In the face of vaccine hesitancy, public health officials are seeking more effective risk communication approaches to increase vaccination rates. We test the influence of visual policy narratives on COVID-19 vaccination behavior through a panel survey experiment conducted in early 2021 (n = 3,900) and then 8 weeks later (n = 2,268). We examine the effects of three visual policy narrative messages that test the narrative mechanism of character selection (yourself, your circle, and your community) and a nonnarrative control on COVID-19 vaccine behavior. Visual risk messages that use narratives positively influence COVID-19 vaccination through serial mediation of affective response to the messages and motivation to get the COVID-19 vaccination. Additionally, character selection matters, as messages focusing on protecting others (i.e. your circle and your community) perform stronger than those of yourself. Political ideology moderated some of the effects, with conservative respondents in the nonnarrative control condition having a higher probability of vaccination in comparison to the protect yourself condition. Taken together, these results suggest that public health officials should use narrative-based visual communication messages that emphasize communal benefits of vaccinations.

Whereas policy change is often characterized as a gradual and incremental process, effective crisis response necessitates that organizations adapt to evolving problems in near real time. Nowhere is this dynamic more evident than in the case of COVID-19, which forced subnational governments to constantly adjust and recalibrate public health and disease mitigation measures in the face of changing patterns of viral transmission and the emergence of new information. This study assesses (a) the extent to which subnational policies changed over the course of the pandemic; (b) whether these changes are emblematic of policy learning; and (c) the drivers of these changes, namely changing political and public health conditions. Using a novel dataset analyzing each policy's content, including its timing of enactment, substantive focus, stringency, and similar variables, results indicate the pandemic response varied significantly across states. The states examined were responsive to both changing public health and political conditions. This study identifies patterns of preemptive policy learning, which denotes learning in anticipation of an emerging hazard. In doing so, the study provides important insights into the dynamics of policy learning and change during disaster.

The long, fallacious history of attributing racial disparities in public health outcomes to biological inferiority or poor decision making persists in contemporary conversations about the COVID-19 pandemic. Given the disproportionate impacts of this pandemic on communities of color, it is essential for scholars, practitioners, and policymakers to focus on how structural racism drives these disparate outcomes. In May and June 2020, we conducted a 6-state online survey to examine racial/ethnic differences in exposure to COVID-19, risk mitigation behaviors, risk perceptions, and COVID-19 impacts. Results show that Black and Hispanic individuals were more likely than White respondents to experience factors associated with structural racism (eg, living in larger households, going to work in person, using public transportation) that, by their very nature, increase the likelihood of exposure to COVID-19. Controlling for other demographic and socioeconomic characteristics, non-White respondents were equally or more likely than White respondents to take protective actions against COVID-19, including keeping distance from others and wearing masks. Black and Hispanic respondents also perceived higher risks of dying of the disease and of running out of money due to the pandemic, and 40% of Black respondents reported knowing someone who had died of COVID-19 at a time when the US death toll had just surpassed 100,000 people. To manage the current pandemic and prepare to combat future health crises in an effective, equitable, and antiracist manner, it is imperative to understand the structural factors perpetuating racial inequalities in the COVID-19 experience.

In the initial months of the COVID-19 outbreak in the United States, people struggled to adjust to the new normal. The burden of managing changes to home and work life seemed to fall disproportionately to women due to the nature of women's employment and gendered societal pressures. We surveyed residents of four western states in the first months of the outbreak to compare the experiences of women and men during this time. We found that women were disproportionately vulnerable to workplace disruptions, negative impacts on daily life, and increased mental load. Women with children and women who lost their jobs were particularly impacted. These results contribute to the growing body of findings about the disproportionate impacts of crises on women and should inform organizational and government policies to help mitigate these impacts and to enhance societal resilience in future emergencies.

