all geographic locations. Despite whip use being regulated from January 2010, a long-term trend of increased frequency of both fast and medium winning times over 1609m (~1 mile) was noted. Even after adjusting for this trend, all whip handling codes were associated with greater odds of winning times being less than 1:55 minutes compared with the pre-2010 period. A similar finding for times less than 2:00 minutes did not reach statistical significance. Additionally, the periods immediately before and after introducing the most stringent regulations were compared. This revealed that, when introduced in 2010, these regulations were associated with faster winning times. Their re-introduction in 2016, was associated with no significant differences. Despite concerns that tightening of whip regulations might reduce performance, none of our analyses revealed any significant reduction in either fast or medium winning times in races following the tightening of regulations governing the use of the whip. These findings question the putative need for whips to improve racing performance.

Human-wildlife conflicts are commonly addressed by excluding, relocating, or lethally controlling animals with the goal of preserving public health and safety, protecting property, or conserving other valued wildlife. However, declining wildlife populations, a lack of efficacy of control methods in achieving desired outcomes, and changes in how people value animals have triggered widespread acknowledgment of the need for ethical and evidence-based approaches to managing such conflicts. We explored international perspectives on and experiences with human-wildlife conflicts to develop principles for ethical wildlife control. A diverse panel of 20 experts convened at a 2-day workshop and developed the principles through a facilitated engagement process and discussion. They determined that efforts to control wildlife should begin wherever possible by altering the human practices that cause human-wildlife conflict and by developing a culture of coexistence; be justified by evidence that significant harms are being caused to people, property, livelihoods, ecosystems, and/or other animals; have measurable outcome-based objectives that are clear, achievable, monitored, and adaptive; predictably minimize animal welfare harms to the fewest number of animals; be informed by community values as well as scientific, technical, and practical information; be integrated into plans for systematic long-term management; and be based on the specifics of the situation rather than negative labels (pest, overabundant) applied to the target species. We recommend that these principles guide development of international, national, and local standards and control decisions and implementation.

There is increasing controversy about the use of the whip as a performance aid in Thoroughbred horseracing and its impact on horse welfare. This paper offers a critical analysis of the British Horseracing Authority's (BHA) 2011 Report Responsible Regulation: A Review of the Use of the Whip in Horseracing. It examines the BHA's process of consultation and use of science and public opinion research through the application of current scientific literature and legal analysis. This analysis suggests that the BHA's findings on the welfare impact and justification for whip use are insufficiently defended by the report. These findings indicate that the report is an inadequate basis from which to draw any definitive conclusions on the impact of whips on racehorse welfare. Further review is needed, undertaken by an independent scientific body, to advance this debate.

Phee calls were recorded from five captive common marmosets on three occasions. An initial recording session was followed by further sessions 1-12 days later, and finally, 12 months after the initial sample. Sonograms from the first recordings were measured using one duration and five frequency parameters, and significant differences between individuals were found for all six parameters. Discriminant function analysis was then applied to classify each call to a particular individual, witn a resulting classification accuracy of 97.27%. Analysis of the second and third recordings demonstrated accurate classification to the same caller using the measurements obtained from the initial sample. The accuracy remained high despite intra-individual differences in acoustic structure among the three recording periods. Such differences may well reflect proximate changes in the underlying arousal state of the caller. Stability over time in the vocal signature of the phee call supports the view that this vocalization may be important in signalling individual identity over long distances, in a habitat where visual contact is limited. © 1993 Wiley-Liss, Inc.
