RESUMO

The construction industry is one of the riskiest sectors worldwide, with crane operations being one of the most dangerous activities. The aim of this study was to gain insight into the key factors involved in crane-related occupational accidents in the construction industry in Spain. To this end, 1314 accidents involving cranes were analyzed from a total of 241,937 accidents that occurred in the construction of buildings. The data were collected from the Spanish government's occupational accident statistics corresponding to the years 2012-2021. The results evidenced a statistically significant relationship between cranes as the material agent and the size of the company, with 95% of cases corresponding to small- or medium-sized companies (less than 250 employees). Additionally, it shows how the crane operator is identified as a material contributor to crane accidents in the construction industry, and may be considered a key component to these accidents. In conclusion, improving the knowledge gained about the key factors in crane-related accidents at work in the construction industry provides essential information that helps to design and implement appropriate preventive measures to avoid the recurrence of unwanted events with these machines.

Objectives. Improving knowledge about the mechanism of accident occurrence in the construction industry provides important information to help design and implement appropriate barriers to stop the spread of unexpected events. This study characterizes the sequence of accidents in the construction industry by linking the most commonly identified circumstances, the barriers and barrier functions infringed and the specific way in which each of these functioned. Methods. In order to achieve the proposed objective, an analysis was made of 241 investigations of work accidents that occurred in the construction sector in Spain between 2009 and 2014. The statistical difference between the groups of variables was determined using contingency tables in which the value of the χ2 statistic was calculated. Results. The results obtained show that behavioural factors are fundamentally identified, such as the worker's non-observance of ensuring their own safety or the deficient interpretation of rules. Conclusions. This study illustrates that to understand the performance of barrier systems and functions, efforts must be focused not only on the things that go wrong, i.e., accidents, but also on the things that go right within the variability of daily performance in systems as complex as the construction industry.

BACKGROUND: The scientific literature contextualizes health and safety (H&S) in two major models, the first is based on a holistic perspective with H&S processes in all company departments, and the second approaches health and safety management from a more operational perspective. In this study, we examine the issue of health and safety in wineries. In 2017, a census showed that wineries account for 14% of the food and beverage industry in Spain. They provide direct employment for 24,051 people and involve complex winemaking processes that can cause accidents or occupational diseases. Wineries are part of the industrial sector, which, with 5,264 lost-time accidents per 100,000 workers in 2017, ranks second in the number of occupational accidents in Spain. This shows the need to determine the changes needed to improve health and safety in wineries. METHODS: In this study, we identify H&S determinants in wineries using Delphi methodology with a panel of 11 experts. CONCLUSION: The experts gave high scores to the "activities" dimension, and others such as "control of personal and collective protective equipment" and "training", together with "accident investigation", "coordinated health and safety measures" and "signage" are associated with operational health and safety determinants, namely, capitalizing on knowledge gained in situ and promoting organizational learning.

RESUMO

Worker safety awareness on construction sites is a major concern due to the hazardous work conditions. Additionally, globalization is increasing the cultural diversity of the workforce and this influences workers' attitudes, beliefs and behaviour. The growing number of migrant workers in this sector has become a distinctive feature of the industry's labour market. The objective of this article is to analyse occupational accidents that occurred on Spanish construction sites while taking into consideration the nationality of the workers. Due to the large number of accidents and attributes associated with them, the use of association rules is proposed. Overall, results evince similar behaviour, although interesting differences can be observed regarding the occupation of workers. In addition, the results are in accordance with previous studies carried out in other countries. The analysis of these accidents will serve to establish initiatives that provide safer work environments.