Effectively communicating risk is critical to reducing conflict in human-wildlife interactions. Using a survey experiment fielded in the midst of contentious public debate over flying fox management in urban and suburban areas of Australia, we find that stories with characters (i.e., narratives) are more effective than descriptive information at mobilizing support for different forms of bat management, including legal protection, relocation, and habitat restoration. We use conditional process analysis to show that narratives, particularly with accompanying images, are effective because they cause emotional reactions that influence risk perception, which in turn drives public opinion about strategies for risk mitigation. We find that prior attitudes towards bats matter in how narrative messages are received, in particular in how strongly they generate shifts in affective response, risk perception, and public opinion. Our results suggest that those with warm prior attitudes towards bats report greater support for bat dispersal when they perceive impacts from bats to be more likely, while those with cool priors report greater support for bat protection when they perceive impacts from bats to be more positive, revealing 1) potential opportunities for targeted messaging to boost public buy-in of proposals to manage risks associated with human-wildlife interactions, and 2) potential vulnerabilities to disinformation regarding risk.

1. As public land managers seek to adopt and implement conservation measures aimed at reversing or slowing the negative effects of climate change, they are looking to understand public opinion regarding different management strategies. 2. This study explores drivers of attitudes toward different management strategies (i.e., no management, protection, and restoration) for a low-profile but keystone tree species, the whitebark pine (Pinus albicaulis), in the Greater Yellowstone Ecosystem. Since the whitebark pine species has a range that traverses different federal land designations, we examine whether attitudes toward management strategies differ by jurisdiction (i.e., wilderness or federal lands more generally). 3. We conducted a web and mail survey of residents from Montana, Idaho, and Wyoming, with 1,617 valid responses and a response rate of 16%. 4. We find that active management strategies have substantially higher levels of support than does no management, with relatively little differentiation across protection and restoration activities or across different land designations. We also find that support for management strategies is not influenced by values (political ideology) but is influenced by beliefs (about material vs. post-material environmental orientation, global climate change, and federal spending for public lands) and some measures of experience (e.g., knowledge of threats). 5. This study helps land managers understand that support for active management of the whitebark pine species is considerable and nonpartisan and that beliefs and experience with whitebark pine trees are important for support.

INTRODUCTION: Whereas scientists depend on the language of probability to relay information about hazards, risk communication may be more effective when embedding scientific information in narratives. The persuasive power of narratives is theorized to reside, in part, in narrative transportation. PURPOSE: This study seeks to advance the science of stories in risk communication by measuring real-time affective responses as a proxy indicator for narrative transportation during science messages that present scientific information in the context of narrative. METHODS: This study employed a within-subjects design in which participants (n = 90) were exposed to eight science messages regarding flood risk. Conventional science messages using probability and certainty language represented two conditions. The remaining six conditions were narrative science messages that embedded the two conventional science messages within three story forms that manipulated the narrative mechanism of character selection. Informed by the Narrative Policy Framework, the characters portrayed in the narrative science messages were hero, victim, and victim-to-hero. Natural language processing techniques were applied to identify and rank hero and victim vocabularies from 45 resident interviews conducted in the study area; the resulting classified vocabulary was used to build each of the three story types. Affective response data were collected over 12 group sessions across three flood-prone communities in Montana. Dial response technology was used to capture continuous, second-by-second recording of participants' affective responses while listening to each of the eight science messages. Message order was randomized across sessions. ANOVA and three linear mixed-effects models were estimated to test our predictions. RESULTS: First, both probabilistic and certainty science language evoked negative affective responses with no statistical differences between them. Second, narrative science messages were associated with greater variance in affective responses than conventional science messages. Third, when characters are in action, variation in the narrative mechanism of character selection leads to significantly different affective responses. Hero and victim-to-hero characters elicit positive affective responses, while victim characters produce a slightly negative response. CONCLUSIONS: In risk communication, characters matter in audience experience of narrative transportation as measured by affective responses.

The whitebark pine (Pinus albicaulis Engelm.) tree species faces precipitously declining populations in many locations. It is a keystone species found primarily in high-elevation forests across the Western US. The species is an early responder to climate change and qualifies for endangered species protection. We use contingent valuation to estimate the public's willingness to pay for management of the whitebark pine species. In contrast, previous work centres on valuing broader aspects of forest ecosystems or threats to multiple tree species. While only approximately half of the survey respondents have seen whitebark pine, the mean willingness to pay for whitebark pine management is $135 per household. When aggregated across all households from the three sampled states, willingness to pay totals $163 million. This information is valuable to forest managers who must make difficult decisions in times of resource constraints and climate change.
