All US nursing homes are required to report workplace injury and illness data to the Occupational Safety And Health Administration (OSHA). Nevertheless, the compliance rate for US nursing homes during the period 2016-21 was only 40 percent. We examined whether unionization increases the probability that nursing homes will comply with that requirement. Using a difference-in-differences design and proprietary data on union status from the Service Employees International Union for all forty-eight continental US states from the period 2016-21, we found that two years after unionization, nursing homes were 31.1 percentage points more likely than nonunion nursing homes to report workplace injury and illness data to OSHA. Data on injuries occurring in specific workplaces play a central role in injury prevention. Further unionization could help improve workplace safety in nursing homes, a sector with one of the highest occupational injury and illness rates in the US.

Understanding human behavior is vital to developing interventions that effectively lead to proenvironmental behavior change, whether the focus is at the individual or societal level. However, interventions in many fields have historically lacked robust forms of evaluation, which makes it hard to be confident that these conservation interventions have successfully helped protect the environment. We conducted a systematic review to assess how effective nonpecuniary and nonregulatory interventions have been in changing environmental behavior. We applied the Office of Health Assessment and Translation systematic review methodology. We started with more than 300,000 papers and reports returned by our search terms and after critical appraisal of quality identified 128 individual studies that merited inclusion in the review. We classified interventions by thematic area, type of intervention, the number of times audiences were exposed to interventions, and the length of time interventions ran. Most studies reported a positive effect (n = 96). The next most common outcome was no effect (n = 28). Few studies reported negative (n = 1) or mixed (n = 3) effects. Education, prompts, and feedback interventions resulted in positive behavior change. Combining multiple interventions was the most effective. Neither exposure duration nor frequency affected the likelihood of desired behavioral change. Comparatively few studies tested the effects of voluntary interventions on non-Western populations (n = 17) or measured actual ecological outcome behavior (n = 1). Similarly, few studies examined conservation devices (e.g., energy-efficient stoves) (n = 9) and demonstrations (e.g., modeling the desired behavior) (n = 5). There is a clear need to both improve the quality of the impact evaluation conducted and the reporting standards for intervention results.


Es vital entender el comportamiento humano para desarrollar intervenciones que lleven efectivamente a un cambio proambiental en el comportamiento, ya sea que estén enfocadas a nivel individual o de sociedad. Realizamos una revisión sistemática para analizar cuán efectivas han sido las intervenciones no pecuniarias y no regulatorias en el cambio del comportamiento ambiental. Aplicamos la metodología de revisión sistemática de la Oficina de Evaluación y Traducción de la Salud (OETS). Comenzamos con más de 300,000 artículos y reportes arrojados por nuestros términos de búsqueda y después de una valoración crítica de calidad, identificamos 128 estudios individuales que merecían su inclusión dentro de la revisión. Global geodetic VLBI is upgrading to its next-generation observing system, VGOS. This upgrade has turned out to be a process over multiple years, until VGOS reaches its full capabilities with the envisaged continuous observations. Until then, for the Australian stations, the upgrade means ceasing their legacy S/X observations, leaving a large gap in the global network as well as in the station time series. The Australian mixed-mode observing program is a series of sessions where the VGOS stations in Hobart and Katherine observe legacy S/X VLBI together with other stations in the region. This paper describes the technical details of these observations and their processing strategies and discusses their suitability for geodetic results by comparison with those of standard legacy S/X sessions. The presented mixed-mode sessions allow a continuation of the station time series, a benefit for the stations themselves as well as for future realisations of the terrestrial and celestial reference frames. A novel mode of observing is introduced and tested. The results are promising and it is suggested for acceptance into standard legacy S/X IVS observations, overcoming current gaps in the network due to VGOS upgrades and preventing a worsening of global results otherwise.

