RESUMO

Participatory spatial tools-community mapping, PGIS, and others-find increasing resonance among research and non-governmental organizations to make stakeholder claims and community perspectives explicit for more inclusive landscape governance. In this paper, we situate the use of participatory spatial tools in debates on integrated landscape approaches and inclusive development. We show that using such spatial tools is not new but argue that their application for inclusive landscape governance requires a new research agenda that focuses on expanding the scope of application of the tools, improving the inclusivity of the processes, and developing new technologies.

BACKGROUND: Hñahñu (Otomi) farmers organize their experiences and ecological learning into a farmland system designed to grow food in areas of scarce water and low soil fertility. The purpose of this paper is to examine Hñahñu concepts and categories pertaining to the farming landscape and the ecological foundations underlying the system, its management implications, and categorial organization in Huitexcalco de Morelos, Mezquital Valley, Mexico. METHODS: Native terms and their links to landscape were recorded and discussed in various workshops. Open interviews and field trips with local experts were used to explain soil and water management practices that allow Hñahñu farmers to maintain sustained yields throughout the year. We then used participatory mapping in order to explore the semantic relations of the terms with the space and its validity in the productive landscape. RESULTS: We elicited 7 Hñahñu language terms related to landforms, 4 related to land use categories, and 17 related to their constituent components organized in two hierarchical levels. We found that mothe as a term of land usage was followed by mothee, ñut'athee, gadñhe, or muiñhe; these primarily refer to the topographic position of the parcel and the form of access to water for irrigation. Stone barriers and earth channels represent the functional structures that are most commonly used by Hñahñu farmers to retain soil and water. In the participatory mapping results, mothe muiñhe displayed a robust spatial link with the gullies. Identifying other landscape categories required a substantial understanding both of management practices of soil and water and forms of organization. CONCLUSIONS: This study revealed a complex system of knowledge that contributes to the continued proper management of the local landscape. The terms and their elicited meanings are key to understand the ways in which Hñahñu farmers conceptualize and relate the reality of their landscape and its cultural meanings. Scale and perception were found to have a determining role in defining their taxonomic organization, semantic structure, and relations in space.

There have been many calls for community participation in MRV (measuring, reporting, verification) for REDD+. This paper examines whether community involvement in MRV is a requirement, why it appears desirable to REDD+ agencies and external actors, and under what conditions communities might be interested in participating. It asks What's in it for communities? What might communities gain from such an involvement? What could they lose? It embraces a broader approach which we call community MMM which involves mapping, measuring and monitoring of forest and other natural resources for issues which are of interest to the community itself. We focus on cases in México because the country has an unusually high proportion of forests under community communal ownership. In particular, we refer to a recent REDD+ initiative-CONAFOR-LAIF, in which local communities select and approve local people to participate in community-based monitoring activities. From these local initiatives we identify the specific and the general drivers for communities to be involved in mapping, measuring and monitoring of their own territories and their natural resources. We present evidence that communities are more interested in this wider approach than in a narrow focus on carbon monitoring. Finally we review what the challenges to reconciling MMM with MRV requirements are likely to be.

The dominant paradigm in disaster risk reduction (DRR) policies has been seriously contested because of its reliance on interventions based on technocratic expertise. In the Mexican context, the influence of informal practices such as clientelism and cartelisation of the political system produces environmental degradation and vulnerability to disasters within the communities in the study site. This paper contributes to understanding of failed institutional processes and parallel practices that intensify vulnerability to disasters by contrasting the discourses of agents within a peri-urban community in central Mexico. Employing the Situational Analysis Approach as a methodological framework, the study identifies divergent views and practices within the community, leading to different responses to disasters and to different perceptions regarding institutional performance. In addition, it finds that institutional decision-making, based only on scientific and technical expertise, has resulted in unintended consequences that influence ongoing vulnerability to floods in the site under review.

Crop-raiding elephants affect local livelihoods, undermining conservation efforts. Yet, crop-raiding patterns are poorly understood, making prediction and protection difficult. We hypothesized that raiding elephants use corridors between daytime refuges and farmland. Elephant counts, crop-raiding records, household surveys, Bayesian expert system, and least-cost path simulation were used to predict four alternative categories of daily corridors: (1) footpaths, (2) dry river beds, (3) stepping stones along scattered small farms, and (4) trajectories of shortest distance to refuges. The corridor alignments were compared in terms of their minimum cumulative resistance to elephant movement and related to crop-raiding zones quantified by a kernel density function. The "stepping stone" corridors predicted the crop-raiding patterns. Elephant presence was confirmed along these corridors, demonstrating that small farms located between refuges and contiguous farmland increase habitat connectivity for elephant. Our analysis successfully predicted elephant occurrence in farmland where daytime counts failed to detect nocturnal presence. These results have conservation management implications.

The accumulated knowledge and perceptions of communities 'at risk' are key elements in managing disaster risk at the local level. This paper demonstrates that local knowledge of flood hazards can be structured systematically into geographic information system (GIS) outputs. When combined with forecasting models and risk scenarios, they strengthen the legitimacy of local knowledge of at-risk populations. This is essential for effective disaster risk reduction practices by external actors, local non-governmental organisations (NGOs) and municipal authorities. The research focused on understanding coping strategies and 'manageability' of flood hazards as defined by communities. 'Manageability' is how people experience flooding in relation to their household capacity and the coping mechanisms available. The research in the Philippines highlights the significance of localised factors, including socioeconomic resources, livelihoods, seasonality and periodicity, for understanding manageability. The manageability concept improves practice at the municipal level by legitimising local coping strategies, providing better indicators, and developing understanding of flooding as a recurrent threat.

There is a growing assumption that payments for environmental services including carbon sequestration and greenhouse gas emission reduction provide an opportunity for poverty reduction and the enhancement of sustainable development within integrated natural resource management approaches. Yet in experiential terms, community-based natural resource management implementation falls short of expectations in many cases. In this paper, we investigate the asymmetry between community capacity and the Land Use Land Use Change Forestry (LULUCF) provisions of the Clean Development Mechanism within community forests in Cameroon. We use relevant aspects of the Clean Development Mechanism criteria and notions of "community capacity" to elucidate determinants of community capacity needed for CDM implementation within community forests. The main requirements are for community capacity to handle issues of additionality, acceptability, externalities, certification, and community organisation. These community capacity requirements are further used to interpret empirically derived insights on two community forestry cases in Cameroon. While local variations were observed for capacity requirements in each case, community capacity was generally found to be insufficient for meaningful uptake and implementation of Clean Development Mechanism projects. Implications for understanding factors that could inhibit or enhance community capacity for project development are discussed. We also include recommendations for the wider Clean Development Mechanism/Kyoto capacity building framework.
