In a globalized world, the frequency of transboundary livestock infectious diseases is increasing, and strengthening of farm biosecurity is vital to stabilize food production. The aim of this study was to understand the decision-making process for farm biosecurity among Japanese livestock farmers. Postal surveys using structured questionnaires were conducted on beef, dairy, pig, and layer farms in Hokkaido and Saitama Prefectures, which represent the principal production area and peri-urban Tokyo, respectively, as well as randomly selected broiler farms across Japan. The question items included the attributes of farms and owners, disease experiences, related associations and sources of hygiene information, attitude toward hygiene management, and compliance with the Standards of Rearing Hygiene Management (SRHM). The compliance rates were compared between livestock sectors. Univariable analyses were conducted using combined data from both prefectures, with the compliance rate as the outcome variable and the questionnaire items as explanatory variables, in generalized linear models. Exploratory factor analyses were conducted using the variables with p < 0.2 in the univariable analyses. The factors identified were classified into knowledge, attitude, capacity, practice, and structural equation modeling (SEM) was performed. The questionnaires were completed and returned by 97 and 66 beef cattle, 86 and 136 dairy, 67 and 45 pig, 20 and 39 layer farmers in Hokkaido and Saitama Prefectures, respectively, and 95 broiler farms. The compliance rate was significantly higher among broiler farms (88.9%) compared with the other sectors, followed by pig (77.1%), layer (67.2%), dairy (63.8%), and beef (59.1%) farms in Hokkaido Prefecture, and layer (64.9%), pig (60.0%), dairy (58.5%), and beef (57.6%) farms in Saitama Prefecture. Based on SEM, the decision-making process from greater knowledge to higher attitude, and from higher attitude to greater compliance with the SRHM were significant (p < 0.01) in all sectors. Higher capacity was significantly associated with higher knowledge in dairy, pig,break and layer farms (p < 0.01), and with higher compliance in beef, pig, and layer farms (p < 0.05). These results suggest that the provision of targeted hygiene knowledge to livestock farmers and the support to smallholder farms would improve biosecurity through elevated attitudes and self-efficacy.

Although rabies still kills many people, the global eradication of human rabies is considered to be feasible. Progress towards eradication may differ among regions with differing socio-economic statuses; therefore, states that successfully eradicate this disease must be vigilant for rabies re-emergence. Here, we discuss challenges that remain concerning current rabies prevention measures and risk assessment results concerning possible rabies introduction and spread in rabies-free Japan. We summarize the preventative measures undertaken by representative rabies-free countries and regions. Our risk assessment results show that the risk of rabies reintroduction under current circumstances is very low, and that subsequent spread of the disease would be minimal because of quite low value of basic reproduction number. Similar assessments conducted in other rabies-free areas also showed limited risks of introduction. The majority of rabies-free countries maintain their rabies-free status through strict import quarantine of carnivorous animals, efficient surveillance of animal rabies including wildlife, quick emergency responses, and raising public awareness of the disease. To maintain the current rabies-free status in Japan, we strongly recommend maintaining the current quarantine system and reinforcing stakeholder compliance for those involved in international movement of dogs. Moreover, sustainable surveillance systems targeting wildlife are indispensable.

Rabies is a fatal zoonosis, and in Vietnam, it remains problematic despite the availability of dog rabies vaccination. The purpose of this study was to clarify the socio-economic factors associated with voluntary rabies control measures among the general population using a "Knowledge, Attitudes, and Practice" framework to provide health and veterinary authorities in Vietnam with baseline information for better planning of policy supports. A questionnaire survey with interviews was conducted in 495 households (64 mountainous and 431 plain-area households) in Thai Nguyen Province in September 2016. After the survey, uni- and multivariable analyses were performed to detect factors associated with the practices of dog rabies vaccination and tethering dogs. Structural equation modelling (SEM) was performed to understand the structures associated with practice decisions. Contingent valuation was performed to calculate willingness-to-pay for vaccination. Vaccination coverage was 77.4% (724/935 dogs), and was significantly lower in mountainous areas dominated by ethnic minorities (63.8%, 67/105) than in plains (79.2%, 657/830, x2 = 11.7, df = 1, p <  0.001). Mean estimation of willingness-to-pay for a vaccination was 2.30 USD (51,959 Vietnamese dong), which was more than double the current price. The willingness-to-pay in mountainous areas was 2.16 USD, while that in plain areas was 2.32 USD. The proportion that never confined dogs was significantly higher in mountainous areas (65.6%, 42/64 households) than in plain areas (26.5%, 114/430, x2 = 37.7, df = 1, p < 0.001). Despite the low proportion of households tethering dogs, the majority answered that they would confine (479/489, 98.0%) or leash while walking (482/491, 98.2%) if such orders were enforced. SEM result showed that higher social status promoted better knowledge (ß, the coefficient, = 0.75, se = 0.05, p <  0.001), better knowledge positive attitudes (ß = 1.0, se = 0.0, p value not calculated), and positive attitudes better practices of confinement (ß = 0.4, se = 0.05, p <  0.001), vaccination (ß = 0.52, se = 0.06, p <  0.001), and sterilization (ß = 0.11, se = 0.04, p <  0.001). Our study suggested that rabies education targeted to mountainous areas using local languages for ethnic minority groups as well as the national language, and higher subsidies on dog rabies vaccination for poor households may improve vaccination coverage. Dog management may be improved by promotion campaigns.

