RESUMO

Medical manpower is ordinarily expressed as a ratio of the number of physicians (e.g., neurosurgeons) to the population of the geographic area (e.g., country). The many other factors that go into assessing medical manpower needs and the manner in which those factors may vary from one country to another and from one time to another are described. Despite the paucity of physicians in some countries and in some parts of the world, there is a suplus of physicians worldwide.

RESUMO

On the evening of March 14, 1881, Emory Upton inexplicably and unexpectedly committed suicide. He was acknowledged as the United States Army's leading tactician of his day; his drill manual, A New System of Infantry Tactics, Double and Single Rank, had been officially adopted by the Army in 1867. The entire Army was stunned by the news. For the past century, a mystery has remained as to the medical factors that led to his suicide. This paper will examine the existing medical records and offer a probable modern diagnosis for this unique 109-year-old case report.

"No longer is the decisive question whether the party sued--the defendant--negligently harmed someone. The question now centers on how much the plaintiff ought to be compensated for injuries". "The underlying problem here is not an epidemic of incompetence among doctors. It is an epidemic of grossly unrealistic expectations of what doctors can do--encouraged, unfortunately, by courts which should known better. People have come to believe that doctors should never make mistakes and courts have reinforced this absurd requirement of infallibility by punishing breaches with settlements way out of proportion to actual damages". "Personal-injury awards, especially jury awards, are out of touch with reality. They are often based on estimates of how much money the defendants have rather than whether they are at fault".

RESUMO

This is the report of the Committee on Neurosurgical Education of the World Federation of Neurosurgical Societies, which report was presented at the Seventh International Congress of Neurological Surgery in Munich in July 1981. The Committee was charged to conduct a survey of neurosurgical training requirements and certifying mechanisms throughout the world. These data are summarized in the tables in this report.