The deviation of Universal Time from atomic time, expressed as UT1-UTC, reflects the irregularities of the Earth rotation speed and is key to precise geodetic applications which depend on the transformation between celestial and terrestrial reference frames. A rapidly varying quantity such as UT1-UTC demands observation scenarios enabling fast delivery of good results. These criteria are currently met only by the Very Long Baseline Interferometry (VLBI) Intensive sessions. Due to stringent requirements of a fast UT1-UTC turnaround, the observations are limited to a few baselines and a duration of one hour. Hence, the estimation of UT1-UTC from Intensives is liable to constraints and prone to errors introduced by inaccurate a priori information. One aspect in this context is that the regularly operated Intensive VLBI sessions organised by the International VLBI Service for Geodesy and Astrometry solely use stations in the northern hemisphere. Any potential systematic errors due to this northern hemisphere dominated geometry are so far unknown. Besides the general need for stimulating global geodetic measurements with southern observatories, this served as a powerful motivation to launch the SI (Southern Intensive) program in 2020. The SI sessions are observed using three VLBI antennas in the southern hemisphere: Ht (South Africa), Hb (Tasmania) and Yg (Western Australia). On the basis of UT1-UTC results from 53 sessions observed throughout 2020 and 2021, we demonstrate the competitiveness of the SI with routinely operated Intensive sessions in terms of operations and UT1-UTC accuracy. The UT1-UTC values of the SI reach an average agreement of 32 µs in terms of weighted standard deviation when compared with the conventional Intensives results of five independent analysis centers and of 27 µs compared with the 14C04 series. The mean scatter of all solutions of the considered northern hemisphere Intensives with respect to C04 is at a comparable level of 29 µs. The quality of the results is only slightly degraded if just the baseline HtHb is evaluated. In combination with the e-transfer capabilities from Ht to Hb, this facilitates continuation of the SI by ensuring rapid service UT1-UTC provision.

Since the start of the COVID-19 pandemic, nursing home residents have accounted for roughly one of every six COVID-19 deaths in the United States. Nursing homes have also been very dangerous places for workers, with more than one million nursing home workers testing positive for COVID-19 as of April 2022. Labor unions may play an important role in improving workplace safety, with potential benefits for both nursing home workers and residents. We examined whether unions for nursing home staff were associated with lower resident COVID-19 mortality rates and worker COVID-19 infection rates compared with rates in nonunion nursing homes, using proprietary data on nursing home-level union status from the Service Employees International Union for all forty-eight continental US states from June 8, 2020, through March 21, 2021. Using negative binomial regression and adjusting for potential confounders, we found that unions were associated with 10.8 percent lower resident COVID-19 mortality rates, as well as 6.8 percent lower worker COVID-19 infection rates. Substantive results were similar, although sometimes smaller and less precisely estimated, in sensitivity analyses.

During the COVID-19 pandemic, safely reopening schools has been one of the most pressing public health challenges in the United States. At the beginning of the 2020-21 school year, the Centers for Disease Control and Prevention strongly encouraged schools to require mask wearing. Although teachers unions frequently supported such policies, the adoption of mask mandates was uneven. We examined whether teachers unions were associated with mask mandates, using proprietary data on school district-level unionization and mask mandates from the Iowa State Education Association, the state's main teachers union. We found that a 1-standard-deviation increase in the teachers' unionization rate was associated with a 12.5 percent relative increase in the probability that a school district adopted a mask mandate. These findings, which are robust to multiple specification checks, help illuminate an important mechanism by which labor unions have informed safety policies in schools during the COVID-19 pandemic.

The possibility to observe satellites with the geodetic Very Long Baseline Interferometry (VLBI) technique is vividly discussed in the geodetic community, particularly with regard to future co-location satellite missions. The Chinese APOD-A nano satellite can be considered as a first prototype-suitable for practical observation tests-combining the techniques Satellite Laser Ranging (SLR), Global Navigation Satellite Systems (GNSS) and VLBI on a single platform in a Low Earth Orbit (LEO). Unfortunately, it has hardly been observed by VLBI, so major studies towards actual frame ties could not be performed. The main reason for the lack of observations was that VLBI observations of satellites are non-standard, and suitable observing strategies were not in place for this mission. This work now presents the first serious attempt to observe the satellite with a VLBI network over multiple passes. We introduce a series of experiments with the AuScope geodetic VLBI array which were carried out in November 2016, and describe all steps integrated in the established process chain: the experiment design and observation planning, the antenna tracking and control scheme, correlation and derivation of baseline-delays, and the data analysis yielding delay residuals on the level of 10 ns. The developed procedure chain can now serve as reference for future experiments, hopefully enabling the global VLBI network to be prepared for the next co-location satellite mission.