(1) Objective: The objective of this study was to evaluate the effect of enforcement capabilities on the efficacy of two public interventions to improve occupational safety in olive mills. (2) Method: The difference in efficacy was evaluated by comparing the risks detected in two groups in an initial assessment (with visits in the 2006-2008 period) to the risks detected in a later assessment, either after an intervention by Authorized Technicians with enforcement capabilities or after an intervention by Technical Advisors without enforcement capabilities (2011-2013). The assessments identified risks in the companies, according to a specific risk map for olive oil mill enterprises. (3) Results: Statistically significant differences were observed in the comparison of the risk reductions of the two groups, with regard to the initial assessment. The greatest reductions in risk were found in the companies that received interventions by Authorized Technicians with enforcement capabilities, in the sections of individual protection equipment and the storage of dangerous products. (4) Conclusion: Interventions by Authorized Technicians with enforcement capabilities are more effective than interventions by Technical Advisors without enforcement capabilities.

Sales of electric and hybrid electric vehicles are increasing steadily worldwide, and consequently their presence increases in city areas. At low speeds, the low levels of noise produced by these vehicles could become a new risk factor for road users. However, the magnitude of the risk has not been accurately determined. In addition, its inclusion in the work environment could pose a new risk that should be managed. Thus, in relation to low noise levels of electric and hybrid vehicles, this study aimed to characterise the risk situations and determine the risk perception of workers as pedestrians and internal combustion engine vehicle drivers coming into contact with these vehicles. The data were extracted from 417 questionnaires filled out by the employees of public service companies who come into contact with electric and hybrid vehicles during their working day in the city of Málaga, in the region of Andalusia, Spain. According to the experiences reported, it seems that the risk due to the low noise levels of electric vehicles is moderate and does not reach alarming levels. These risk situations usually occurred in low speed urban areas, particularly when crossing the road, or in semi-pedestrian areas. Almost half the respondents considered that the electric vehicle poses a risk to other road users because it is more difficult to hear, and they believe it likely that other road users could be injured. Despite that risk, pedestrians did not change their way of walking or moving around the parking areas and other areas of the company. Electric and hybrid electric cars are now required to produce sound when travelling at low speeds. Nevertheless, the effectiveness of this measure should be assessed once implemented and future research should explore alternative non-acoustic measures.

The COVID-19 pandemic is posing a huge global health threat. To deal with this problem, in addition to research and work in the medical field, the main health measures being taken in the workplace and at home involve the establishment of safety protocols, which include distance measures, hygiene and the use of personal protective equipment, such as masks, etc. The WHO still does not recommend the use of masks for the general population. However, their successful use in China, South Korea and the Czech Republic has encouraged their widespread use, and the shortage that already existed. This has caused that companies and individuals are looking at the best way to reuse them, and to manufacture, homemade or not, of non-certified masks. This paper is based on two objectives: to consult the scientific literature to identify the main strategies for disinfecting them, and to determine the effectiveness of non-certified disposable masks. A rapid review has been conducted in which the main publications and other information available online have been analyzed. Results showed that the most promising methods are those that use hydrogen peroxide vapor, ultraviolet radiation, moist heat, dry heat and ozone gas. Soapy water, alcohol, bleach immersion, ethylene oxide, ionizing radiation, microwave, high temperature, autoclave or steam are not fully recommended. Regarding the effectiveness of surgical masks compared to PPE, the former have been seen to be slightly less effective than PPE. As for other types of masks the effectiveness of homemade or non-certified masks is very low.

Musculoskeletal disorders (MSD) are the most common source of occupational health problems in Western countries. In Spain, musculoskeletal disorders (MSDs) can be reported either as accidents or occupational diseases. When reported as an occupational disease, a full diagnosis is performed, as the compensation system needs the approval of the social security authority and a mandatory investigation has to be performed. Although many methods are available for investigating the causes of occupational accidents, occupational diseases have not been analysed with the same depth, and there is a lack of investigation methods. This paper aims to analyse the role of 43 occupational investigations of causes of musculoskeletal diseases in the prevention cycle. This study is based on the occupational investigations performed by workplaces' occupational health and safety specialists when musculoskeletal diseases are reported. The analysis of the data involves descriptive statistics and the Φ coefficient. Based on administrative data, 68 workplaces employing 15,260 workers were surveyed and 41 workplaces with 13,201 workers submitted valid questionnaires to be analysed. The most frequent cause of reported musculoskeletal disease, in terms of primary risk, is repetitive movement. The only proposed measure with a significant association to the exposure by repetitive movements is job rotation (alternating workers between tasks within a job or between activities as a means to vary different levels of exposure). The investigation of occupational diseases has been useful in most of the cases for proposing preventive measures. Most of the workplaces surveyed have performed investigations and adopted preventive measures, but the managers of some workplaces were not aware of any disease notification regarding their workers when surveyed. More research is needed to provide tools for this important task.

