Globally, flood events are considered the costliest natural hazard. Changes in precipitation patterns and large areas of impervious surfaces in urban environments are increasing the sensitivity of these systems to runoff production. At the same time, projected global sea-level rise may further increase the frequency of compound flooding due to simultaneous storm surge, sea-level rise and pluvial runoff that cause vast socio-economic and ecological impacts to coastal cities. In this context, over the last decade, the role of Nature-Based Solutions (NBS) has been recognised to support climate change adaptation by addressing ideas of multi-functionality, non-linearity and heterogeneity in urban design. Thus, increasing awareness about NBS benefits increases the willingness to accept these solutions. However, empirical evidence of NBS effectiveness at the urban catchment scale is still subject to debate. This study develops a spatial biophysical-economic framework that allows for the integrated assessment of NBS flood risk mitigation impacts, costs and benefits in the face of climate change, combining the Integrated Valuation of Ecosystem Services and Tradeoffs (InVEST) model, benefit transfer methods and Geographic Information System (GIS) tools. Specifically, the InVEST Urban Flood Risk Mitigation model was used to assess the biophysical impacts of NBS on urban pluvial flood risk, benefit-transfer methods were used to evaluate the economic implications of such solutions, and GIS was used to integrate and map biophysical impacts and economic implications. For the case of the coastal lagoon city of Aveiro (Portugal), NBS scenarios of green roofs and bioswales under current and future climate conditions were assessed. The main findings of this study show that green roofs scenarios would save 32 % of the flood damages to buildings and infrastructures every year, while bioswales help save only 0.1 %. Moreover, green roofs implementation provides larger benefits in the future climate scenario (representative concentration pathway - RCP - 4.5). The findings confirm the extent to which knowledge on NBS benefits and costs is partial and uncertain, thus requiring constant progress through biophysical-economic assessment to support an evolutive decision making process in climate adaptation planning.

Air pollution is, increasingly, a concern to our society given the threats to human health and the environment. Concerted actions to improve air quality have been taken at different levels, such as through the development of Air Quality Plans (AQPs). However, air quality impacts associated with the implementation of abatement measures included in AQPs are often neglected. In order to identify the major gaps and strengths in current knowledge, a literature review has been performed on existing methodologies to estimate air pollution-related health impacts and subsequent external costs. Based on this review, the Impact Pathway Approach was adopted and applied within the context of the MAPLIA research project to assess the health impacts and benefits (or avoided external costs) derived from improvements in air quality. Seven emission abatement scenarios, based on individual and combined abatement measures, were tested for the major activity sectors (traffic, residential and industrial combustion and production processes) of a Portuguese urban area (Grande Porto) with severe particular matter (PM10) air pollution problems. Results revealed a strong positive correlation between population density and health benefits obtained from the assessed reduction scenarios. As a consequence, potential health benefits from reduction scenarios are largest in densely populated areas with high anthropic activity and, thus, where air pollution problems are most alarming. Implementation of all measures resulted in a reduction in PM10 emissions by almost 8%, improving air quality by about 1% and contributing to a benefit of 8.8 million €/year for the entire study domain. The introduction of PM10 reduction technologies in industrial units was the most beneficial abatement measure. This study intends to contribute to policy support for decision-making on air quality management.

Freshwater wetlands provide crucial ecosystem services, though are subject to anthropogenic/natural stressors that provoke negative impacts on these ecosystems, services and values. The European Union Water Framework Directive aims to achieve good status of surface waters by 2015, through implementation of Catchment Management Plans. Implementation of Catchment Management Plans is costly, though associated benefits from improvements in surface water status are less well known. This paper establishes a functional relationship between surface water status and cultural ecosystem service values of freshwater systems. Hence, we develop a bio-economic valuation approach in which we relate ecological status and chemical status of surface waters (based on local physio-chemical and benthic macro-invertebrates survey data) to willingness-to-pay (using benefit-function transfer). Results for the Pateira de Fermentelos freshwater wetland (Portugal) show that the current status of surface waters is good from a chemical though only moderate from an ecological perspective. The current cultural ecosystem service value of the wetland is estimated at 1.54 m€/yr- increasing to 2.02 m€/yr in case good status of surface waters is obtained. Taking into account ecosystem services and values in decision making is essential to avoid costs from externalities and capture benefits from spill-overs--leading to more equitable, effective and efficient water resources management.

The extensive use of fertilizers has become one of the most challenging environmental issues in agricultural catchment areas. In order to reduce the negative impacts from agricultural activities and to accomplish the objectives of the European Water Framework Directive we must consider the implementation of sustainable agricultural practices. In this study, we assess sustainable agricultural practices based on reductions in N-fertilizer application rates (from 100% to 0%) and N-application methods (single, split and slow-release) across key agricultural land use classes in the Vouga catchment, Portugal. The SWAT model was used to relate sustainable agricultural practices, agricultural yields and N-NO3 water pollution deliveries. Results show that crop yields as well as N-NO3 exportation rates decrease with reductions in N-application rates and single N-application methods lead to lower crop yields and higher N-NO3 exportation rates as compared to split and slow-release N-application methods.

Quantifying the impact of air pollution on the public's health has become an increasingly critical component in policy discussion. Recent data indicate that more than 70% of the world population lives in cities. Several studies reported that current levels of air pollutants in urban areas are associated with adverse health risks, namely, cardiovascular diseases and lung cancer. IARC recently classified outdoor air pollution and related particulate matter (PM) as carcinogenic to humans. Despite the air quality improvements observed over the last few years, there is still continued widespread exceedance within Europe, particularly regarding PM and nitrogen oxides (NOx). The European Air Quality Directive 2008/50/EC requires Member States to design appropriate air quality plans for zones where air quality does not comply with established limit values. However, in most cases, air quality is only quantified using a combination of monitored and modeled data and no health impact assessment is carried out. An integrated approach combining the effects of several emission abatement measures on air quality, impacts on human health, and associated implementation costs enables an effective cost-benefit analysis and an added value to the decision-making process. Hence, this review describes the basic steps and tools for integrating health into air quality assessment (health indicators, exposure-response functions). In addition, consideration is given to two major outdoor pollutants: PM and NO2. A summary of the health metrics used to assess the health impact of PM and NO2 and recent epidemiologic data are also described.