The possibility of observing satellites with the very long baseline interferometry (VLBI) technique has been discussed for several years in the geodetic community, with observations of either existing satellites of the global navigation satellite systems or of satellites dedicated to realise a space tie. Such observations were carried out using the Australian telescopes in Hobart and Ceduna which, for the first time, integrated all the necessary steps: planning the observations (automated scheduling), correlation of the data and the generation of a series of time delay observables suitable for a subsequent geodetic analysis. We report on the development of new and the adaptation of existing routines for observing and data processing, focusing on technology development. The aim was to use methods that are routinely used in geodetic VLBI. A series of test experiments of up to six hours duration was performed, allowing to improve the observations from session to session and revealing new problems still to be solved. The newly developed procedures and programs now enable more observations. Further development assumed, this bears the prospect of being directly applied to the observation of dedicated space-tie satellites.

There are more than 3000 protected areas (PAs) situated on or near international boundaries, and amongst them there is an increasing trend towards the establishment of transboundary cooperation initiatives. Proponents of Transboundary PAs (TBPAs) highlight the potential for biodiversity protection through spatial, management and socio-economic benefits. However, there have been few formal studies that assess these benefits. It is possible that the relaxation of boundary controls to optimise transboundary connectivity may increase the risk of impacts from invasive species or illegal human incursion. We sought to investigate the validity of these proposed benefits and potential risks through a questionnaire survey of 113 PAs, of which 39 responded and met our inclusion criteria. 82% felt that transboundary cooperation has benefits for biodiversity and, across PAs, the self-reported level of transboundary communication was positively associated with some improved spatial, management and socio-economic benefits. However, 26% of PAs reported that they never communicated with their internationally adjoining protected area, indicating unrealised potential for greater gains.

Several thousand terrestrial protected areas (PAs) lie on international boundaries. Because international boundaries can be focal points for trade, illegal activity and development, such PAs can be vulnerable to a range of anthropogenic threats. There is an increasing trend towards the erection of international boundary infrastructure (including fences, barriers and ditches) in many parts of the world, which may reduce the risk of these anthropogenic threats to some PAs. However this may restrict home range and access to resources for some native species. We sought to understand the impacts of these two different types of threat by using camera traps to measure the activity level of humans, native and invasive mammals in four US PAs on the Mexican international boundary. Comparisons were made between treatment areas with barriers and those without. Results showed that puma and coati were more likely to appear in treatment areas without barriers, whereas humans were not observed more frequently in one treatment area over another. The suggestion is that the intermittent fencing present in this part of the world does affect some native species, but does not necessarily restrict the movement of humans (including illegal migrants), who may negatively impact native species.

The role that endocrine disruption could play in sexual selection remains relatively untested, and although estrogens occur in insects, little information exists about their biological role in insect reproduction. Atrazine is a commonly applied herbicide that mimics estrogen in vertebrates. Tenebrio molitor were raised from egg to adult under a gradation of environmentally relevant atrazine exposures and a non-treated control. Atrazine was delivered in the drinking water ad libitum. Female T. molitor were provided with a choice between unrelated males raised under three levels of atrazine exposures. Female preference for males demonstrated a non-monotonic inverted U-shaped response to atrazine exposure. There was no significant difference between the control and the high exposure to atrazine. Excluding the control, female preference increased as exposure concentration increased. These results have important repercussions for nonlethal effects of endocrine disruption on populations, their capacity to interfere with sexual selection, and the role of estrogen in pheromone communication among insects.