The main requirement established for the development of European Union product safety directives is to ensure a high level of safety for users. This research aims to analyze whether Europe needs a product safety directive for scaffolding and identify the main factors to be defined in public policies on the use of standardized scaffolding in the absence of such a directive. The principal types of scaffolding were reviewed, along with European regulations, and their risk levels. Finally, a qualitative study using a panel of experts was conducted to determine the differences between types of scaffolding and whether the enactment of such a directive would be justified. Key results were that the risk level associated with scaffolding positioned it third or fourth between material agents more hazardous in relation to falls from height. There is no existing product safety directive for scaffolding, despite the fact that there are directives for other products less dangerous than or as dangerous as scaffolding. However, there are noncompulsory standards EN 12810-1-2 and EN 12811-1-2-3-4 for scaffolding, which would form the basis of the essential requirements contained in a directive if it were created. The experts highlighted significant differences between "standardized" and "nonstandardized" scaffolding, with higher safety levels and productivity, and better maintenance, inspection, assembly, and dismantling associated with the former, and lower costs with the latter. Thus, they found that the enacting of an EU product safety directive for scaffolding would be justifiable, and in its absence supported the promotion of the use of standardized scaffolding.

BACKGROUND: Municipal solid waste treatment plants are industrial facilities with important occupational health and safety issues. Hence, a risk assessment system would be very useful to help workers to cope successfully with complexity when they are under pressure situations, such as loss of control or failures of the system safety. In recent years, Resilience Engineering has come up as a new proactive approach to improve and keep safety the complex systems. To evaluate Resilience Engineering the methods at our disposal are mostly qualitative, which are complex and difficult to compare due to their external validity. OBJECTIVE: The present research proposes a method for the quantitative assessment of Resilience Engineering in the municipal solid waste treatment sector. METHODS: The study was carried out as part of an EU SAFERA project in two European cities. The data were obtained from a survey of a sample of 328 workers of treatment plants. RESULTS: The results indicated that priority must be given to improving top-level commitment, culture, preparedness and learning culture, while awareness and opacity emerges as positive results. Significant differences can be seen in the Resilience Engineering evaluation for different posts. CONCLUSION: These findings allow practitioners and management with a view to implementing appropriate corrective measures to achieve high Resilience Engineering in the plant.

BACKGROUND: A public accident investigation is carried out when the consequences of the incident are significant or the accident has occurred in unusual circumstances. OBJECTIVE: We evaluated the quality of the official accident investigations being conducted by Safety Specialists of the Labour Authorities in Andalusia. METHODS: To achieve this objective, we analysed 98 occupational accident investigations conducted by the Labour Authorities in Andalusia in the last quarter of 2014. Various phases in the accident investigation process were examined, such as the use of the Eurostat variables within European Statistics on Accidents at Work (ESAW), detection of causes, determination of preventive measures, cost analysis of the accidents, identification of noncompliance with legal requirements or the investigation method used. RESULTS: The results of this study show that 77% of the official occupational accident investigation reports analysed were conducted in accordance with all the quality criteria recommended in the literature. CONCLUSIONS: To enhance glogal learning, and optimize allocation of resources, we propose the development of a harmonized European model for the public investigation of occupational accidents. Further it would be advisable to create a common classification and coding system for the causes of accidents for all European Union Member States.