Japan has been free from rabies since the 1950s. However, during the early 1900s several large-scale epidemics spread throughout the country. Here we investigate the dynamics of these epidemics between 1914 and 1933 in Osaka Prefecture, using archival data including newspapers. The association between dog rabies cases and human population density was investigated using Mixed-effects models and epidemiological parameters such as the basic reproduction number (R0), the incubation and infectious period and the serial interval were estimated. A total of 4,632 animal rabies cases were reported, mainly in dogs (99.0%, 4,584 cases) during two epidemics from 1914 to 1921, and 1922 to 1933 respectively. The second epidemic was larger (3,705 cases) than the first (879 cases), but had a lower R0 (1.50 versus 2.42). The first epidemic was controlled through capture of stray dogs and tethering of pet dogs. Dog mass vaccination began in 1923, with campaigns to capture stray dogs. Rabies in Osaka Prefecture was finally eliminated in 1933. A total of 3,805 rabid dog-bite injuries, and 75 human deaths were reported. The relatively low incidence of human rabies, high ratio of post-exposure vaccines (PEP) and bite injuries by rabid dogs (minimum 6.2 to maximum 73.6, between 1924 and 1928), and a decline in the proportion of bite victims that developed hydrophobia over time (slope = -0.29, se = 3, p < 0.001), indicated that increased awareness and use of PEP might have prevented disease. Although significantly more dog rabies cases were detected at higher human population densities (slope = 0.66, se = 0.03, p < 0.01), there were fewer dog rabies cases detected per capita (slope = -0.34, se = 0.03, p < 0.01). We suggest that the combination of mass vaccination and restriction of dog movement enabled by strong legislation was key to eliminate rabies. Moreover, the prominent role of the media in both reporting rabies cases and efforts to control the disease likely contributed to promoting the successful participation required to achieve rabies elimination.

An outbreak of foot-and-mouth disease (FMD) occurred in Miyazaki Prefecture, Japan, in 2010. This epidemic was controlled with culling and vaccination, and resulted in the death of nearly 290,000 animals. This paper describes the factors associated with hesitation to restart farming after the epidemic. A questionnaire survey was conducted to assess the mental health of farmers one year after the end of the FMD epidemic in affected areas, and univariate and multivariable analyses were performed. Of 773 farms which had answered the question about restart farming, 55.4% (428/773) had resumed or were planning to resume operation. The farms hesitated restarting were characterized by small scale (P=0.06) and having multiple sources of income (P<0.01). Personal attributes associated with hesitation to restart were advanced age of the owner (P<0.01), with someone with bad physical conditions (P=0.04) and small family size (P<0.01). Factors related to disease control during the epidemic that were associated with hesitation to restart were vaccination of animals (P<0.01), not assisting with culling on other farms (P<0.01), and higher satisfaction with information provided by the government (P=0.02). We found that farmers hesitated to resume farming because they had a limited labor force, had an alternative business or were mentally distressed during disease control.

Foot-and-mouth disease (FMD) occurred in Miyazaki, Japan, in 2010, and 290,000 animals were culled. This paper describes the mental distress of the volunteers who had been dispatched to Miyazaki for disease control two years after the epidemic. It also assesses risk factors for post-traumatic stress disorder (PTSD). A participatory appraisal and self-administered questionnaire survey were conducted in 2012 for those who were dispatched to Miyazaki in 2010. The Impact of Event Scale-Revised (IES-R) was used as an indicator of PTSD, and univariate and multivariable analyses were performed. Of the 875 respondents, 1.3% had higher IES-R scores than the cut-off point (25), which is suggestive of PTSD. Mental stresses during and soon after FMD control and after two years were described. Four risk factors associated with high IES-R scores were found: transporting culled animals (P<0.01), stress during FMD control (P<0.01) and at the time of the survey (P<0.01), and lack of someone to talk to about FMD-associated stress at the time of the survey (P<0.01). Veterinarians, livestock technicians and clerical officers involved in FMD control still suffer from mental stress two years later. Public services should provide an opportunity for them to consult with mental health specialists. These findings should be used to better prepare workers who deal with infectious diseases of animals, especially when they must be culled. The establishment of a collaborative framework between veterinary and mental health services is recommended.
