Nature-based Solutions (NbS) are actions that harness nature to help address major societal challenges. The assessment frameworks for NbS proposed in the literature differ in scope and intended use. In 2020, the International Union for Conservation of Nature (IUCN) introduced their Global Standard for NbS as a framework that can be used by anyone working on different types of NbS. Since research on the applicability of the IUCN Standard remains limited, the aim of this paper is to analyse whether the IUCN Standard may be used as an overarching assessment framework for NbS in river flood management applications and to identify the main differences in content with other NbS-frameworks. This was achieved through a comparison with 29 assessment frameworks for NbS, that are applicable to physical interventions for riverine flood risk reduction. The comparisons showed that the IUCN Standard has the largest breadth in scope of application and may therefore be used as an overarching framework. In addition, we identified a distinction between frameworks for the assessment of project processes (process-oriented) and project results (results-oriented), where the IUCN Standard can be characterized as process-oriented. This implies that the IUCN Standard may be used to assess the processes (e.g. stakeholder engagement and adaptive management) of planned, ongoing or completed NbS projects for a wide variety of environmental contexts and societal challenges. This will help persuade policy makers to consider NbS as one of the solutions in flood management issues, next to or in combination with e.g. engineering solutions or changing land use. We also identified that, while the IUCN Standard is straightforward to use and incorporates stakeholder input, the environmental context specificity as well as guidance depth on resources for assessment can be improved.

The Volta clam, Galatea paradoxa, is a freshwater macrobenthic bivalve which is endemic to the Lower Volta River in Ghana. The range of occurrence of the clam has been influenced by the flow regime in the Lower Volta which is in turn controlled by operation of two dams located upstream. Previous research has documented the changes to the Lower Volta due to the dams and attempts have been made to design environmental flows (e-flows), freshwater flows to sustain ecosystems, to inform the re-operation of the dams. The past attempts were based on the pre-dam, natural flow regime of the Lower Volta. In this study, a designer e-flow approach is explored using the Volta clam as an indicator species. Using knowledge garnered from various sources on the lifecycle, habitat and the local conditions corresponding to historical and current states of the Volta clams, the factors influencing its extent are visualized and quantified in a Bayesian belief network (BBN). Based on this BBN, an e-flow recommendation for the Lower Volta is for low flows, between 50 m3/s and 330 m3/s, for four months during the Volta clam veliger larva and recruitment life stages which occur in November to March. In addition, it is recommended that full breaching of the sandbar which regularly builds up at the Volta Estuary is done annually and that sand winning on the river bed is prohibited. These e-flow and management recommendations will have consequences for other water users and these have to be investigated, for instance by flow experiments and trade-off analysis. The results show that a BBN is potentially suitable for modelling the linkages between flows, management practices and the status of ecological indicators for the development of e-flows for highly modified rivers in data scarce regions.

Nature-based flood defence is an innovative design alternative for achieving protection against flooding. Despite significant advancements in science, models and concepts, routine implementation beyond pilot projects remains limited. To better understand why, we have looked into the complexities of nature-based flood defence implementation and its resolutions, modelling decision-making situations using game theory in three nature-based flood defence cases: The Markermeer Dikes, the Afsluitdijk Dam and the Sand Engine. We observe that nature-based flood defence games are of a multi-level and nested nature. While the decision of whether to employ a nature-based flood defence is seemingly made at the project level, this can only happen when it is coherent with the institutional context that is determined at the policy level. A social dilemma is apparent: while a multi-functional nature-based solution is attractive to a coalition of actors, it is not the most beneficial option for individual actors. Hence, they are faced with the dilemma of opting for their maximum benefit or opting for the greater societal benefit which is less favorable to them. This social dilemma can be tackled by making 'smart moves', as inspired by the Sand Engine case. The nested nature of the problem requires structural change in the institutional context to enable favourable conditions for nature-based flood defence implementations.

In the face of a changing climate, many cities are engaged in adaptation planning and are using participatory workshops to involve stakeholders in these initiatives. Different tools are being used to structure the process and content of participatory planning workshops, but it is unclear what effect the tools have on the workshops and their results. We evaluated three different tools (Group Model Building, the Adaptation Support Tool, and the Stress Test Guideline) and a tool-free approach in repeated simulated workshops, to observe and compare (1) the way workshops played out, and (2) the direct outcomes that were achieved. Tools appear to influence both aspects. Specifically, we measured differences in the learning effects in groups, in the development of shared understanding within groups, in the types of plans that are developed by groups, and in the nature of participation during the workshops. Further research is needed to translate these results into practice, but this is a first step in advancing knowledge about the influence of tools in participatory planning activities.

The debate on scale use in river management focuses primarily on the (lack of) fit between the bio-geophysical and institutional systems. However, in this article we focus on the 'subjective' aspect of scale preferences in water governance. We apply an adapted version of the Integrated Scale Hierarchy for Rivers to determine the degree of fit between the scale preferences of the actors involved in a Dutch case study and the scale requirements of the innovative river management concept. This allows us to understand which riverine processes and characteristics are regarded as important by the different actors and to identify mismatches in scale perspectives as they manifest themselves in water management practice. We discover that inflexibility in scale use on the part of the involved actors places bounds on the design and quality of interventions and demonstrate that a more flexible use of scales in the design phase of a river management intervention has the potential to lead to more effective solutions.
