RESUMO
PIP: Community health programs should be determined by 1) the usable knowledge of the factors that influence health and disease such as age, sex, and occupation, 2) the nature of the major causes of illness and disability, and 3) the communities' expectations and willingness to assume responsibility for the health needs of its members. Primary health centers, of which 5100 have been established, form the nucleus of long-range health care services, but reorganization is needed to eliminate overlapping functions. A detailed plan for reorganization, to be accomplished in 3 phases, is presented for both the primary health centers and the district health services. Qualifications for personnel needed in the new organization are drawn up, and proposals are made for a personnel training system that would include preservice training, in-service training, and continuing education.^ieng