BACKGROUND: Accidents in the construction sector are a cause for concern. The influence of many different factors in construction accidents have been studied (age, company size, length of service, deviation, drugs or alcohol consumption, etc.) but the influence of medicinal substances in specific construction activities has not been evaluated until now. OBJECTIVE: The aim of the research presented here is to identify the effect of different medicinal substances on the occupational risk levels of construction activities with formworks. METHODS: An expert panel was selected in order to quantify the individual risk of each medication for each individual construction activity. RESULTS: Results showed that narcotics, antipsychotics, and hypnotics had the highest risk values, and the use of cranes and cutting materials were considered the most dangerous activities for a medicated worker. CONCLUSIONS: Data obtained in this research can help reduce the negative effects of the substances studied on the occupational safety of construction workers. A better knowledge of the risk levels according to the current capabilities of workers under the effects of medication is a powerful tool in planning safer construction activities.

Occupational accidents caused by electrical contact are a major concern worldwide due to their severe consequences. The study conducted is based on an analysis of the evolution of incidence rates and dependence between variables for 14,022 electrical accidents occurring in Spain between 2003 and 2012. The results show that electrical accidents as a whole are 3.6 times more likely to have severe consequences than the rest of the accidents in the country. This proportion is even nine times greater in the case of fatal accidents. They also confirm a significant relationship between the severity of this type of accidents and the economic sector in which they occur. On the other hand, there is a positive trend in the reduction of the incidence rate, especially in relation to direct contact, although unexpectedly the rate of accidents due to indirect contact is on the rise. Thus, preventing electrical occupational accidents requires efforts to guarantee adequate training adapted to the needs of workers in the various economic sectors. Furthermore, those responsible for safety should work to implement mechanisms to monitor and control compliance with efficient protective measures against electrical contact.

BACKGROUND: To analyze the effects of the factors associated with different types of injury (superficial wounds, dislocations and sprains, bone fractures, concussion and internal injuries, burns scalding and freezing) caused by occupational accidents in automotive repair workshops. METHODS: Study of a sample consisting of 89,954 industry accidents reported from 2003 to 2008. Odds ratios were calculated with a 95% confidence interval. RESULTS: Belonging to a small company is a risk factor for suffering three of the five types of injury studied. Women are less likely to suffer burns and superficial wounds, and more likely to suffer dislocations or sprains. Foreign workers are more likely to suffer concussion and internal injuries. CONCLUSION: Health and safety strategies and accident prevention measures should be individualized and adapted to the type of worker most likely to be injured in each type of accident. Occupational health and safety training courses designed according to worker profile, and improving the participation of the workers in small firms creating regional or roving safety representatives would improve working conditions.

Those responsible for developing sustainable solid waste management programmes must consider the impacts of programme elements on everyone involved. This paper focuses on identifying the effects of waste management activities and assessing their overall impact on stakeholders. Collaborating with four focus groups and 36 experts, 19 effects were identified and nine questionnaires were designed to evaluate them, one for each stakeholder group. All told, 1805 people took part in the survey. The results show that the effects most important to the survey participants are: (a) recycling solid urban waste, (b) pollution and (c) corporate social responsibility.

BACKGROUND: The hotel industry is an important driver of the European labour market with over 250,000 hotels employing some 2 million people. In Spain, 240 workers were injured by fires in hotels from 2004 to 2008. Fire is considered to be the most important risk in the hotel industry, but the lack of an EU-wide data recording system for hotels makes it difficult to give exact figures for fire events. OBJECTIVE: We analysed the state of fire prevention systems in hotels in Spain with the aim of proposing strategies to improve fire safety. METHODS: A 10-item questionnaire was administered from 2007 to 2009 to 15 Spanish experts in fire safety. The questions were measured using a Likert scale and classified into 4 sections: current state of installations, influence of establishment characteristics, application of regulations and priority ranking of actions. Descriptive statistics summarized the data and t-tests evaluated the agreement foreach statement in the questionnaire. RESULTS: The statistical analysis showed homogeneity in the responses by the experts in all four categories: current state of fire safety installations, influence of establishment characteristics, application of regulations, and priority of actions. There was consensus among the experts over the necessity to improve the enforcement of regulations and also regarding the existence of an association between the hotel category (in Spain they are ranked using a 1 to 5 "star" rating system) and the level of fire safety; hotels with a higher category had higher levels of safety. CONCLUSIONS: There is a need to identify ways to apply fire safety standards to older hotels so that they comply with new regulations, to standardize regulations for different regions and countries, to improve the maintenance of installations and equipment, to increase the effectiveness of inspections conducted by government bodies, and to raise the general awareness of stakeholders involved in hotel fire prevention.

