The Circular Economy (CE) is generally understood as an opportunity to transform the current unsustainable linear economic system by redesigning the way organisations provide goods and services rethinking how society consumes and uses those resources. In this context, the public sector is mainly recognised as an actor enabling the implementation of a sustainable CE through governmental interventions and policy initiatives. However, there is a lack of studies considering the public sector at an organisational level. CE in organisations includes a wide range of different practices that are important to examine in order to analyse the CE implementation process. Consequently, this study aims to characterise the current state of implementing circular practices and supporting strategies in central public sector organisations. To fulfil this aim, a questionnaire survey was sent to the organisations pertaining to the Portuguese Central Public Administration, as surveys are valuable tools to systematically collect information on various topics. The results demonstrate a relatively low level of implementation. Circular practices such as purchasing remanufactured or used items, using sharing platforms, increasing the efficiency of buildings, adopting green human resources and collaborative initiatives for circularity, and assessing and communicating about CE activities have presented low levels of adoption. At the same time, waste collection for recycling and dematerialisation practices showed good implementation levels. There is, thus, immense potential for further implementation of circularity in central public sector organisations in Portugal. This research contributes to deepening the understanding of the extent to which circular practices are embedded in public sector organisations and identifying the main implementation strengths and weaknesses. This research has the potential to help practitioners and researchers in the transition towards circularity in identifying circular opportunities in their organisations and in building a vision to further implement circularity in public sector organisations.

Sustainability Reporting has become a key element in different organisations. Although there have been a number of academic publications discussing the adoption of sustainability reports in the public sector, their numbers have been quite low when compared to those focussing on corporate reports. Additionally, there has been little research on the link between sustainability reporting in Public Sector Organisations (PSOs) and Organisational Change Management for Sustainability (OCMS). This paper focuses on the contribution of sustainability reporting to OCMS. A survey was sent to all PSOs that have published at least one sustainability report based on the GRI guidelines. The study provides a critical analysis of the relation between sustainability reporting and OCMS in PSOs, including the drivers for reporting, the impacts on organisation change management, and the role of stakeholders in the process. Despite still lagging in sustainability reporting journey, PSOs are starting to use sustainability reporting as a communication tool, and this could drive organisational changes for sustainability.

The purpose of this work was to integrate different methodologies to assess the potential ecological risk of estuarine sedimentary management areas, using the Sado Estuary in Portugal as case study. To evaluate the environmental risk of sediment contamination, an integrative and innovative approach was used involving assessment of sediment chemistry, sediment toxicity, benthic community structure, human driving forces and pressures and management areas organic load levels. The basis for decision-making for overall assessment was a statistical multivariate analysis appended into a score matrix tables, using a best expert judgment. The integrated approach allowed to identify from the 19 management areas analyzed, three with no risk but other three with high risk to cause adverse effects in the biota, related with the contaminants analyzed. The methodologies used showed to be effective as a support for decision making leading to future estuarine management recommendations.

The development of environmental performance policy indicators for public services, and in particular for the defence sector, is an emerging issue. Despite a number of recent initiatives there has been little work done in this area, since the other sectors usually focused on are agriculture, transport, industry, tourism and energy. This type of tool can be an important component for environmental performance evaluation at policy level, when integrated in the general performance assessment system of public missions and activities. The main objective of this research was to develop environmental performance policy indicators for the public sector, specifically applied to the defence sector. Previous research included an assessment of the environmental profile, through the evaluation of how environmental management practices have been adopted in this sector and an assessment of environmental aspects and impacts. This paper builds upon that previous research, developing an indicator framework--SEPI--supported by the selection and construction of environmental performance indicators. Another aim is to discuss how the current environmental indicator framework can be integrated into overall performance management. The Portuguese defence sector is presented and the usefulness of this methodology demonstrated. Feasibility and relevancy criteria are applied to evaluate the set of indicators proposed, allowing indicators to be scored and indicators for the policy level to be obtained.
