RESUMO
The United Nations' Sustainable Development Agenda calls for targeted attention to the needs and rights of the most vulnerable populations to ensure a life of dignity and human security for all. In this paper, we argue that persons with disabilities are in a disproportionately vulnerable situation in public health emergencies. By using the example of Coronavirus disease 2019 (Covid-19), we explain why that is and call for the systematic consideration of the needs and rights of persons with disabilities during the response to the outbreak and during the recovery phase. Otherwise, equity will continue to be merely an aspiration during this COVID-19 emergency - as it will in future health emergencies.

Objective To investigate the early diagnostic value of serum neuron‐specific enolase(NSE) in neonaal hypoxic‐is‐chemic encephalopathy(HIE) .Methods Eighty full term neonates with HIE in the neonatology department of our hospital from January 2013 to June 2014 were selected as the observation group and contemporaneous 30 full term neonates without perinatal as‐phyxia as the control group .Serum NSE was detected within 24 h after birth and after 2‐week comprehensive treatment(mainly in‐cluding 10 d ganglioside therapy) .The neonatal patients were divided into the mild HIE in 18 cases ,moderate HIE in 48 cases and severe HIE 14 cases according to the HIE severity .The control group was performed the serum NSE detection within postnatal 24 h .Results The serum NSE level in the mild ,moderate and severe HIE groups was significantly higher than that in the control group(P<0 .05) .The re‐detected results of serum NSE after 2‐week comprehensive treatment in the mild ,moderate and severe HIE groups were significantly decreased when compared with those at admission ,the differences were statistically significant(P<0 .05) .Conclusion Serum NSE is a sensitive biochemical indicator for early diagnosing neonatal HIE ,and also reflect the severity of neonatal HIE .

Under the background of globalization, public health issues are becoming more and more complicated. In the international arena, global health has gradually replaced international health and "global public health" as one of the dominant terms in the field of public health. However, until now, there is no unified understanding and definition for the concept of global health domestically and internationally. In this article, various foreign experts 'views and domestic experts' opinions about the concept of global health are collected and solicited, in order to generalize appropriate Chinese definition of global health of China.