The aim of this paper is to discuss findings from an analysis of accidents in concrete construction companies in Spain and to compare the accident rates of qualified and non-qualified workers. A total of 125,021 accidents between 2003 and 2008 involving both blue-collar and white-collar workers were analysed, comparing the variables of occupation, age, company staff, length of service, location of the accident, together with the severity of the accidents. Results showed that lack of experience in the first month is more significant in non-qualified workers and experienced supervisors and that head injuries are more likely to lead to fatalities. The most remarkable similarity was that fatal accidents to and from the worksite are a problem common to both groups of workers.

Maintenance operations cover a great number of occupations. Most small and medium-sized enterprises lack the appropriate information to conduct risk assessments of maintenance operations. The objective of this research is to provide a method based on the concepts of task and accident mechanisms for an initial risk assessment by taking into consideration the prevalence and severity of the maintenance accidents reported. Data were gathered from 11,190 reported accidents in maintenance operations in the manufacturing sector of Andalusia from 2003 to 2012. By using a semi-quantitative methodology, likelihood and severity were evaluated based on the actual distribution of accident mechanisms in each of the tasks. Accident mechanisms and tasks were identified by using those variables included in the European Statistics of Accidents at Work methodology. As main results, the estimated risk of the most frequent accident mechanisms identified for each of the analysed tasks is low and the only accident mechanisms with medium risk are accidents when lifting or pushing with physical stress on the musculoskeletal system in tasks involving carrying, and impacts against objects after slipping or stumbling for tasks involving movements. The prioritisation of public preventive actions for the accident mechanisms with a higher estimated risk is highly recommended.

RESUMO

The objective of this study is to evaluate the impact of a subsidy policy for construction companies in Andalusia (Spain), which enables them to acquire new scaffolds. The rate of falls from scaffolds within the Andalusian construction sector in the period 2009-2011 was analysed. A randomised controlled trial was not possible as the subsidy was granted according to a public and competitive call. A quasi-experimental design based on an intervention group (subsidised companies) and a control group was chosen. Companies in the control group were selected from the social security census of companies in order to avoid selection bias. The subsidy policy has led to an overall 71% decrease in the rate of accident involving falls to a lower level in the companies that received grants in the period 2009-2011. The confidence interval for the comparison for the before-after difference in rates between the intervention group and the control group is found significant (confidence 95%, p = 0.05). The improvement of scaffolds was effective in reducing rates of accident with falls to a lower level. This intervention should be a priority in public policies. The process of standardisation of equipment with high accident risk should be developed further.

RESUMO

PROBLEM: This paper analyzes the severity of workplace accidents involving electricity in the Spanish construction sector comprising 2,776 accidents from 2003 to 2008. METHOD: The investigation considered the impact of 13 variables, classified into 5 categories: Personal, Business, Temporal, Material, and Spatial. RESULTS: The findings showed that electrical accidents are almost five times more likely to have serious consequences than the average accident in the sector and it also showed how the variables of age, occupation, company size, length of service, preventive measures, time of day, days of absence, physical activity, material agent, type of injury, body part injured, accident location, and type of location are related to the severity of the electrical accidents under consideration. SUMMARY: The present situation makes it clear that greater effort needs to be made in training, monitoring, and signage to guarantee a safe working environment in relation to electrical hazards. PRACTICAL APPLICATIONS: This research enables safety technicians, companies, and government officials to identify priorities and to design training strategies to minimize the serious consequences of electrical accidents for construction workers.
